<\/p>\nOn Saturday, 8 August, Ukrainian President Volodymyr Zelenskiy announced that updated intelligence reports on Russia\u2019s preparations for its next offensive indicate that as many as 50,000 soldiers from the Democratic People\u2019s Republic of Korea (DPRK) could now be deployed in theatre.\n<\/p>\n
\u201cA decision has been made for 30,000 to 50,000 North Koreans to be deployed on the territory of \u200bRussia\u201d, he said.\n<\/p>\n

This is a \u200chigher figure than the initial estimate in July that 30,000 Korean People\u2019s Army (KPA<\/a>) soldiers would be dispatched to the front lines in Ukraine<\/a>.\n<\/p>\n The Ukrainian President made the announcement on his X page<\/a>, but did not elaborate on the sources for this intelligence data.<\/p>\n In the past, however, the Ukrainian secret services have been, as they say, \u201cpunching well above their weight\u201d in their efficiency and adaptability.\n<\/p>\n A recent assessment in Forbes<\/a>, one of the outlets that has been covering the war in Ukraine in granular detail, describes them as \u201cone of Kyiv\u2019s most effective weapons.\u201d\n<\/p>\n One of the former CIA operations officers who worked with Kyiv\u2019s services from the early days of the war described the Ukrainians in the Forbes piece as having \u201capproached the challenge [of the Russian invasion] with the same sense of determination many Americans felt after 9\/11. There was an understanding that the stakes were existential and the only option was to keep moving forward.\u201d\n<\/p>\n Kremlin Speech by Putin. Image Credit: Creative Commons.<\/p>\n Zelenskiy<\/a> also expressed his pronounced concerns about the increasing military cooperation between the DPRK and Russia.\n<\/p>\n He warned that Pyongyang\u2019s troops, which have little to no combat experience, are now gaining significant knowledge of battlefield operations.\n<\/p>\n Russian President\u00a0Vladimir Putin<\/a>\u00a0and North Korean leader\u00a0Kim Jong Un signed a comprehensive strategic partnership treaty during\u00a0Putin\u2019s June 2024 \u200bvisit to the capital Pyongyang<\/a>. That pact includes a mutual assistance provision that, should either country face external aggression, obligates the DPRK to assist a treaty partner, which the DPRK cites as justification for its deployment.<\/p>\n Increasing Missile Performance and Transfer of Technology<\/p>\n But the greater concern, from his perspective, is the invaluable insights the DPRK is gaining from its exposure to, and Moscow\u2019s active transfer of, advanced defense industrial technology to Pyongyang.\n<\/p>\n Last month it was revealed that Russian engineers and missile design specialists have been able to improve the accuracy of the DPRK\u2019s KN-23 and KN-24 short-range ballistic missiles<\/a> (SRBM) on an order of up to as much as 3000 percent.\n<\/p>\n Zelenskiy was explicit about the degree to which these missile improvements present a dramatically increased danger from missile attack to Ukraine, as well as to other nations.<\/p>\n \u201cAll of this poses a threat to every country in Asia that \u2060lies \u200bwithin range of North Korean \u200bmissiles,\u201d he said. The Russians\u2019 design improvements to the DPRK weapons were developed in such a manner that this cooperation between Moscow and Pyongyang has led the Ukrainians and others to describe the Ukraine theatre of war as \u201ca ballistic missile lab\u201d that will cause problems for many years to come.\n<\/p>\n Zelenskiy revealed that his country\u2019s own design analysis specialists had discovered the design changes that Russia had made to the North Korean missiles when some of the DPRK\u2019s Russian-improved models had been discovered \u2013 presumably either partially or completely unexploded after they had been fired and then soft-landed on Ukrainian territory \u2013 but he did not disclose the \u200clocations they were retrieved from.\n<\/p>\n \u201cIt is absolutely clear that North Korea will continue to build its experience \u2060in modern warfare, receive licenses from Russia, and receive all kinds of military tools from them,\u201d he said.\n<\/p>\n Potential Exchange of Intelligence Data<\/p>\n Zelenskiy used the opportunity to call on Seoul to engage in closer cooperation with Kyiv. He appeared to propose that Kyiv offer its insights into the improvements that the DPRK is making to its weaponry with Russian assistance.\n<\/p>\n This would be in exchange for the Republic of Korea (ROK) supporting Ukraine\u2019s need for more air and missile defense capabilities \u2013 a discipline in which Seoul\u2019s defense industry is well-versed.<\/p>\n Zelensky said that Ukraine \u201cwould \u200bvery much like to receive support from South Korea in an area \u200cwhere we have a shortage\u201d, referring to Ukraine\u2019s deepening crisis in a shortage of air defense system missiles.\n<\/p>\n \u201cWe are ready to work on the\u00a0Drone Deal<\/a> and other areas as well,\u201d he said, and he added that Ukrainian diplomats \u201care in contact\u201d with Seoul \u200cto push potential deals.\n<\/p>\n This month, a representative from the HUR, Ukraine\u2019s military intelligence service, told the Reuters news service<\/a> that the DPRK missile unit has begun deploying to western Russia and will be equipped with \u200b120 ballistic missiles and six launchers for strikes against Ukrainian units.\n<\/p>\n About the Author: Reuben F.
