{"id":76071,"date":"2026-08-18T08:36:18","date_gmt":"2026-08-18T08:36:18","guid":{"rendered":"https:\/\/www.europesays.com\/japan\/76071\/"},"modified":"2026-08-18T08:36:18","modified_gmt":"2026-08-18T08:36:18","slug":"russia-summons-japanese-ambassador-as-dispute-over-kuril-islands-flares-up","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/japan\/76071\/","title":{"rendered":"Russia Summons Japanese Ambassador as Dispute Over Kuril Islands Flares Up"},"content":{"rendered":"<p id=\"p-rc_8c9388ba1d238a59-53\" data-path-to-node=\"1\">Japan&#8217;s ambassador to Moscow was <a href=\"https:\/\/www.interfax.ru\/world\/1109874\" title=\"summoned\" rel=\"nofollow noopener\" target=\"_blank\">summoned<\/a> to the Russian Foreign Ministry on Tuesday after Tokyo issued a sharp protest over President Vladimir Putin&#8217;s first-ever visit to the disputed Kuril Islands.<\/p>\n<p data-path-to-node=\"1\">Japan maintains that the\u00a0four southernmost islands of the Kuril chain, located just north of the Hokkaido prefecture,\u00a0were illegally seized by the Soviet Union after it announced its surrender in World War II.\u00a0The disputed status of the islands\u00a0has prevented Russia and Japan from formally signing a World War II peace treaty.<\/p>\n<p data-path-to-node=\"1\">Putin&#8217;s trip to the island of\u00a0Iturup, known as Etorofu in Japan, last Thursday\u00a0was the <a href=\"https:\/\/www.themoscowtimes.com\/2026\/08\/13\/putin-makes-first-visit-to-disputed-kuril-islands-amid-protests-from-japan-a93485\" title=\"first visit\" rel=\"nofollow noopener\" target=\"_blank\">first visit<\/a> by a Russian president to the archipelago since Dmitry Medvedev traveled there in 2010.<\/p>\n<p id=\"p-rc_8c9388ba1d238a59-55\" data-path-to-node=\"3\">Japanese Prime Minister Sanae Takaichi denounced the visit as &#8220;absolutely unacceptable&#8221; and summoned Russia&#8217;s ambassador in Tokyo.<\/p>\n<p id=\"p-rc_8c9388ba1d238a59-56\" data-path-to-node=\"4\">In response, Russian Foreign Minister Sergei Lavrov accused Japan of crossing &#8220;the line of decency&#8221; with its protest and summoned Japanese Ambassador to Moscow Akira Moto to the Foreign Ministry building.<\/p>\n<p>\t\topinion<br \/>\n\t\t<a data-id=\"in-article-block\" class=\"related-article__inner\" href=\"https:\/\/www.themoscowtimes.com\/2026\/08\/18\/putin-revealed-his-true-intentions-with-japan-by-visiting-disputed-islands\" title=\"Putin Revealed His True Intentions With Japan by Visiting Disputed Islands\" rel=\"nofollow noopener\" target=\"_blank\"><\/p>\n<p>\t\t\t\tPutin Revealed His True Intentions With Japan by Visiting Disputed Islands<br \/>\n\t\t\tRead more<br \/>\n\t\t<\/a><\/p>\n<p id=\"p-rc_8c9388ba1d238a59-57\" data-path-to-node=\"5\">Muto did not immediately comply with the summons, prompting Lavrov to express frustration on Monday.<\/p>\n<p data-path-to-node=\"5\">\u201cWe were told either that he was not in Moscow or that he was unwell. We did not quite understand the situation,\u201d Lavrov told reporters.<\/p>\n<p data-path-to-node=\"5\"> Russian Foreign Ministry spokeswoman Maria Zakharova later said that Muto&#8217;s health had &#8220;suddenly started feeling better&#8221; and confirmed he would attend on Tuesday.<\/p>\n<p data-path-to-node=\"6\">Japanese public broadcaster NHK reported that Muto initially delayed his response out of concern that Russian officials would dominate the exchange. Tokyo ultimately instructed Muto to attend following internal deliberations.<\/p>\n<p data-path-to-node=\"6\">Muto spent roughly 20 minutes inside the Foreign Ministry building in Moscow on Tuesday and declined to answer questions from reporters when leaving, according to Interfax.<\/p>\n<p id=\"p-rc_8c9388ba1d238a59-58\" data-path-to-node=\"7\">Relations between Tokyo and Moscow have steadily deteriorated since Russia&#8217;s full-scale invasion of Ukraine in 2022. <\/p>\n<p data-path-to-node=\"7\">Japan joined G7 partners in imposing sanctions against Moscow, and it also provides financial and some military aid to Ukraine.<\/p>\n<p data-path-to-node=\"7\">AFP contributed reporting.<\/p>\n<p>A Message from The Moscow Times:<\/p>\n<p>Dear readers,<\/p>\n<p>We are facing unprecedented challenges.
