He said this was \u201cbased on my very good relationship\u201d with North Korea\u2019s leader Kim Jong Un.<\/p>\n<p data-node-id=\"1\">This story was originally published on <a href=\"https:\/\/politifact.com\/article\/2026\/aug\/17\/trump-south-korea-joint-military-exercises\/\" target=\"_blank\" rel=\"nofollow noopener\">PolitiFact.com<\/a>.<\/p>\n<p data-node-id=\"2\">In an Aug. 16 <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/117107215379637520\" rel=\"nofollow noopener\" target=\"_blank\">Truth Social post<\/a>, Trump said, \u201cThese exercises are not only costly, with much of these costs paid for by the United States of America (as usual!), but send a signal that is totally inappropriate and hostile, to a Country that, as long as Donald J. Trump has been President, has been unthreatening and respectful.\u201d<\/p>\n<p data-node-id=\"3\">The U.S. and South Korea military exercises prepare the nations for possible attacks from North Korea, which is armed with artillery and missile forces. Trump\u2019s statement of an \u201cunthreatening and respectful\u201d North Korea omits that the country <a href=\"https:\/\/apnews.com\/article\/south-korea-north-launch-coast-36ee2348fdd94d615efa6f0d9260edef\" rel=\"nofollow noopener\" target=\"_blank\">fired<\/a> <a href=\"https:\/\/apnews.com\/article\/korea-tensions-south-north-japan-ballistic-missle-3622cedfdba8216224f6137dea5f0cb9\" rel=\"nofollow noopener\" target=\"_blank\">missiles<\/a> days before the military exercise was set to begin, and <a href=\"https:\/\/www.cbsnews.com\/news\/north-korea-ballistic-missiles-multiple-latest-demonstration\/\" rel=\"nofollow noopener\" target=\"_blank\">has done so<\/a> <a href=\"https:\/\/www.pbs.org\/newshour\/world\/north-korea-fires-about-10-ballistic-missiles-toward-sea-in-show-of-force-south-korea-says\" rel=\"nofollow noopener\" target=\"_blank\">regularly<\/a>, too.<\/p>\n<p data-node-id=\"4\">The annual exercise, Ulchi Freedom Shield, is underway and scheduled to continue <a href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/trump-orders-military-substantially-reduce-joint-exercises-south-korea-rcna592832\" rel=\"nofollow noopener\" target=\"_blank\">until Aug. 27<\/a>, and it\u2019s unclear whether Trump\u2019s announcement has affected the drills so far. About <a href=\"https:\/\/www.theguardian.com\/world\/2026\/aug\/17\/trump-cuts-south-korea-joint-drills-us-military-good-relationship-kim-jong-un\" rel=\"nofollow noopener\" target=\"_blank\">18,000 South Korean servicemembers<\/a> were expected to participate, according to news reports. It\u2019s unclear how many U.S. servicemembers will participate.<\/p>\n<p data-node-id=\"5\">It\u2019s hard to verify Trump\u2019s statement that the U.S. pays more for the exercises because specific figures are not available. Funding <a href=\"https:\/\/abcnews.com\/International\/cancelled-us-war-game-south-korea-cost-14\/story?id=56420617\" rel=\"nofollow noopener\" target=\"_blank\">involves multiple military service budgets<\/a> and Pentagon officials typically don\u2019t disclose the costs. One canceled U.S. military exercise with South Korea in 2018, then called the Ulchi Freedom Guardian before it was rebranded as Ulchi Freedom Shield, <a href=\"https:\/\/abcnews.com\/International\/cancelled-us-war-game-south-korea-cost-14\/story?id=56420617\" rel=\"nofollow noopener\" target=\"_blank\">would have cost $14 million<\/a>, the Pentagon said at that time. <\/p>\n<p data-node-id=\"6\">Reuters <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/south-korea-us-conduct-military-drills-amid-evolving-north-korea-threats-2026-08-10\/\" rel=\"nofollow noopener\" target=\"_blank\">reported Aug. 10<\/a> that this year\u2019s military drills involve exercises \u201cto counter drones, GPS disruption and cyberattacks.\u201d<\/p>\n<p data-node-id=\"8\">What we know is that overall, it costs U.S. taxpayers around $14,500 to $58,000 more per person annually to station servicemembers abroad compared with having them in the U.S., according to the <a href=\"https:\/\/internationalpolicy.org\/publications\/us-forces-korea-cost\/\" rel=\"nofollow noopener\" target=\"_blank\">Center for International Policy<\/a>. But South Korea also makes a substantial contribution and is expected to pay about $1.2 billion in 2026 to have U.S. servicemembers in the country.<\/p>\n<p data-node-id=\"9\">The U.S. and South Korea have long had a military alliance under the Mutual Defense Treaty ratified in 1954, in which the two countries agreed \u201cto defend themselves against external armed attack so that no potential aggressor could be under the illusion that either of them stands alone in the Pacific area.\u201d<\/p>\n<p data-node-id=\"10\">The Korean War ended in 1953 after an armistice agreement, but a formal peace treaty wasn\u2019t signed, so North Korea and South Korea are <a href=\"https:\/\/www.congress.gov\/crs-product\/R48877\" rel=\"nofollow noopener\" target=\"_blank\">still at war<\/a>.<\/p>\n<p data-node-id=\"11\">South Korea has about 570,000 active-duty servicemembers and 3.1 million reservists, according to a <a href=\"https:\/\/www.congress.gov\/crs-product\/R48877\" rel=\"nofollow noopener\" target=\"_blank\">March 2026 Congressional Research Service report<\/a>.<\/p>\n<p data-node-id=\"12\">The number of U.S. soldiers in South Korea has decreased since the 1950s, as different administrations shifted policies. In 1955, there were <a href=\"https:\/\/www.ustroopdeployments.com\/\" rel=\"nofollow noopener\" target=\"_blank\">about 75,000 U.S. soldiers in South Korea.<\/a> Now, there are about 28,500 U.S. servicemembers stationed in the country.<\/p>\n<p data-node-id=\"13\">Since 1991, South Korea has <a href=\"https:\/\/www.congress.gov\/crs-product\/R48877#_Ref223629243\" rel=\"nofollow noopener\" target=\"_blank\">paid the U.S.<\/a> for having its military in the country.
