Now California&#8217;s bet on it for green energy is fading, too"},"content":{"rendered":"\n<p>Hydrogen, viewed by its advocates as a clean fuel and a solution to climate change, is having a \u201cnon moment,\u201d but don\u2019t ask anyone in the industry to say that on the record. <\/p>\n<p>Years of market turmoil, federal funding cuts, canceled projects and industry pullback have made it clear:  California\u2019s <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2024-07-25\/what-californias-hydrogen-hub-means-for-our-energy-future\" rel=\"nofollow noopener\" target=\"_blank\">grand vision<\/a> for fleets of vehicles and heavy industry running on clean hydrogen fuel has stalled.<\/p>\n<p>Yet at a recent gathering in Sacramento, those in the nascent industry continued to tout the potential of a fuel they hope will turn around and thrive. Practically no one wanted to be quoted on the bleak outlook. <\/p>\n<p>\u201cIt\u2019s tough,\u201d said Andrew Carman, a hydrogen dealmaker at the conference who said there just aren\u2019t enough buyers to justify much new fuel production. <\/p>\n<p>Hydrogen is an alternative to gasoline, diesel fuel and natural gas that\u2019s part of California\u2019s <a class=\"link\" href=\"https:\/\/ww2.arb.ca.gov\/sites\/default\/files\/2023-04\/2022-sp.pdf\" target=\"_blank\" rel=\"nofollow noopener\">climate strategy<\/a> because it doesn\u2019t produce greenhouse gas emissions when used. It can be made cleanly by cleaving the hydrogen out of water using clean electricity. <\/p>\n<p>But that\u2019s not what usually happens. Some 95% of hydrogen used today is made from natural gas. That\u2019s because freeing hydrogen from its bond with oxygen in water requires an extraordinary amount of energy \u2014 and expensive equipment \u2014 making it cost prohibitive. <\/p>\n<p>Former Gov. Arnold Schwarzenegger drove a Hummer powered by hydrogen, putting the fuel on the state\u2019s map in 2004 with his vision of a 200-station \u201c<a class=\"link\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2004-jan-20-me-hydrogen20-story.html\" rel=\"nofollow noopener\" target=\"_blank\">hydrogen highway<\/a>.\u201d But as electric cars dropped in price and gained popularity, the highway has more or less been left for dead.<\/p>\n<p>\u201cThere was a race between batteries and hydrogen, and batteries won,\u201d said Bill Magavern, policy director at the Coalition for Clean Air.<\/p>\n<p>There are some 14,000 hydrogen cars registered in California, and that number declined for the first time last year. There are eight fewer hydrogen fueling stations now than <a class=\"link\" href=\"https:\/\/ww2.arb.ca.gov\/sites\/default\/files\/2024-12\/AB-8-Report-2023-FINAL-R_0.pdf\" target=\"_blank\" rel=\"nofollow noopener\">in 2023<\/a> too \u2014 a total of 57, according to the California Energy Commission. And about a third are  out of order. <\/p>\n<p>In recent years, the state has pivoted toward hydrogen for buses, trucks and port equipment, but these too have struggled to get off the ground.<\/p>\n<p>Carman said there are 400 or so hydrogen buses and trucks on the roads, and he has faith in new, smaller production plants and stations eventually opening to serve them. He recently brokered a deal for a maker of water treatment chemicals in Pittsburg, Calif., to sell hydrogen, one of its byproducts, to transit agencies. <\/p>\n<p>But the state\u2019s dream of a <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2023-10-13\/california-gets-1-2-billion-for-hydrogen-power-development\" rel=\"nofollow noopener\" target=\"_blank\">vast network<\/a> of green fuel production sites and pipelines serving thousands of hydrogen-powered vehicles across California is a harder sell.<\/p>\n<p>\u201cHow do you get to that next scale?\u201d asked Carman, who runs PACC Services. \u201cThat\u2019s not an easy problem to solve.