But at the same time, financial institutions&#8217; investments in risky assets and leverage expand, raising the risk of an extreme economic downturn down the road,&#8221; he said. He added, &#8220;A central bank&#8217;s rate adjustments affect the funding costs and risk-taking levels of financial institutions, which in turn ripple through to the real economy, including consumption and production, via changes in the lending and investment volumes of those institutions.&#8221;<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">&#8220;Policymakers should take financial vulnerability into account when formulating monetary policy,&#8221; he stressed. &#8220;Changes in financial conditions affect not only short-term economic conditions but also the likelihood of an extreme future downturn. If central banks reflect financial vulnerability in their policy decisions, they can reduce economic volatility and improve overall economic welfare.&#8221;<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">Even if financial stability is not a direct policy objective for a central bank, financial vulnerability needs to be considered in the conduct of monetary policy in order to mitigate medium- to long-term volatility in inflation and the output gap \u2014 the difference between real and potential gross domestic product, he noted.<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">Separately, Michael Weber, a professor at Purdue University in the United States, presented a paper titled &#8220;Public Perceptions of the Federal Reserve&#8217;s Political Bias.&#8221;<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">Weber surveyed about 5,000 American consumers to examine how political perceptions of the Federal Reserve affect macroeconomic expectations and trust in the central bank.<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">The study found that even when the Fed believes itself to be a politically independent institution and communicates as such, the effectiveness and credibility of monetary policy fall sharply if the general public perceives the Fed as biased.
