Prosecutor Eom Hee-jun, former head of the Bucheon branch of the Incheon District Prosecutors’ Office, who was indicted on charges of bypassing prosecutor Moon Ji-seok in handling the so-called “Coupang severance pay case,” has filed a complaint against the leadership of the standing special counsel team that indicted him. Eom claims the team arbitrarily indicted him by deliberately omitting factual details from the charges.<\/p>\n
Eom’s side on Wednesday filed a complaint with the Corruption Investigation Office for High-ranking Officials (CIO) against Special Counsel Ahn Kwon-seop, Assistant Special Counsels Kim Ki-wook and Kwon Do-hyung, and three seconded prosecutors including Kim Ho-kyung, head of the Criminal Division 3 at the Seoul Central District Prosecutors’ Office who led the investigation team. The charges include obstruction of the exercise of rights, leaking official secrets, and preparation and use of false official documents.<\/p>\n
Eom argued that the special counsel team omitted factual details from the charges in order to construct a false narrative that “the Bucheon branch leadership issued a non-indictment decision on the Coupang case while excluding Moon, the prosecutor in charge.” He claimed the team was aware that a report reflecting Moon’s opinion had been properly submitted to the Supreme Prosecutors’ Office on April 18 last year, but failed to reflect this in the charges.<\/p>\n
Eom also argued that circumstances surrounding a so-called “three-party meeting” held on March 5 last year with Deputy Chief Prosecutor Kim Dong-hee and Moon were omitted from the investigation report. “Despite securing objective physical evidence including audio files that could prove the meeting actually took place and that Moon agreed to the non-indictment decision at the time, they omitted this from the investigation report,” Eom’s side said.<\/p>\n
The complaint also included allegations that the team leaked official secrets, such as the direction of the investigation, to Moon, who was a subject of the investigation, thereby undermining fairness and objectivity.<\/p>\n
“Special Counsel Ahn and Assistant Special Counsel Kim delivered key investigation secrets and details of the proceedings to Moon, who was being investigated on charges of false accusation, seriously undermining the fairness and objectivity of the investigation,” Eom stressed.<\/p>\n
Eom faces charges that, while serving as head of the Bucheon branch of the Incheon District Prosecutors’ Office in April 2025, he pressured the lead prosecutor to issue a non-indictment decision in connection with Coupang’s severance pay non-payment case.
