{"id":71829,"date":"2026-08-10T14:03:08","date_gmt":"2026-08-10T14:03:08","guid":{"rendered":"https:\/\/www.europesays.com\/japan\/71829\/"},"modified":"2026-08-10T14:03:08","modified_gmt":"2026-08-10T14:03:08","slug":"japans-2026-defense-white-paper-highlights-new-era-of-crisis-in-indo-pacific","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/japan\/71829\/","title":{"rendered":"Japan\u2019s 2026 defense white paper highlights \u2018new era of crisis\u2019 in Indo-Pacific"},"content":{"rendered":"<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Japan releases defense white papers each year, but its 2026 edition marked important shifts in the country\u2019s approach to defense strategy, procurement and production.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cThe international community is facing its greatest trial since World War II and [is] entering a new era of crisis,\u201d the document warned. \u201cIt cannot be ruled out that a serious situation similar to Russia\u2019s aggression against Ukraine may occur in the Indo-Pacific region in the future, particularly in East Asia.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">China, Russia and North Korea are fingered as culprits.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">In fact, Japan\u2019s 2026 Defense White Paper noted China presents \u201cthe greatest strategic challenge,\u201d also citing Beijing\u2019s growing concordance with Moscow in joint exercises as an alarming trend.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">After studying Ukraine and developments in modern warfare, the document highlighted necessary solutions such as renewed focus on lower-cost systems; innovations in research, development and production; increased production; and stockpiling of materiel.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Japan is acquiring a large number of low-cost, unmanned vehicles in the air, sea and underwater domains. These unmanned systems will help establish what it calls the Synchronized, Hybrid, Integrated and Enhanced Littoral Defense, or SHIELD, by Fiscal Year 2027.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">The paper highlighted how Japan\u2019s indigenous defense industry is increasingly important. However, some companies like Komatsu and Mitsui have already abandoned or downsized their involvement in the defense sector.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Tokyo believes increased spending will help reinforce the military-industrial complex, but it wants industrial innovation to develop military equipment in response to rapid changes in combat. The industrial base also needs to be scalable to meet Japanese requirements, the paper says.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Likewise, Japan is strengthening defense equipment cooperation internationally, with the most obvious fruit being Australia\u2019s decision to buy Upgraded Mogami-class frigates.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">The white paper reiterated that the Japan-U.S. alliance remains its \u201ccornerstone\u201d relationship.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">However, Grant Newsham, senior research fellow at the Japan Forum for Strategic Studies, highlighted Japan\u2019s \u201cdecades of pathological dependence on the Americans to take care of Japan\u2019s defense,\u201d and its \u201cso-called pacifist mindset and contrived constitutional prohibitions on an effective defense force\u201d as challenges needing to be overcome.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Nonetheless, the paper asserted, by FY 2027, the country \u201cwill strengthen its defense capability to the point where Japan is able to take primary responsibility for dealing with invasions against its nation, and disrupt and defeat such threats with the support of its ally and others.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Tokyo has already achieved 2% defense spending as a proportion of GDP, and it is seeking a record JPY8.9 trillion, or $56.1 billion USD, defense budget next year.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">This budget request, likely to rise further, will be submitted at the end of August.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cUkraine really spurred Japanese awareness \u2014 figuring that Taiwan was next, with everything that would portend for Japan\u2019s security,\u201d Newsham told Defense News. \u201cThis has not, however, translated into a Japan Self-Defense Force that\u2019s organized and capable of fighting a war.\u201d<\/p>\n<p class=\"default__BioWrapper-sc-cy7r53-0 eATlTY a-body2\">Gordon Arthur is an Asia correspondent for Defense News.
