Photo courtesy of the Bank of Korea

Kwon Min-soo, who began a three-year term as deputy governor of the Bank of Korea, said on the 21st that “rate hikes can bring both policy effects and side effects,” adding, “This seems to be a time when policy must be decided in a balanced, cautious and flexible manner.”

Kwon made the remarks at the BOK press room after his inauguration ceremony earlier that morning.

As deputy governor, Kwon serves as an ex officio member of the Monetary Policy Board and will attend his first rate-setting meeting on the 27th.

The comments drew attention as markets watch whether the central bank will deliver a back-to-back increase this month, after raising the base rate by 0.25 percentage point to 2.75% from 2.50% on the 16th of last month.

The “cautious and flexible monetary policy” Kwon referred to was also the first priority stressed by Governor Hyun Song Shin when he took office in April. The remarks are read as reflecting internal deliberation at the BOK, which appears set to weigh multiple variables including the exchange rate, inflation and household debt rather than signal an aggressive tightening path.

On the recent decline in the won-dollar exchange rate, Kwon said a correction in the domestic stock market had played a role, and that a downward move was appropriate given the fundamentals of the domestic economy.

Regarding South Korea’s inclusion in the Morgan Stanley Capital International (MSCI) developed market index, he said “a considerable number of obstacles have been resolved,” adding, “We will need to make a strong push and produce results in the second half or early next year.”

Asked whether he is a hawk favoring monetary tightening or a dove favoring easing, Kwon said he would “make judgments case by case based on the data.”

New Bank of Korea Deputy Governor Kwon Min-su speaks at his inauguration ceremony at the central bank’s headquarters…

[456
845,12729,846,65045,2141,41814,3657,36946
post-127618","post","type-post","status-publish","format-standard","has-post-thumbnail","category-bank-of-korea","tag-bank-of-korea","tag-base-rate","tag-bok","tag-deputy-governor","tag-hyun-song-shin","tag-kwon-min-soo","tag-monetary-policy","tag-msci-developed-market-index
["GET
