Naver has joined President Lee Jae-myung’s South America tour as part of the economic delegation, meeting with major AI companies and government officials in Brazil and Chile to bolster its presence as a global AI infrastructure player. In particular, discussions over directly operating GPU (graphics processing unit) cloud services at a gigawatt-scale AI data center being developed in Brazil have drawn attention to whether the company can secure a foothold in the South American market.<\/p>\n
According to Naver on the 4th, CEO Choi Soo-yeon, Chief Strategy Officer Koo Dong-hyun, and Naver Cloud CEO Kim Yoo-won \u2014 the leadership team collectively known as “Team Naver” \u2014 joined President Lee’s economic delegation during his three-country South America tour from the 29th to the 31st of last month. In Brazil, the first stop, they met with executives from Scala Data Centers (SDC) and Tecto Data Centers (TDC), which operate large-scale AI data center and cloud businesses, to discuss joint business models.<\/p>\n
SDC is developing the “Scala AI City” project, a massive AI data center campus in Eldorado do Sul, southern Brazil, with a final capacity of 4.75GW. TDC is building “TGRU1,” a high-density AI-specialized data center of up to 200MW in Santana de Parna\u00edba, in the greater S\u00e3o Paulo metropolitan area.<\/p>\n
Team Naver and the two companies reportedly discussed a joint collaboration model in which Naver would directly operate GPU and AI cloud services at the AI data centers each company is developing, selling computing resources to enterprises and AI startups in Brazil and neighboring countries. They also exchanged views on technology sharing and operational partnerships based on Naver’s experience running uninterrupted data center operations in Chuncheon and Sejong, its high-efficiency liquid cooling expertise, and its track record with gigawatt-scale AI data center projects.<\/p>\n
According to the company, SDC and TDC executives highly praised Naver’s “full-stack AI capabilities” \u2014 spanning data centers, GPU clusters, AI platforms, and even proprietary models and services across the entire AI factory value chain \u2014 and expressed interest in continuing detailed working-level discussions on the proposed joint collaboration model and partnership.<\/p>\n
In Chile, the team met with executives from Entel, the country’s largest telecommunications company, to discuss cooperation. Entel is the No. 1 mobile operator in Chile and No. 2 in Peru, and also runs enterprise security, cloud, and Internet of Things (IoT) digital solutions. Team Naver discussed collaboration with Entel across areas including SaaS (software-as-a-service) distribution, smart city projects, and GPU cluster construction.<\/p>\n
Meetings with senior Chilean government officials followed. Team Naver executives met with Carolina Rossi, Undersecretary of Science, Technology, Knowledge and Innovation; Rodrigo Dur\u00e1n, Secretary General of the National Center for Artificial Intelligence (CENIA); and Eduardo Mundt, Chief of Staff to the Undersecretary of Finance, to explore collaboration opportunities in AI transformation projects for Chilean government and public institutions, as well as national data center construction.<\/p>\n
At these meetings, Team Naver introduced AI solutions currently deployed in South Korea’s public sector, including “Naver Works,” a government-wide intelligent work management platform, and “Clova CareCall,” an AI wellness check-in service. Chilean government officials reportedly expressed interest in Naver’s services, noting that the country is pursuing public AI transformation projects under its “Digital Government Strategy 2030.”<\/p>\n
The Chilean government reportedly took note of Naver as a global AI infrastructure company capable of supplying large-scale GPUaaS (GPU-as-a-Service) and leading sovereign AI initiatives, and requested Naver’s participation in the government’s planned sovereign AI and computing infrastructure projects.<\/p>\n

Industry observers view this South America visit as an opportunity for Naver to open overseas markets for its large-scale AI factory business being developed in partnership with NVIDIA and Brookfield. Naver recently announced a collaboration with NVIDIA and Brookfield worth up to $10 billion (approximately 14.3 trillion won). Analysts note that Naver, which had previously faced limitations in securing large volumes of GPUs and financing massive infrastructure buildouts, can now pursue more aggressive overseas expansion through this partnership.<\/p>\n
A Naver official said, “Naver was exploring potential customers as a global AI infrastructure player. We confirmed each other’s requirements during these meetings and could feel the interest from local companies in ‘sovereign AI’ and Naver’s capabilities.”<\/p>\n
