■ Yeongnam Advanced Industry Transformation: Samsung Group and Hyundai Motor (005380) Group unveiled investment plans of 60 trillion won and 42 trillion won, respectively, at a national briefing on the advanced industry development vision for the Yeongnam region. A humanoid robot mass-production line will be built in Gumi, while an AI-based autonomous vehicle manufacturing hub and a solid-state battery base will be established in Ulsan, as the entire Yeongnam region is being reshaped into an advanced industry cluster.
■ Ulsan Emerges as AI Hub: SK Telecom (017670) announced plans to invest a total of 140 trillion won in AI data centers (AIDC) in Ulsan, propelling the city to emerge as a core AI infrastructure base. With Samsung SDI’s (006400) global mother factory for solid-state batteries and Hyundai Motor’s manufacturing AI innovation base coming together, the industrial landscape of Ulsan, once a heavy chemical industry city, is changing rapidly.
■ Deepening Housing Burden for Young People: According to the 2026 Korea Economic Survey published by the Organization for Economic Cooperation and Development (OECD), the share of homes that median-income households in Seoul can afford plunged from 32% in 2012 to 7% in 2025. This resulted from apartment transaction prices in the Seoul metropolitan area nearly doubling over 13 years, far outpacing wage growth, with the housing burden on young households deepening in particular.

Samsung Electro-Mechanics (009150) will invest 15 trillion won to expand its multilayer ceramic capacitor (MLCC, a core passive component for electronic devices) and packaging substrate lines at its Busan site, accelerating its push into the market for core AI chip components. Hyundai Motor Group plans to build an AI DV (a vehicle in which onboard AI handles data learning and driving decisions) manufacturing hub centered on Ulsan and to establish future vehicle parts production processes in regions including Ulsan, Daegu, and Changwon by 2030. Roh Tae-moon, president of Samsung Electronics, said the company would create 200,000 quality jobs in the Yeongnam region.
2. SK, Hyundai Motor, Samsung ‘Invest’… Ulsan Rises as Global Advanced Industry Hub
– Key Summary: Major Korean conglomerates including SK Telecom, Hyundai Motor, and Samsung SDI are making large-scale advanced industry investments in Ulsan, transforming the traditional heavy chemical industry city into a hub for AI, future mobility, and next-generation batteries. SK Telecom announced a total investment plan of 140 trillion won, including expanding the 100-megawatt AI data center it is building in the Ulsan Mipo National Industrial Complex to a 1-gigawatt scale and establishing additional AI data centers (AIDC) in the Yeongnam region. Samsung SDI has set a goal of starting the world’s first mass production of solid-state batteries at its Ulsan plant, while Hyundai Motor plans to nurture Ulsan as a manufacturing AI innovation base, using its new electric vehicle plant, which will begin operations in the second half of this year, as an anchor. The Ulsan city government is mobilizing all its administrative capacity, including permit support and regulatory improvements, to ensure corporate investments proceed without disruption.
3. Seoul Homes Affordable to Middle Class Plunge from 32% to 7% Over 13 Years
– Key Summary: According to the 2026 Korea Economic Survey published by the OECD, the share of homes in Seoul that median-income households can buy with their own capital and a standard mortgage plunged 25 percentage points, from 32% in 2012 to about 7% in 2025. This resulted from apartment transaction prices in the Seoul metropolitan area nearly doubling between 2013 and 2026, far outpacing wage growth, with the housing burden on young households deepening in particular, according to the OECD. Seoul’s housing supply also failed to keep pace with demand: as of 2024, the nationwide supply rate was 102.5 units per 100 households, while Seoul stood at just 94. Meanwhile, in non-metropolitan areas, the vacancy rate for public rental housing was 5.7%, double the 2.8% in the metropolitan area, showing a simultaneous supply shortage in the metropolitan area and vacancy surplus in the provinces.
4. IRP Funds Flow to Brokerages… Banks Raise KPIs to Defend Balances
– Key Summary: Commercial banks including KB Kookmin Bank and Shinhan Bank are stepping up efforts to prevent customer outflows by raising the weighting of individual retirement pension (IRP) items in their branch key performance indicators (KPI, standards for measuring work performance). Amid a booming stock market, retirement pension funds at brokerages have grown rapidly: in the first quarter of this year, retirement pension reserves at banks rose by only 3.6 trillion won, while those at brokerages increased by 10 trillion won, showing a large gap in growth. Major causes of customer outflows are cited as the difficulty of trading exchange-traded funds (ETFs, funds that track stock indexes) in real time through bank retirement pension accounts, and differences in the range of investable products. In response, KB Kookmin Bank added 21 retirement pension ETF products last month to build a lineup of 260 products in total, as commercial banks accelerate product expansion and mobile platform improvements.
