The practice has continued even during the Ninth Korean Workers\u2019 <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-un-orders-propaganda-overhaul-on-partys-80th-anniversary\/\" rel=\"nofollow noopener\" target=\"_blank\">Party<\/a> <a href=\"https:\/\/www.dailynk.com\/english\/why-north-koreas-december-plenary-meeting-matters-for-the-ninth-party-congress\/\" rel=\"nofollow noopener\" target=\"_blank\">Congress<\/a>, with consulate <a href=\"https:\/\/www.dailynk.com\/english\/border-traders-lose-thousands-three-wheel-vehicle-middlemen-go-rogue\/\" rel=\"nofollow noopener\" target=\"_blank\">cars<\/a> making repeated crossings between North Korea and China carrying prohibited items.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Multiple Daily NK sources familiar with North Korea confirmed today that the North Korean consulate in China has been leading efforts to circumvent the U.N. sanctions regime by using official vehicles to transport agricultural products, marine goods, <a href=\"https:\/\/www.dailynk.com\/english\/why-a-minerals-deal-with-n-korea-would-be-dangerously-naive\/\" rel=\"nofollow noopener\" target=\"_blank\">minerals<\/a>, and manufactured goods whose import and export are prohibited under U.N. Security Council resolutions on North Korea.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Sources said that on Feb. 24 \u2014 the sixth day of the Ninth Korean Workers\u2019 <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-abruptly-recalls-trade-representatives-china-replaces-some-new-officials\/\" rel=\"nofollow noopener\" target=\"_blank\">Party Congress<\/a>, North Korea\u2019s most significant political event \u2014 consulate vehicles made multiple trips between <a href=\"https:\/\/www.dailynk.com\/english\/hongxiang-group-executives-return-to-pyongyang-years-after-u-s-froze-assets-for-sanctions-violations\/\" rel=\"nofollow noopener\" target=\"_blank\">Dandong<\/a> in Liaoning province and <a href=\"https:\/\/www.dailynk.com\/english\/sinuiju-launches-anti-south-korean-lectures-after-lee-jae-myungs-u-s-visit\/\" rel=\"nofollow noopener\" target=\"_blank\">Sinuiju<\/a> in North Pyongan province carrying sanctioned goods. The sources, who requested anonymity for security reasons, said the items brought from Sinuiju into Dandong that day included North Korean <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-launches-street-smoking-crackdown-in-pyongyang\/\" rel=\"nofollow noopener\" target=\"_blank\">cigarettes<\/a> and ginseng.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">\u201cLarge amounts of North Korean ginseng have been leaving for China recently,\u201d one source said. \u201cIt sells for high <a href=\"https:\/\/www.dailynk.com\/english\/falsified-weights-spark-daily-confrontations-north-korea-markets\/\" rel=\"nofollow noopener\" target=\"_blank\">prices<\/a> on the <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-offers-study-opportunities-for-top-chinese-language-test-scorers\/\" rel=\"nofollow noopener\" target=\"_blank\">Chinese<\/a> <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-street-vendors-vash-in-on-early-heat-wave\/\" rel=\"nofollow noopener\" target=\"_blank\">market<\/a>, and demand is strong enough that <a href=\"https:\/\/www.dailynk.com\/english\/n-koreas-luxury-shopping-spree-raises-eyebrows-in-chinese-markets\/\" rel=\"nofollow noopener\" target=\"_blank\">trade<\/a> representatives are bringing <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-uns-china-visit-yields-new-front-in-north-koreas-sanctions-evasion-campaign\/\" rel=\"nofollow noopener\" target=\"_blank\">it<\/a> in.\u201d<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The goods transported from North Korea to China via consulate vehicles consist mainly of agricultural and marine products such as <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-challenge-northern-limit-line\/\" rel=\"nofollow noopener\" target=\"_blank\">sea<\/a> cucumber and ginseng, manufactured goods including cigarettes and alcohol, and minerals including silver and gold ore. These fall under the list of prohibited <a href=\"https:\/\/www.dailynk.com\/english\/rice-fuel-prices-soar-north-korea-won-weakens-dollar\/\" rel=\"nofollow noopener\" target=\"_blank\">imports<\/a> and <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-dramatically-increases-fisheries-law-penalties-to-combat-illegal-exports\/\" rel=\"nofollow noopener\" target=\"_blank\">exports<\/a> specified in U.N. Security Council resolutions 2371 and 2397.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">North Korean consulate vehicles in China were also used to transport sanctioned goods when North Korean authorities sealed the North Korea-China <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-vehicle-smuggling-halt-drives-used-car-prices-through-roof\/\" rel=\"nofollow noopener\" target=\"_blank\">border<\/a> during the COVID-19 pandemic in 2020. Sources say the vehicles have been used even more frequently this year as authorities have clamped down hard on border <a href=\"https:\/\/www.dailynk.com\/english\/china-cracks-down-on-border-smuggling\/\" rel=\"nofollow noopener\" target=\"_blank\">smuggling<\/a> around events such as the party congress.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The consulate vehicles used to carry sanctioned goods are mainly small trucks or vans suited for cargo, sources said.<\/p>\n<p>Diplomatic plates offer a convenient loophole<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The primary reason consulate vehicles have become a preferred method of sanctions evasion is that Chinese customs does not conduct thorough inspections of vehicles bearing diplomatic license plates. The vehicles pass through with little interference and avoid customs fees, making them an ideal tool for evading the sanctions regime.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The arrangement reflects a mutually beneficial relationship between the consulate and trade representatives. Trade representatives <a href=\"https:\/\/www.dailynk.com\/english\/cash-remains-king-why-north-koreans-resist-pyongyangs-digital-payment-push\/\" rel=\"nofollow noopener\" target=\"_blank\">pay<\/a> the consulate a set <a href=\"https:\/\/www.dailynk.com\/english\/motorcycle-couriers-become-the-new-hustle-for-n-korean-youth\/\" rel=\"nofollow noopener\" target=\"_blank\">transportation<\/a> fee to move prohibited goods, while the consulate generates its own revenue from the arrangement, creating a symbiotic structure.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">As North Korean authorities have stepped up border controls recently, consulate <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-youth-choose-black-market-driving-lessons\/\" rel=\"nofollow noopener\" target=\"_blank\">vehicle<\/a> trips have become more frequent.
