Photo: Rodong Sinmun\/News1<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">North Korea has significantly increased <a href=\"https:\/\/www.dailynk.com\/english\/rice-fuel-prices-soar-north-korea-won-weakens-dollar\/\" rel=\"nofollow noopener\" target=\"_blank\">imports<\/a> of <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-offers-study-opportunities-for-top-chinese-language-test-scorers\/\" rel=\"nofollow noopener\" target=\"_blank\">Chinese<\/a> cement since May 2026, as a sweeping regional <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-logistics-officials-scramble-feed-workers\/\" rel=\"nofollow noopener\" target=\"_blank\">construction<\/a> <a href=\"https:\/\/www.dailynk.com\/english\/n-koreas-decade-long-reforestation-campaign-falls-short-of-ambitious-goals\/\" rel=\"nofollow noopener\" target=\"_blank\">campaign<\/a> strains domestic production beyond its limits, Daily NK has learned.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">A source in <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-executes-23-defense-workers-in-brutal-crackdown\/\" rel=\"nofollow noopener\" target=\"_blank\">Jagang<\/a> province told Daily NK on Monday that cement shipments moving through <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-vehicle-smuggling-halt-drives-used-car-prices-through-roof\/\" rel=\"nofollow noopener\" target=\"_blank\">border<\/a> crossings along the Yalu <a href=\"https:\/\/www.dailynk.com\/english\/sinuiju-yalu-river-parks-draw-crowds-after-flood-reconstruction\/\" rel=\"nofollow noopener\" target=\"_blank\">River<\/a> have risen noticeably since early April. \u201cThere are so many construction <a href=\"https:\/\/www.dailynk.com\/english\/n-koreas-tourism-drive-leaves-locals-exhausted-from-constant-building\/\" rel=\"nofollow noopener\" target=\"_blank\">projects<\/a> right now that domestic cement output simply cannot keep up with demand,\u201d the source said.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">According to the source, the crossings in question connect Chinese border towns to key entry points on the North Korean side: the Changdian Hekou crossing links to the area near Supung Dam in Sakju county, North Pyongan province; the Ji\u2019an crossing serves the Manpo and Jasung areas of <a href=\"https:\/\/www.dailynk.com\/english\/jagang-province-armories-face-scrutiny-following-last-year-flood-losses\/\" rel=\"nofollow noopener\" target=\"_blank\">Jagang province<\/a>; and the Linjiang crossing connects to the Junggang area, also in Jagang province. Inflows of Chinese-made construction <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-orders-flood-prevention-work-but-leaves-locals-to-pay-for-materials\/\" rel=\"nofollow noopener\" target=\"_blank\">materials<\/a> through all three have risen sharply in recent weeks.<\/p>\n<p>Rising demand drives a turn to Chinese supplies<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The surge in imports tracks directly to the so-called \u201c20\u00d710 <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-pushes-joint-ventures-with-china-under-new-regional-development-policy\/\" rel=\"nofollow noopener\" target=\"_blank\">Regional Development<\/a> Policy,\u201d a signature <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-forces-citizens-watch-kim-propaganda-repeat\/\" rel=\"nofollow noopener\" target=\"_blank\">Kim Jong Un<\/a> initiative launched at the Ninth <a href=\"https:\/\/www.dailynk.com\/english\/why-north-koreas-december-plenary-meeting-matters-for-the-ninth-party-congress\/\" rel=\"nofollow noopener\" target=\"_blank\">Congress<\/a> of the Workers\u2019 <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-un-orders-propaganda-overhaul-on-partys-80th-anniversary\/\" rel=\"nofollow noopener\" target=\"_blank\">Party<\/a> of Korea (WPK), North Korea\u2019s ruling party, in 2024, that calls for constructing new <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-blames-factory-defects-on-loyalty-issues\/\" rel=\"nofollow noopener\" target=\"_blank\">factories<\/a>, <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-app-database-shows-stark-medical-divide-between-capital-and-provinces\/\" rel=\"nofollow noopener\" target=\"_blank\">hospitals<\/a>, service centers, and apartment <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-uns-20x10-regional-development-policy-falters-as-new-buildings-sit-empty\/\" rel=\"nofollow noopener\" target=\"_blank\">buildings<\/a> in 20 counties per year for 10 consecutive years. As construction activity has spread across the country, internal demand for cement has soared.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Sources say the mountainous terrain of Jagang province compounds the problem. Transporting cement from the Sunchon Cement Complex in South Pyongan province or the Sangwon Cement Complex in North Hwanghae province involves substantial freight costs that make domestically produced cement difficult to secure reliably. \u201cDomestically produced cement is already in short supply, and the <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-price-freeze-kangwon-province-disrupts-local-markets\/\" rel=\"nofollow noopener\" target=\"_blank\">price<\/a> keeps climbing with each leg of the journey,\u201d the source said. \u201cFor areas close to the border, importing Chinese cement has become the more practical option.\u201d<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Quality concerns are also <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-youth-choose-black-market-driving-lessons\/\" rel=\"nofollow noopener\" target=\"_blank\">driving<\/a> the shift. North Korean cement factories, under <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-abruptly-recalls-trade-representatives-china-replaces-some-new-officials\/\" rel=\"nofollow noopener\" target=\"_blank\">pressure<\/a> to meet state-mandated output targets, have reportedly been rushing production in ways that compromise quality. Chinese cement, by contrast, has earned a reputation on building sites for superior strength and workability. \u201cDomestic cement often lacks strength, and there are significant losses during transport due to packaging and storage problems,\u201d the source said. \u201cChinese cement costs a little more, but the quality and packaging are far better.\u201d<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Chinese cement currently trades at around 380 Chinese <a href=\"https:\/\/www.dailynk.com\/english\/currency-chaos-hits-north-korea-as-yuan-drops-but-prices-stay-high\/\" rel=\"nofollow noopener\" target=\"_blank\">yuan<\/a> (approximately $52) per metric ton, making <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-uns-china-visit-yields-new-front-in-north-koreas-sanctions-evasion-campaign\/\" rel=\"nofollow noopener\" target=\"_blank\">it<\/a> more expensive than the North Korean alternative.
