Concerns over benefit gaps and switching inconveniences raised ahead of the termination of the Climate Card have been resolved. As the Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport (MOLIT) will operate the “Climate Card Pass,” which adds Seoul-tailored benefits to the government’s “K-Pass,” beginning in September, existing Climate Card users will be able to transition to the new system without any benefit gaps.<\/p>\n
The Seoul Metropolitan Government and MOLIT’s Metropolitan Transport Commission announced on the 30th that they will officially launch the “K-Pass (Climate Card Pass)” starting September 1, in line with Seoul’s schedule to end operation of the Climate Card.<\/p>\n
The Climate Card Pass is an integrated transportation cost support service that adds Seoul-specialized benefits to the government’s K-Pass. Existing K-Pass users will automatically receive Seoul-specialized benefits without issuing a separate card. Seoul also expanded the youth discount eligibility from ages 19 to 34 to ages 19 to 39, allowing Seoul citizens aged 35 to 39 to receive youth refund benefits. In the future, the city plans to gradually incorporate benefits from the existing Climate Card, such as expanding the discount age for veterans and linking discounts with the Ttareungi bike-sharing service.<\/p>\n
The Climate Card Pass automatically applies whichever method is more favorable to the user: a percentage-based type that refunds 20 to 53.3% depending on the amount used, or a fixed-amount type that refunds a set amount. Youth, multi-child households, seniors, and low-income individuals can receive higher refund benefits than general users, and the temporary additional support currently being implemented by the government is also applied together.<\/p>\n
The confusion surrounding the termination of the Climate Card has also effectively been resolved through this integration. Previously, Seoul announced it would pursue an integrated service linked to the government’s K-Pass after ending the Climate Card, but user confusion continued as MOLIT publicly expressed disagreement over issues such as the launch timing and system preparation. In particular, concerns were raised over benefit gaps and user inconvenience, as existing Climate Card users would have to be issued a new card and go through the membership registration process again, while the timing for implementing the integrated service also remained unclear.<\/p>\n
Through this agreement, Seoul decided to extend the operation of the existing 30-day Climate Card by one month. Prepaid cards can be used until September 29 and postpaid cards until September 30, aiming to minimize citizen inconvenience and benefit gaps during the transition to the new system.<\/p>\n
Meanwhile, K-Pass subscribers surpassed 6 million as of the 29th. Seoul became the eighth local government to participate in the K-Pass regional specialization project.<\/p>\n
Kim Yong-seok, chairman of the Metropolitan Transport Commission, said, “By closely consulting with the Seoul Metropolitan Government, we have been able to prevent benefit gaps for citizens caused by the termination of the Climate Card and improve convenience of use.”<\/p>\n
Jeong Sang-hoon, acting first vice mayor for administrative affairs of the Seoul Metropolitan Government, said, “As we have quickly launched the Climate Card Pass in close cooperation with the Metropolitan Transport Commission, we will continue to supplement the system so that citizens can receive more transportation cost discount benefits going forward.”<\/p>\n","protected":false},"excerpt":{"rendered":"“Everyone’s Card” (Climate Companion Pass) image.
