The ruling Liberal Democratic Party and its coalition partner, the Japan Innovation Party (JIP), agreed Tuesday that the establishment of special wards, like Tokyo\u2019s 23 wards, will not be essential for the\u00a0secondary\u00a0capital plan proposed by the latter.<\/p>\n
The LDP and the JIP, also known as Nippon Ishin ko Kai, reached the agreement at a working-level meeting on a draft outline of a bill to realize the plan to transfer some capital functions from Tokyo in the event of a disaster.\u00a0<\/p>\n
They also confirmed that a prefecture with a major city will serve as a backup capital.\u00a0<\/p>\n
Making Osaka the nation\u2019s secondary capital has been the JIP\u2019s long-held policy goal.<\/p>\n
The draft outline said that a headquarters to promote the initiative will be set up and headed by the prime minister. The ruling parties aim to submit the bill to parliament to have it enacted in the ongoing session, which concludes in July.<\/p>\n
On Tuesday, working-level officials from both parties visited the Prime Minister\u2019s Office to present the draft outline to Prime Minister Sanae Takaichi.<\/p>\n
\u201cWe organized (the draft) so that a wide range of local governments other than Osaka can also take on the role (of a \u2018deputy capital\u2019),\u201d JIP policy chief Alex Saito said after the meeting with Takaichi.<\/p>\n
The draft defines a secondary capital as a prefecture that would assume the functions of the Tokyo metropolitan area in the event of a disaster and serve as a core component of a \u201cmultipolar decentralized economic zone.\u201d<\/p>\n
Under this system, the prime minister will designate a prefecture as a secondary capital based on offers from those that meet criteria such as hosting a central government branch office, having a certain level of economic activity and a sufficient population.<\/p>\n
Initially, the JIP proposed abolishing government-designated cities and establishing special wards as a requirement for a secondary capital. However, the LDP opposed this, arguing it would limit candidates to Osaka, the JIP\u2019s stronghold.<\/p>\n
