TOKYO, Japan \u2013 Leadership from U.S. Naval Forces\/Navy Region Japan (CNFJ\/CNRJ) gathered in Tokyo for an Executive Steering Committee meeting focused on strengthening the region\u2019s shore installations as critical warfighting assets and supporting fleet operations throughout the Pacific at the New Sanno Hotel in Tokyo, Aug. 31 \u2013 Sept. 2, 2026.<\/p>\n
The meeting brought together installation commanding officers, command master chiefs, and regional leadership to examine how Navy installations contribute directly to operational readiness, resiliency and the Navy\u2019s ability to sustain combat power.<\/p>\n
While Navy installations have traditionally been viewed primarily through the lens of providing services and support to Sailors and families, this year\u2019s discussions emphasized their broader role in enabling warfighting capability.<\/p>\n
\u201cOur installations are an integral part of how we fight,\u201d said Rear Adm. Ian Johnson, commander, U.S. Naval Forces Japan\/Navy Region Japan. \u201cThe ability to operate our ports, airfields, utilities, communications and other critical infrastructure directly affects the fleet\u2019s ability to execute its mission.\u201d<\/p>\n
Discussions centered on ensuring installations across the region are prepared to support operations during both routine and contested environments. Leaders examined infrastructure readiness, logistics, force protection, emergency response and the ability to sustain fleet operations during disruptions.<\/p>\n
\u201cOur installations are more than places where the fleet receives support \u2013 they are warfighting assets,\u201d said Maureen Smith, executive director for CNFJ\/RJ. \u201cThe service we provide contributes to the Navy\u2019s ability to generate, sustain and project combat power. Ensuring our installations are resilient and ready means ensuring the fleet is ready to fight and win.\u201d<\/p>\n
The discussion also challenged long-held assumptions about the operating environment in Japan. As the Navy prepares for the possibility of operating in a contested environment, leaders emphasized the need to view shore installations not simply as locations that support forces moving forward, but as warfighting platforms that must remain capable of generating and sustaining combat power.<\/p>\n
Aaron D. Snipe, the deputy chief of mission at the U.S. Embassy in Tokyo, reinforced the need for modern thinking about Japan\u2019s role in a potential conflict. He noted that while Japan has traditionally been viewed as a relatively secure location for receiving forces and supporting operations, future conflict could place installations and infrastructure inside of a contested environment, requiring leaders to plan for disruption under pressure.<\/p>\n
For CNFJ\/RJ leadership, the meeting provided an opportunity to align priorities across the region and ensure installation commanders are preparing their commands not simply to support the fleet, but to operate as part of the Navy\u2019s broader warfighting architecture.<\/p>\n
CNFJ\/RJ\u2019s primary responsibility is to provide shore readiness to the fleet; to liaison with the Japanese government; and to strengthen ties with the Japan Maritime Self-Defense Force. CNRJ is responsible for the Navy installations at Atsugi, Misawa, Okinawa, Sasebo, Yokosuka, in Japan and activities in Diego Garcia, Singapore and Australia. <\/p>\n
