His overtures to Kim Jong Un could delay that"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqwmvg000x2dqbfl1n3ji8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">By suddenly scaling down war games with South Korea, US President Donald Trump risks working against his own stated goal of having Seoul assume more responsibility for its own defense.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oi00013b6rmwgblm7j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The annual Ulchi Freedom Shield exercises, involving tens of thousands of troops, have been <a href=\"https:\/\/www.cnn.com\/2026\/08\/18\/asia\/trump-us-south-korea-military-exercises-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">cut in half at Washington\u2019s request<\/a>, after Trump said last weekend that the exercises antagonized his friend, North Korea\u2019s leader Kim Jong Un, while also costing the US a lot of money.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oi00023b6ruifyglyq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">These exercises \u201csend a signal that is totally inappropriate and hostile,\u201d Trump posted on Truth Social on Sunday in what appeared to be an attempt to appease the reclusive Kim, who Trump is eager to meet with again.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oi00033b6ru615fxup@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The \u201chostile\u201d part is hard to reconcile with the defensive nature of the exercises and is strikingly similar to how North Korea\u2019s state media have described the drills. Washington and Seoul have said repeatedly they are about deterrence and defense, not about taking territory north of the demilitarized zone that has divided the Koreas since the armistice struck in 1953.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj00043b6rakud6rm2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Contained within the military exercises is training to give South Korea something it hasn\u2019t had since the Korean War began in 1950: wartime operational control of the combined South Korea-US forces on the peninsula, analysts point out.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj00053b6rzpx6trld@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">It\u2019s a key goal for both countries. Once Seoul shows it can take on that burden, Washington can take a backseat in any future conflict, providing some firepower but letting South Korea assume most of the responsibility and cost of its defense.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt0sc92n00003b6rinv9jto5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">South Korean President Lee Jae Myung on Wednesday said he agreed with Trump\u2019s opinion that South Korea should take responsibility for its own security in the Korean Peninsula, by rapidly increase its defense spending to 3.5% of GDP.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt0sfdow000i3b6rr9ryjeqg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">He also said the decision by Trump to shorten the drills \u201cfeels like a major decision filled with deep consideration for creating peace on the Korean Peninsula, beyond hostility and confrontation.\u201d<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj00063b6rm522w0ds@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The current control set-up came about shortly after the start of the Korean War, when South Korea turned command of its forces over to Washington, which \u2013 vastly better equipped and more experienced \u2013 was more suited to dealing with the communist threat at the dividing line.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj00073b6rbv9cdf1a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Control of South Korean troops was assumed by United Nations Command, and in 1978, by the Combined Forces Command (CFC), which has always been led by an American general.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj00083b6r724czr28@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The CFC gave peacetime operational control of South Korean forces to Seoul in 1994, but wartime control has remained with Washington. Calls for change and timelines to accomplish it have been pushed back several times since, leaving in place a status quo that is no longer needed.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj00093b6rvnj1vh2i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Over the past several years, South Korea has emerged as a world-class military power \u2013 not quite on the level of the US or China, but certainly capable of defending itself against North Korea.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000a3b6r720ofqw7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Citing that ability, Lee on Tuesday used the launch of this year\u2019s exercises to try to bring new momentum to a campaign promise he made in 2025 to bring wartime operational control back into Seoul\u2019s hands by 2030.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000b3b6rqr5uhqvu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cFrom the aspect of weapons systems and military strength, our capabilities to defend ourselves is already among the top few in the world. It\u2019s not an exaggeration to say that we are more than capable,\u201d Lee said Tuesday.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000c3b6ryjdwbc4v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">But Trump has thrown a spanner into the works.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000d3b6rkp0l27so@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The plan was to use the Ulchi Freedom Shield drills to assess systems so Seoul could assume wartime operational control, Yu Ji-hoon, a research fellow at the Korea Institute for Defense Analyses, wrote <a href=\"https:\/\/thediplomat.com\/2026\/08\/trumps-exercise-cut-risks-turning-south-korea-us-alliance-readiness-into-a-bargaining-chip\/\" target=\"_blank\" rel=\"noopener nofollow\">in The Diplomat<\/a>.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000e3b6r0zb1deeb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cA major last-minute change could therefore affect more than readiness; it could complicate an alliance project that Washington itself has long encouraged,\u201d Yu wrote.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000f3b6rzu0lz0jp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cCurtailing (the exercises), especially without prior discussion, makes burden-sharing harder to implement, even as Washington demands more of it,\u201d he said.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000g3b6r2x0e91d5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Lee Jeong-kyu, a visiting research fellow at South Korea\u2019s Sejong Institute, wrote earlier this year of momentum building for more South Korean control, with it laid out in black and white in the US National Defense Strategy released in January.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000h3b6r1f31cou2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">The document was \u201ca clear signal of intent to strengthen alliance burden-sharing that is expected to provide grounds for accelerating the conditions for (operational control) transfer,\u201d Lee wrote.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000i3b6r5jhyhe9y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">With his deference to North Korea\u2019s Kim, Trump has put a nuclear-armed adversary of the US above a treaty ally that wants to do what Trump has asked of it.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000j3b6rbnmxfqiz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">That keeps US forces tied up with responsibilities on the peninsula at a time when they could be sorely needed in a place like Iran or possible future conflicts, both in Asia and around the world. And it means future defense budgets can\u2019t factor in cost savings in Korea when demand for new weapons is only growing.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000k3b6ryf0l1qrm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">South Korea has long been a close American ally; since the end of the Korean War the two nations have had a mutual defense treaty primarily designed to protect the South from North Korea.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000l3b6r16rnfb5c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">But Trump\u2019s touted personal relationship with North Korea\u2019s Kim \u2013\u2013 who has significantly expanded his country\u2019s military capabilities since Trump\u2019s first term and is now believed to have dozens of nuclear warheads \u2013\u2013 has tested <a href=\"https:\/\/www.cnn.com\/2026\/08\/17\/asia\/us-north-korea-military-exercises-trump-analysis-intl-hnk-ml\" rel=\"nofollow noopener\" target=\"_blank\">the long-standing partnership.<\/a><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000m3b6r3do40bbf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">For its part, North Korea has not responded positively to Trump\u2019s new olive branch. Kim\u2019s powerful sister Kim Yo Jong, a top official, said that reducing the scale of the drills does not change \u201cthe provocative and offensive nature\u201d of them, and should not be seen as \u201cmeasure of goodwill.\u201d<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000n3b6r9wajaste@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Before news of the curtailment broke Wednesday morning, North Korean state media KCNA called the exercises \u201cthe most immediate and open threat\u201d to Pyongyang, and regional security.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000o3b6rab7dr3an@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Trump\u2019s sudden involvement appears to be forcing a rethink wider than just the exercises, with Seoul\u2019s military chiefs saying Wednesday the two sides would now need to discuss \u201ccombined defense posture going forward.\u201d<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000p3b6ryxysv8xc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">For Trump, already weakened on the world stage by the ongoing war with Iran, it\u2019s another own goal, analysts said.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5oj000q3b6r3r2ej4g4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\u201cThe cost savings from downsizing drills are marginal, while the diplomatic benefits for relations with North Korea are doubtful,\u201d said Leif-Eric Easley, a professor at Ewha University in Seoul.<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmszqx5ok000r3b6rgexs3vin@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">Just what Trump might want to achieve by meeting again with Kim is opaque. He failed in his first term to strong-arm the North Korean leader into giving up his nuclear ambitions, which have only grown.
