Kakao Entertainment unveiled “Dark Chaser,” its in-house integrated copyright protection system, on August 27. The platform is designed to monitor roughly 16,000 webtoon and web novel intellectual properties (IPs) around the clock for illegal distribution worldwide, handling everything from infringing site detection to reporting, processing result verification, domain tracking, and response history management in one place.

The company also published its “9th Illegal Distribution Response White Paper” detailing Dark Chaser’s capabilities and operational results. Dark Chaser was developed based on years of accumulated illegal distribution response data and technology at Kakao Entertainment. It was introduced in beta at the end of last year and has since undergone phased upgrades to reach full operational status.

Systematizing the TTT Strategy

The core of Dark Chaser is that it implements the “TTT Strategy” — first introduced in the 7th White Paper last year — as an actual system. TTT stands for Targeting (identifying illegal sites), Tracing (tracking operators), and Takedown (site shutdowns and legal action).

Previously, these three stages were handled as separate tasks, creating potential gaps in the response process. Dark Chaser integrates them into a single dashboard, enabling uninterrupted tracking even when infringing sites change addresses or employ workaround access methods.

However, the system does not automatically delete detected illegal content. Instead, it analyzes infringement scale and recurrence frequency to prioritize responses, which are then used to coordinate with domestic and international agencies and organizations.

Enhanced Watermarking and Prevention

Dark Chaser goes beyond post-hoc takedowns to strengthen preventive capabilities. The company has upgraded its proprietary watermarking technology to identify initial leakers and prevent the same content from being repeatedly leaked. Once the initial leak path is identified, additional leaks through the same channel can be blocked at the source.

The system also analyzes infringement patterns and correlations across sites to detect repeated copyright violations or new leak possibilities at an early stage. Content detection using multilingual keywords, tracking of illegal site domain changes, and repeated infringement analysis are all managed on a single screen.

A Kakao Entertainment representative said, “Through Dark Chaser, we are building a copyright protection framework that goes beyond post-hoc takedowns to enable prevention. We will strengthen our illegal distribution response capabilities through technology upgrades and expanded cooperation with domestic and international agencies and organizations.”

Illegal Content Takedown Performance

With the introduction of Dark Chaser, the volume of illegal content removals is growing rapidly. In the first half of this year, Kakao Entertainment blocked approximately 126.16 million instances of overseas illegal webtoons and web novels, up 24.8% from 101.12 million in the second half of last year.

Since launching P.CoK (Protecting the Content of Kakao), its dedicated illegal distribution response unit, in November 2021, the company has removed more than 1.1 billion illegal webtoons and web novels cumulatively as of June this year — a milestone achieved in approximately four years and seven months.

Voices in the White Paper

The white paper also includes interviews with Reps. Seo Young-seok and Kim Seung-soo, co-chairs of the National Assembly’s “Lawmakers Who Love Comics and Webtoons” group, and Yoon Seong-cheon, president of the Korea Copyright Protection Agency. They reportedly agreed that copyright protection is essential for the sustainable growth of the webtoon industry.

Kakao Entertainment plans to further strengthen Dark Chaser’s ability to analyze infringement data and detect potential leaks in advance. The company will also expand systems allowing creators and content providers (CPs) to directly access copyright protection information. The vision is for illegal distribution response to evolve beyond post-hoc measures into infrastructure that protects the broader creative ecosystem.
