Some argued that high-tech industries should also move away from resolving individual complaints from companies one by one and boldly seek regulations that prevent the overall growth of the industry.<\/p>\n<p refid=\"4\">The Presidential National Economic Advisory Council and the Regulatory Rationalization Committee held a joint public forum on &#8220;Regulatory Rationalization and National Economic Growth&#8221; at the Ferrum Tower in Jung-gu, Seoul on the afternoon of the 3rd to discuss ways to innovate regulations in mega-special zones and high-tech industries. Kim Sung-sik, vice chairman of the National Economic Advisory Council, said in his opening speech, &#8220;Even future high-tech industries should achieve a transition to a negative regulatory system that coolly breaks through bottlenecks in the field and give bold and comprehensive regulatory special cases centered on local mega-special zones.&#8221;<\/p>\n<p refid=\"5\">Regarding the government&#8217;s three major megaprojects, Vice Chairman Kim said, &#8220;We should not simply look at it as a plan to expand semiconductor fabs,&#8221; and stressed, &#8220;It should be a breakthrough momentum to drastically improve the blocked and delayed power grid, water system, and human capacity recruitment structure.&#8221; It is explained that the competitiveness of the semiconductor ecosystem as a whole, such as materials, parts, equipment, and software, should be raised together.<\/p>\n<p refid=\"6\">Cho Jae-han, head of the Industrial Future Policy Center at the Korea Institute of Industrial Economics and Trade, pointed out that there is a limit to the way companies handle regulatory complaints one by one as they are now. &#8220;Regulations that have a great impact on industrial competitiveness should be looked at by industrial and statutory units, not individual provisions,&#8221; said Cho, head of the center. As demands for regulatory improvement in the semiconductor and secondary battery industries are concentrated on some laws such as the Chemical Substances Management Act, it is difficult for companies to feel changes by sporadically revising regulations.<\/p>\n<p refid=\"7\">It was suggested that new industries should set areas to be banned and switch to &#8220;negative regulations&#8221; that allow the rest in principle. However, the head of the center, Cho, emphasized, &#8220;Negative conversion should be built in a structure that allows risk management, not unregulated.&#8221; He argued that a system is also needed to re-evaluate how the regulations have affected the actual investment and productivity of companies after implementing them.<\/p>\n<p refid=\"8\">It was suggested that the Mega Special Zone should provide deregulation and corporate support at once rather than pushing for it separately. Choi Jong-kwon, deputy director of the Construction Law Center at Seoul National University, explained that the mega-special zone is a system to actually implement strategic industries and large-scale corporate investments in the non-metropolitan area. &#8220;Special cases and support should be initially organized as a package,&#8221; he said on the same day. &#8220;The project cannot proceed if it is carried out sequentially.&#8221;<\/p>\n<p refid=\"9\">Accordingly, it was proposed that not only regulation and licensing, but also infrastructure such as land, electricity, and water, policy finance, taxation, R&amp;D, and manpower training should be supported together in accordance with the investment stage of the company.
