Photo: Rodong Sinmun\/News1<\/p>\n<p>North Korea\u2019s state film authority has issued a sweeping directive ordering its television <a href=\"https:\/\/www.dailynk.com\/english\/why-n-koreans-prefer-a-chinese-tv-series-over-their-own-movies\/\" rel=\"nofollow noopener\" target=\"_blank\">drama<\/a> production unit to make shows more entertaining and modern while tightening ideological controls across every element of production, sending writers and directors into a state of acute anxiety.<\/p>\n<p>A source in <a href=\"https:\/\/www.dailynk.com\/english\/pyongyang-police-crackdown-on-teen-mobile-payments\/\" rel=\"nofollow noopener\" target=\"_blank\">Pyongyang<\/a> told Daily NK that a \u201cNo. 1 directive,\u201d a term denoting a supreme leader-level order carrying the highest degree of political authority, was issued in early May to the television drama production studio of the State Film Bureau, which oversees all film and drama production in North Korea and is located in the Moranbong district of Pyongyang. The directive sets out an entirely new framework for drama creation. \u201cEveryone is gripped by fear that they will be held responsible if this directive is not properly carried out,\u201d the source said.<\/p>\n<p>On May 5, a solemn all-hands meeting was held in the bureau\u2019s main conference room, attended by directors, writers, and other key creative personnel. An official from the <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-forces-citizens-watch-kim-propaganda-repeat\/\" rel=\"nofollow noopener\" target=\"_blank\">Propaganda<\/a> and Agitation Department of the Korean Workers\u2019 <a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-un-orders-propaganda-overhaul-on-partys-80th-anniversary\/\" rel=\"nofollow noopener\" target=\"_blank\">Party<\/a> central committee, North Korea\u2019s primary organ for managing ideology and <a href=\"https:\/\/www.dailynk.com\/english\/the-price-of-prestige-when-unesco-recognition-becomes-a-tool-for-tyranny\/\" rel=\"nofollow noopener\" target=\"_blank\">culture<\/a>, delivered the directive and framed drama production as \u201can invisible <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-police-ordered-to-write-essays-on-kim-jong-un-honoring-fallen-soldiers\/\" rel=\"nofollow noopener\" target=\"_blank\">war<\/a> defending against the ideological and cultural infiltration of imperialists.\u201d All ongoing productions were ordered to be fully realigned with the new directive\u2019s requirements.<\/p>\n<p>Faster production, tighter controls<\/p>\n<p>The directive\u2019s contents span every stage and element of drama-making. Writers and directors are instructed to abandon the formulaic, ideologically rigid storytelling structures that have long characterized North Korean television drama and instead produce <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-workers-accept-reduced-wages-job-opportunities-vanish\/\" rel=\"nofollow noopener\" target=\"_blank\">work<\/a> with popular appeal, dimensional characters, and engaging narratives that draw viewers to their screens voluntarily. Dramas should depict the realistic everyday lives of ordinary North Koreans and allow protagonists to express inner conflict in a natural way, rather than simply embodying revolutionary <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-blames-factory-defects-on-loyalty-issues\/\" rel=\"nofollow noopener\" target=\"_blank\">loyalty<\/a>.<\/p>\n<p>At the same time, the directive imposes strict new standards on language, requiring all dialogue to conform to refined Pyongyang standard speech and prohibiting <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-youth-risk-arrest-for-speaking-like-south-koreans\/\" rel=\"nofollow noopener\" target=\"_blank\">South Korean<\/a> expressions, foreign loanwords, and vulgar slang. Costumes, hairstyles, makeup, and all on-screen props and furnishings must reflect <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-women-criticize-lectures-claiming-unification-absolutely-unnecessary\/\" rel=\"nofollow noopener\" target=\"_blank\">socialist<\/a> values and avoid any appearance of decadence or extravagance, with production teams instructed to establish and promote a modern yet modest aesthetic standard.<\/p>\n<p>Productions are also directed to make active use of newly built <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-child-beggars-flee-prison-like-shelters-street-life\/\" rel=\"nofollow noopener\" target=\"_blank\">streets<\/a> and cultural facilities in Pyongyang as shooting locations, a move the source interpreted as a strategy to showcase Kim Jong Un\u2019s <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-logistics-officials-scramble-feed-workers\/\" rel=\"nofollow noopener\" target=\"_blank\">construction<\/a> achievements and improve North Korea\u2019s external image through <a href=\"https:\/\/www.dailynk.com\/english\/chinese-factories-fuel-north-koreas-underground-electronics-market\/\" rel=\"nofollow noopener\" target=\"_blank\">entertainment<\/a> content.<\/p>\n<p>Additionally, the directive calls for the existing multi-stage censorship review process to be streamlined and overall production timelines cut to less than half their previous length, an effective demand for a speed <a href=\"https:\/\/www.dailynk.com\/english\/n-koreas-decade-long-reforestation-campaign-falls-short-of-ambitious-goals\/\" rel=\"nofollow noopener\" target=\"_blank\">campaign<\/a> in drama output.<\/p>\n<p>The source said the mood inside the production studio has become one of intense <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-abruptly-recalls-trade-representatives-china-replaces-some-new-officials\/\" rel=\"nofollow noopener\" target=\"_blank\">pressure<\/a>. Directors and writers have been holding overnight sessions and struggling through sleepless days since the directive was handed down. Veterans who have spent decades working within established production methods are finding the contradictory demands particularly crushing. \u201cThe veteran directors say they don\u2019t even have the strength to pick up a pen,\u201d the source said, \u201cweighed down by the impossible task of achieving a modern sensibility while passing every ideological <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-offers-study-opportunities-for-top-chinese-language-test-scorers\/\" rel=\"nofollow noopener\" target=\"_blank\">test<\/a>.\u201d<\/p>\n<p>Because the directive carries the authority of the supreme leader, a production that fails to meet its standards risks consequences beyond a simple reprimand.
