Yonhap News
Yeouido financial district in Seoul. Yonhap News

Financial regulators have put the brakes on investor solicitation events ahead of the listing of single-stock leverage products tracking Samsung Electronics (005930.KS) and SK hynix (000660.KS), South Korea’s two largest semiconductor stocks. The move aims to preempt overheating, as significant investor interest is expected in the first high-risk products targeting the country’s flagship chip names. Some in the asset management industry have voiced frustration, arguing that authorities approved the products only to block the channels for informing investors.

According to the financial investment industry on Wednesday, 16 single-stock leverage and inverse 2X products tracking double the daily price movements of Samsung Electronics and SK hynix will be listed simultaneously on the 27th. Of these, 14 are long-leverage products and two are inverse 2X products. A total of eight asset managers, including Samsung Asset Management and Mirae Asset Global Investments, are launching the products. Two long exchange-traded notes (ETNs) from Mirae Asset Securities will also be listed alongside them.

The asset managers had originally prepared events to attract investors around the listing. Samsung and Mirae Asset planned to hold press conferences and investor briefings to introduce the product structures and management strategies. Shinhan, Hanwha, Korea Investment, KB, Kiwoom and Hana were also reviewing plans to hold events targeting customers buying their products.

However, the mood shifted after the Financial Supervisory Service (FSS) recently delivered guidelines to asset managers and securities firms urging them to refrain from investor solicitation activities. The FSS is understood to have effectively prohibited acts that could directly encourage investor participation. Press conferences and investor seminars are to focus on product explanations and disclosure of investment risks, with expressions encouraging purchases restricted. Authorities plan to continuously monitor for violations even after the listing.

The regulators stepped in because the product structure is far more aggressive than that of ordinary ETFs. The new products track the daily returns of a single stock — Samsung Electronics or SK hynix — at ±2x. If the underlying asset rises 5% in a day, the long product seeks returns of around 10%, but if it falls 5%, losses also expand to about 10%. Inverse 2X products are designed to generate returns when the underlying asset declines, with gains and losses amplified twofold in the opposite direction.

Authorities are particularly warning of the “negative compounding effect.” Leverage products track twice the daily return each day, not simply twice the return over a given period. As a result, if the price of the underlying asset rises and falls repeatedly, cumulative returns can come in lower than expected. For example, if the underlying asset falls 20% and then rises 20%, an ordinary product would post a 4% loss, but a 2x leverage product would face a structure of a 40% decline followed by a 40% rise, expanding the loss to 16%.

The lack of diversification benefits is another risk factor. Typical index-based ETFs hold multiple stocks, which can partly cushion the impact of negative news at individual companies. By contrast, single-stock leverage products can see returns swing sharply on a particular company’s earnings, industry conditions, supply and demand, and unexpected disclosures. Since Samsung Electronics and SK hynix are heavily influenced by the global semiconductor cycle and the artificial intelligence (AI) investment cycle, volatility can also be commensurately greater.

The asset management industry, while sympathetic to the authorities’ investor protection intent, is pushing back against what it sees as excessive restrictions. The argument is that single-stock leverage products were permitted by regulators to invigorate the capital market, and effectively blocking promotional activities right before listing is inconsistent. Smaller asset managers are particularly aggrieved. Since the eight firms are simultaneously launching similar products based on the same underlying assets — Samsung Electronics and SK hynix — funds are likely to flow to larger players with stronger brand recognition and sales networks.

The market is watching whether the listing will further fuel the concentration of investment in large-cap semiconductor stocks. “There are also significant risks from a ‘concentration phenomenon’ in which investment funds flow in seeking short-term gains tied to specific positive or negative news on the underlying assets or earnings announcement dates, and then flow out,” a financial regulatory official said.

Financial Supervisory Service.
