According to a June 8, 2026, market intelligence report from the U.S. International Trade Administration, South Korea’s semiconductor sector is growing due to robust AI-driven demand. While the nation leads globally in memory chips and large-scale fabrication, its ecosystem lags in system semiconductors, fabless design, AI chips, advanced packaging, and core materials, parts, and equipment. These deficiencies create substantial openings for U.S. businesses throughout the semiconductor supply chain.

Semiconductor production rose 13.2% year-over-year in 2025, with momentum carrying into 2026—February saw a 28.2% month-over-month increase. Exports stayed strong, totaling an estimated $110.4 billion in the first four months of 2026, following a record $173.4 billion in annual semiconductor exports for 2025.

The South Korean government is bolstering its AI semiconductor ecosystem via programs like the K-On-Device AI Semiconductor Technology Development Project, which intends to invest roughly $664 million from 2026 through 2030. The initiative targets prototype launches by 2028 and the creation of 10 on-device AI semiconductors by 2030. This may present opportunities for American companies offering EDA tools, semiconductor IP, design verification, AI model optimization software, and chip-design support services.

Additional public funding mechanisms are fueling market expansion. The roughly $99.6 billion National Growth Fund focuses on advanced strategic industries, including AI and semiconductors, and supports domestic AI chip and Neural Processing Unit (NPU) firms such as Rebellions, FuriosaAI, DeepX, Mobilint, and HyperAccel. Although the policy aims to enhance Korea’s domestic capabilities, it could also generate partnership prospects for U.S. companies skilled in chip design, IP, software optimization, connectivity, and global commercialization.

On the manufacturing front, Korea is building large-scale semiconductor clusters in southern Gyeonggi Province, notably in Yongin and Pyeongtaek. This mega cluster seeks to draw approximately $413 billion in private investment by 2047 and construct 16 new semiconductor fabs, including both production and research facilities. Given Korea’s strength in high bandwidth memory (HBM), advanced packaging, and sub-2 nanometer system semiconductors, opportunities for U.S. firms may extend beyond front-end equipment to include process control, metrology and inspection, advanced packaging tools and materials, specialty gases, high-purity chemicals, fab automation, and cybersecurity.

Opportunities are not confined to large U.S. multinationals. Small and mid-sized American suppliers may also discover viable entry points by setting up localized support near Korea’s major semiconductor clusters through R&D collaboration, application engineering, technical support, and service operations. Furthermore, technology-complementary partnerships with Korean companies in NPUs, edge AI, physical AI, and AI semiconductors could facilitate both entry into the Korean market and joint expansion into third-country markets.
