Note: Japanese text in the original image from press release has been translated into English by our editorial team.<br \/>\nNippon Koei<\/p>\n<p>Nippon Koei Co, a unit of Tokyo-based ID&amp;E Holdings, has won a consulting services contract for the Dalton Pass East Alternative Road Construction Project in the Philippines, ID&amp;E said on August 4.<\/p>\n<p>The contract was awarded to a seven-company joint venture led by Nippon Koei. The project will build a new bypass road, including tunnels, east of the existing mountain section that crosses Dalton Pass on the Pan-Philippine Highway, the country&#8217;s main north-south road network. The work is being carried out as official development assistance by the Japan International Cooperation Agency.<\/p>\n<p>The existing national road section across Dalton Pass, about 60 km through mountainous terrain in northern Luzon, is a key transport and logistics link between northern Luzon and Metro Manila. The route has been vulnerable to natural disasters and was closed for about six months after the 1990 Baguio earthquake. Slope failures and traffic disruptions linked to typhoons have also occurred repeatedly, while steep grades and sharp curves have posed challenges for safety and vehicle speeds.<\/p>\n<p>The project is being implemented in Nueva Vizcaya province in Region II and Nueva Ecija province in Region III, with the Philippines&#8217; Department of Public Works and Highways involved. Services cover detailed design and construction supervision for a 23-km four-lane high-standard road, including two mountain tunnels and 10 bridges, as well as contractor tender support, transaction advisory for introducing a public-private partnership model for operations and maintenance, and support for tunnel operations and maintenance capacity building.<\/p>\n<p>Nippon Koei Energy Solutions, another ID&amp;E group company, will provide basic design and construction supervision for electrical, mechanical and telecommunications systems including a road traffic control center, while Philippine affiliate Philkoei International will dispatch local engineers familiar with the country&#8217;s natural conditions and design standards.<\/p>\n<p>The project cost is about 13.47 billion yen, of which roughly 9 billion yen is attributable to the ID&amp;E group. The service period runs from June 2026 to December 2034, or 103 months, and a kickoff meeting was held on June 15 at a Department of Public Works and Highways conference room.<\/p>\n<p>Construction is scheduled for completion in 2033. After completion, daily traffic volume is expected to increase by about 1.7 times and average travel speed to improve by about twofold, the company said.<\/p>\n<p>Japan, through JICA, has long financed transport and infrastructure projects in Southeast Asia under its official development assistance framework.