\u201d <\/p>\n<p>Many environmental groups have long been skeptical even of the 1% of hydrogen that is produced cleanly \u2014 called green hydrogen. They contend the costs and energy demands of producing and distributing it make it inferior to batteries in almost every case. <\/p>\n<p>President Trump pulled the rug out from under <a class=\"link\" href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2024-07\/H2Hubs%20ARCHES_Award%20Fact%20Sheet.pdf\" target=\"_blank\" rel=\"nofollow noopener\">ARCHES<\/a> \u2014 a public-private partnership to create <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2024-07-25\/what-californias-hydrogen-hub-means-for-our-energy-future\" rel=\"nofollow noopener\" target=\"_blank\">a green hydrogen economy<\/a> in the state \u2014 when he canceled up to $2.2 billion in grants for West Coast hydrogen hubs in a <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2026-07-28\/trump-administration-targeted-california-other-blue-states-for-clean-energy-cuts\" rel=\"nofollow noopener\" target=\"_blank\">politically motivated decision<\/a> now being challenged in court. He also cut short tax credits meant to bolster the industry. <\/p>\n<p>But even before that, projects to make zero and low-carbon hydrogen were being canceled across the country as they <a class=\"link\" href=\"https:\/\/www.canarymedia.com\/articles\/hydrogen\/green-industry-trump-tax-credits\" target=\"_blank\" rel=\"nofollow noopener\">struggled to bring down costs<\/a>. \u201cCalifornia\u2019s hydrogen hype was already fading,\u201d one analysis from BloombergNEF said, calling the West Coast industry \u201calready dead.\u201d<\/p>\n<p>In California, hydrogen costs four times more per mile than gasoline, even with the latest increases in U.S. fuel prices, said Matthew Hodgkinson, an analyst at S&amp;P Global Energy. <\/p>\n<p>There were about <a class=\"link\" href=\"https:\/\/www.energy.ca.gov\/data-reports\/energy-almanac\/zero-emission-vehicle-and-infrastructure-statistics-collection\/medium\" target=\"_blank\" rel=\"nofollow noopener\">20 times<\/a> more EV trucks and buses on the road than hydrogen ones at the end of last year. And there are just four public filling stations and 10 private ones at transit agencies to serve them, according to the California Energy Commission. <\/p>\n<p>With a couple of exceptions, vehicle manufacturers, fleet owners and transit agencies are hesitant to invest in hydrogen products when they don\u2019t know whether the fuel and filling stations will be there.<\/p>\n<p>The state is reluctant to fill the void left by federal funding after a series of bankruptcies and cancellations left only one truck maker and one bus maker selling hydrogen vehicles in North America. <\/p>\n<p>\u201cIt\u2019s a bit of a chicken and an egg thing,\u201d state Transportation Secretary Toks Omishakin said. \u201cAre we going to be building a bunch of stations when there are no vehicles?\u201d<\/p>\n<p>Meanwhile, stations cost millions to build and owners have trouble getting reliable fuel deliveries. The network has still not recovered from a deadly hydrogen trailer explosion in Colton in February that knocked out over half of its supply. <\/p>\n<p>Industry is feeling the fuel squeeze.<\/p>\n<p>\u201cThese very expensive and very attractive pieces of equipment are not operating,\u201d said Michael Galvin, who oversees the Port of Los Angeles\u2019 energy business, as he showed photos of state-of-the-art cargo-handling gear sitting idle for lack of fuel.<\/p>\n<p>\u201cI would not recommend going deeply into hydrogen today,\u201d said Derek Toups, deputy planning director of a small transit agency in Santa Cruz, when asked directly on a panel. With its 20 hydrogen buses on the roads, Santa Cruz Metro is committed to the technology, he said, but the funding landscape has changed drastically. \u201cIt makes sense to watch and learn before diving in because it is extremely costly.\u201d<\/p>\n<p>California gets most of its hydrogen for transportation from facilities in Las Vegas and Ontario that make it out of natural gas. Just one very small producer in Fresno makes it with electricity.