It was belatedly confirmed that Naver was the first Korean IT company to officially join the Korea Employers Federation (KEF). It is interpreted as an option to utilize the KEF’s professional labor-management management network in consideration of the changed business environment since the implementation of the Yellow Envelope Act (Amendment to Articles 2 and 3 of the Trade Union and Labor Relations Adjustment Act).<\/p>\n

According to the business community on the 12th, Naver has already been listed as an official member company after submitting an application to join the Korea Employers Federation in August last year and completing the approval process. August last year was when uncertainties in labor-management relations were expected to increase in the future as the Yellow Envelope Act passed the National Assembly plenary session. Naver has not publicly announced its membership.<\/p>\n

“IT companies that prefer autonomous corporate culture have not been interested in joining the Korea Employers Federation, which specializes in labor management,” an official from an economic organization said. “The fact that Naver joined the Korea Employers Federation proves that labor-management relations have become difficult.”<\/p>\n

The Yellow Envelope Act greatly expanded the original office’s employer responsibility for subcontracted workers. It passed the plenary session of the National Assembly in August last year and went into effect in March this year.<\/p>\n

Naver has a number of subsidiaries and grandchildren at the peak of its headquarters. As of the end of last year, there were 95 subsidiaries subject to consolidation. Naver’s branch, which is under the Hwaseom Food Union of the Korean Confederation of Trade Unions (KCTU), has called for its headquarters to directly negotiate in recent years to improve wages and welfare for workers of its grandchildren.<\/p>\n

The union’s offensive has been strengthened since the enforcement of the Yellow Envelope Act. It is in the same context that Naver Branch will hold a ceremony to declare integrated negotiations on all Naver affiliates on the 20th. It has become difficult for the management to take legal and institutional risks only with the existing labor organization.<\/p>\n

Labor-management relations in the domestic IT industry are also expected to face an inflection point. In the past, the IT industry suppressed labor-management conflicts by paying unconventional incentives based on high growth, but disputes are increasing as the platform industry grows. The Kakao union even carried out a strike at its headquarters in June for the first time since its foundation. Industrial activities are expected to be strong in the second half of this year, mainly by Naver and Kakao unions.<\/p>\n
