Photo: Rodong Sinmun\/News1<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">North Korea\u2019s <a href=\"https:\/\/www.dailynk.com\/english\/cabinet-price-controls-backfire-as-north-korean-market-costs-surge\/\" rel=\"nofollow noopener\" target=\"_blank\">government<\/a> issued a strategic directive in late March ordering its foreign affairs and <a href=\"https:\/\/www.dailynk.com\/english\/nk-army-orders-water-tests-following-health-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">military<\/a> <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-trade-officials-face-political-pressure-to-boost-performance\/\" rel=\"nofollow noopener\" target=\"_blank\">officials<\/a> to abandon denuclearization as a negotiating framework and pursue arms <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-criminal-justice-reform-control-under-cover\/\" rel=\"nofollow noopener\" target=\"_blank\">control<\/a> talks with the United States instead, according to a source in <a href=\"https:\/\/www.dailynk.com\/english\/pyongyang-police-crackdown-on-teen-mobile-payments\/\" rel=\"nofollow noopener\" target=\"_blank\">Pyongyang<\/a> who spoke to Daily NK on Wednesday.\u00a0<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">\u201cThe government issued a strategic directive to the foreign affairs and military sectors in late March declaring that North Korea\u2019s nuclear-armed status is an irreversible, unalterable fact both at home and abroad, and that the framework for future negotiations with the United States will shift from denuclearization to arms control,\u201d the source said.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The directive follows the <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-ninth-party-congress\/\" rel=\"nofollow noopener\" target=\"_blank\">Ninth Congress of the Workers\u2019 Party of Korea<\/a>, held in February, at which the <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-un-orders-propaganda-overhaul-on-partys-80th-anniversary\/\" rel=\"nofollow noopener\" target=\"_blank\">party<\/a> formally designated <a href=\"https:\/\/www.dailynk.com\/english\/satellite-evidence-points-heightened-operations-north-korean-nuclear-site\/\" rel=\"nofollow noopener\" target=\"_blank\">nuclear<\/a> forces as the absolute foundation of the state\u2019s existence. At the <a href=\"https:\/\/www.dailynk.com\/english\/why-north-koreas-december-plenary-meeting-matters-for-the-ninth-party-congress\/\" rel=\"nofollow noopener\" target=\"_blank\">congress<\/a>, the source said, North Korea calculated that <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-uns-china-visit-yields-new-front-in-north-koreas-sanctions-evasion-campaign\/\" rel=\"nofollow noopener\" target=\"_blank\">it<\/a> would pursue formal US recognition of its nuclear status while negotiating military capabilities on equal footing, using that as the basis for securing <a href=\"https:\/\/www.dailynk.com\/english\/russia-turns-to-north-korean-workers-amid-western-sanctions\/\" rel=\"nofollow noopener\" target=\"_blank\">sanctions<\/a> relief.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Rodong Sinmun, the party\u2019s official newspaper, reported after the congress that North Korea had made its nuclear-armed status \u201ccompletely irreversible\u201d and that the country\u2019s abandonment of nuclear weapons was \u201cabsolutely out of the question as long as the world does not change wholesale.\u201d The paper also quoted language leaving open the possibility of conditional engagement: if the United States respects North Korea\u2019s constitutional status and withdraws its <a href=\"https:\/\/www.dailynk.com\/english\/elimination-of-reunification-bureau-preceded-kim-jong-uns-two-hostile-states-doctrine\/\" rel=\"nofollow noopener\" target=\"_blank\">hostile<\/a> policy toward the country, Pyongyang sees no reason it could not maintain good <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-expands-russia-partnership-beyond-military-ties-eyes-energy-resource-lifeline\/\" rel=\"nofollow noopener\" target=\"_blank\">relations<\/a> with Washington.<\/p>\n<p>Officials briefed on new posture as ideological campaign intensifies<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Inside party organizations, officials have been told the nuclear deterrent is the sole reason the United States and its allies refrain from military action against North Korea.
