If the relationship between North Korea and the U.S. actually improves, the change may not remain only within the Korean Peninsula. What can be said at the North Korea-U.S. summit and what opportunities will arise in South Korea. We heard from So Hyun-chul, a professor of national security and convergence at Sangji University, about future scenarios of North Korea-U.S. relations and investment ideas to pay attention to.

Recently, President Trump met with reporters at the White House and answered “yes” when asked if he would meet North Korean leader Kim Jong-un again within this year. Particularly noteworthy is the fact that President Trump unusually specifically mentioned North Korea’s nuclear weapons reserves. This suggests that the U.S. negotiating goal is shifting away from the previously failed goal of “complete, verifiable and irreversible denuclearization” to “Arms Control,” a realistic threat reduction.

Moreover, big diplomatic events are concentrated in the second half of 2026. The U.S.-China summit is scheduled through Chinese President Xi Jinping’s visit to the U.S. in September, and the APEC summit in Shenzhen, China, in November is waiting. As the two countries seek to stabilize relations temporarily amid the U.S.-China hegemony competition, a geopolitical space is being opened for the North Korea-U.S. summit to be held.

U.S. Urgent and Evolving China’s Check Strategy

From the Trump administration’s perspective, the 2026 summit between North Korea and the U.S. is based on a thorough national-interest diplomatic strategy. Ahead of November’s midterm elections, President Trump could emerge from the deadlocked quagmire of the Iran issue and be a clear diplomatic achievement of managing the North Korean nuclear issue. It can show off its “security guarantee” to U.S. voters through a Small Deal that removes threats that could hit the U.S. mainland, such as North Korea’s intercontinental ballistic missile (ICBM).

North Korea’s excessive closeness to China and Russia is a big burden on the U.S. Indo-Pacific strategy. The United States is pushing for a new geopolitical strategy to keep China in check of its influence in Northeast Asia by partially removing North Korea from Beijing’s orbit through sanctions relief and economic carrots against North Korea.

North Korea Seeks a Way to Survive the System and Economic Performance

                                  사진 확대 [Designer Kim Hyungkyu]

In September 2017, North Korea’s economic fatigue was at its peak in the aftermath of the UN’s strong economic sanctions on the sixth nuclear test and the border blockade caused by COVID-19. After the economic growth rate recorded -3.5% reverse growth in 2017, the national economy was virtually paralyzed by the negative economic growth rate until 2022.

After the outbreak of the Russia-U.S. war in 2022, the military industry began to boom due to the expansion of military exports to Russia, and the economic growth rate rebounded to 3.1% in 2023 for the first time in seven years and also grew 3.7% in 2024. As the dispatch of troops to Russia began in earnest in October 2024, North Korea’s crude oil and food conditions are improving.

Despite the strong real economy, the North Korean won/dollar exchange rate surged 7.6 times in August 2026 compared to May 2024, and rice prices rose 4.9 times during the same period. The special effects of the Russian and Russian economies are limited to some regions centered on Pyongyang, and the lifting of US sanctions on North Korea depends on fundamental economic reconstruction.

                                  사진 확대 [Designer Kim Hyungkyu]

Inside North Korea, there is a saying that ‘Japan is an enemy of 100 years, China is an enemy of 1,000 years’. North Korea is always wary of China’s growing influence. In former Secretary of State Mike Pompeo’s autobiography, North Korean leader Kim Jong-un said, “China wants to make the Korean Peninsula like Tibet and Xinjiang and needs U.S. troops in South Korea to protect North Korea from China.” In other words, North Korea wants to check China’s interference and secure its own survival space by normalizing relations with the United States.

Key Agenda for the 2026 North Korea-U.S. Summit

The talks are expected to be a step-by-step approach of “action-to-action” that is acceptable to both sides in order not to follow the failures of the “Hanoi no-deal” in the past. It can be assumed that the United States and North Korea agree on a nuclear freeze and gradually lift sanctions against North Korea. In particular, there is a possibility that North Korea will implicitly acquiesce to possess short-range missiles and some nuclear warheads instead, demanding the permanent suspension and partial dismantlement of ICBM tests that threaten the U.S. mainland.

The full text of the article is available on Maeil Business Newspaper’s premium financial content platform Maekyung Plus.
