Breeden\/Stars and Stripes)<br \/>\n\t\t\t\t<\/p>\n<p class=\"storyline-p f4 \">KADENA TOWN, Okinawa \u2014 Local leaders lodged complaints this week after U.S. forces carried out parachute training at Kadena Air Base for the first time since the <a href=\"https:\/\/www.stripes.com\/branches\/marine_corps\/2025-12-15\/ie-shima-runway-reopens-okinawa-20096644.html\" target=\"_blank\" rel=\"nofollow noopener\">primary offshore training site reopened<\/a> late last year.<\/p>\n<p class=\"storyline-p f4 \">Eight troops jumped from a C-130 Hercules airlifter at 1 p.m. Tuesday over Kadena\u2019s Ridout drop zone. A notice to airmen issued by the Federal Aviation Administration listed a training window from noon to 4 p.m. over the area.&#13;<\/p>\n<p class=\"storyline-p f4 \">The jump marked the first use of the Ridout zone since the Marine Corps <a href=\"https:\/\/www.stripes.com\/branches\/marine_corps\/2025-12-15\/ie-shima-runway-reopens-okinawa-20096644.html\" target=\"_blank\" rel=\"nofollow noopener\">reopened a runway in December<\/a> on Ie Shima, a small island northwest of Okinawa that serves as the primary site <a href=\"https:\/\/www.stripes.com\/theaters\/asia_pacific\/2025-11-07\/parachute-training-ie-shima-okinawa-19683308.html\" target=\"_blank\" rel=\"nofollow noopener\">for U.S. military parachute training<\/a>.<\/p>\n<p class=\"storyline-p f4 \">Ie Shima had been closed for improvements from December 2023 through November. Denny Tamaki, in Jan. 23 letters to the Okinawa Defense Bureau, Ministry of Foreign Affairs office on Okinawa and the U.S. Consulate General in Naha, protested that <a href=\"https:\/\/www.stripes.com\/branches\/marine_corps\/2025-12-15\/ie-shima-runway-reopens-okinawa-20096644.html\" target=\"_blank\" rel=\"nofollow noopener\">with Ie Shima available again<\/a>, parachute training at Kadena is no longer justified.<\/p>\n<p class=\"storyline-p f4 \">He asked the Air Force to adhere to a bilateral agreement designating Ie Shima as the primary drop location. The prefecture has complained that jump training at Kadena poses a danger to nearby communities.<\/p>\n<p class=\"storyline-p f4 \">\u201cThe main reason we are protesting is because we want to reduce the burden of bases on Okinawa, but of course we are worried about a service member landing outside of the base and injuring someone,\u201d a spokesman for the prefecture\u2019s Military Base Affairs Division said by phone Wednesday.<\/p>\n<p class=\"storyline-p f4 \">Weather, sea conditions and other factors can limit Ie Shima\u2019s availability, the wing said in an unsigned email Monday. Cargo drops are not authorized at Ridout, it added.&#13;<\/p>\n<p class=\"storyline-p f4 \">\u201cWhen [Ie Shima] is unavailable or does not meet mission requirements, we use Ridout under the exceptional use clause to ensure our operators maintain mission-critical proficiency,\u201d the wing said. It did not provide details about Tuesday\u2019s training.&#13;<\/p>\n<p class=\"storyline-p f4 \">Kadena town Mayor Hiroshi Toyama, who heads the Trilateral Liaison Council that also includes Chatan town and Okinawa city, protested the training in a statement read to Stars and Stripes by phone Tuesday by a town base affairs spokesman.&#13;<\/p>\n<p class=\"storyline-p f4 \">The council cannot accept the training \u201cbased on a unilateral interpretation by the U.S. while the criteria and judgment for exceptional cases remain unclear,\u201d he said, according to the spokesman.&#13;<\/p>\n<p class=\"storyline-p f4 \">Okinawa prefectural officials also objected. The prefecture asked the Okinawa Defense Bureau \u2014 part of Japan\u2019s Ministry of Defense \u2014 to \u201curge the U.S. military not to conduct the training,\u201d the prefecture\u2019s Military Base Affairs Division wrote Friday on X.<\/p>\n<p class=\"storyline-p f4 \">The prefecture made the same request to the Okinawa Liaison Office of Japan\u2019s Ministry of Foreign Affairs and to the Air Force, the division said in a follow-up post Tuesday.&#13;<\/p>\n<p class=\"storyline-p f4 \">Through the defense bureau, the prefecture requested information about the training but had received no response as of Tuesday, a base affairs division spokesman said by phone.