<\/p>\n<p>A slightly larger green hydrogen <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2025-08-01\/avina-hydrogen-project-trump-attack-on-california-green-energy\" rel=\"nofollow noopener\" target=\"_blank\">producer in Vernon<\/a> will begin serving 10 trucks and buses a day at the end of the month, with plans to ramp up to 100, according to its founder, Vishal Shah. <\/p>\n<p>But most of the production plants originally envisioned under ARCHES \u201chave been canceled, or just indefinitely delayed. Same thing, really,\u201d said Alfredo Arredondo, a lobbyist for the Green Hydrogen Coalition, who noted a lack of customers as the problem. <\/p>\n<p>Producers are hanging their hopes on utilities, which <a class=\"link\" href=\"https:\/\/www.sfgate.com\/news\/bayarea\/article\/regional-gov-newsom-signs-bay-area-senators-22328073.php\" target=\"_blank\" rel=\"nofollow noopener\">just got permission<\/a> to count green hydrogen they burn toward renewable energy targets. <\/p>\n<p>The Los Angeles Department of Water and Power scored a victory for its plans to <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2025-10-29\/ladwp-approves-controversial-hydrogen-conversion-plan-at-the-citys-largest-gas-plant\" rel=\"nofollow noopener\" target=\"_blank\">convert its Scattergood Generating Station<\/a> in Playa del Rey to run on a hydrogen-natural gas blend this month when the L.A. City Council reaffirmed the plan despite opposition from environmental groups. <\/p>\n<p>The groups, including Sierra Club and LA Waterkeeper, contend that the city utility ignored how much water it takes to make clean hydrogen, the nitrogen oxide pollution from burning the gas, and the fact that it isn\u2019t available. Several have sued over the project. <\/p>\n<p>They also celebrated recently when  Southern California Gas Co. shelved long-held plans for a hydrogen pipeline system after an <a class=\"link\" href=\"https:\/\/www.canarymedia.com\/articles\/hydrogen\/socalgas-customers-spared-hydrogen-pipeline-plans\" target=\"_blank\" rel=\"nofollow noopener\">unfavorable ruling<\/a> from the state\u2019s utility regulator. <\/p>\n<p>\u201cGreen hydrogen requires huge quantities of dedicated renewable energy to create,\u201d read <a class=\"link\" href=\"https:\/\/www.sierraclub.org\/press-releases\/2026\/05\/cpuc-protects-ratepayers-rejects-socalgas-attempt-charge-customers-hydrogen\" target=\"_blank\" rel=\"nofollow noopener\">a statement<\/a> from the Sierra Club. \u201cThat same energy could be used much more efficiently by directly replacing fossil fuels in end uses.\u201d<\/p>\n<p>SoCalGas suggested the vote was a loss for the state.<\/p>\n<p>\u201cWe continue to believe that hydrogen, including clean renewable hydrogen, can help advance California\u2019s energy and climate goals while supporting the long-term affordability, safety, and reliability of energy services for customers,\u201d spokesperson Raul Gordillo said.<\/p>\n","protected":false},"excerpt":{"rendered":"Hydrogen, viewed by its advocates as a clean fuel and a solution to climate change, is having a&hellip;\n","protected":false},"author":2,"featured_media":121999,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[24],"tags":[63264,1168,63263,3412,3499,3488,295,294,293,12321,1587,28972,14988,4895,63265,62635,7250,15375],"class_list":["post-121998","post","type-post","status-publish","format-standard","has-post-thumbnail","category-hyundai","tag-bus","tag-california","tag-car-fuel","tag-green-energy","tag-green-hydrogen","tag-hydrogen","tag-hyundai","tag-hyundai-group","tag-hyundai-motor-group","tag-industry","tag-natural-gas","tag-plan","tag-state","tag-station","tag-transit-agency","tag-truck","tag-vehicle","tag-water"],"_links":{"self":[{"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/posts\/121998","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/comments?post=121998"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/posts\/121998\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/media\/121999"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/media?parent=121998"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/categories?post=121998"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/korea\/wp-json\/wp\/v2\/tags?post=121998"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
