Photo: Kang Dong Wan<\/p>\n<p>The sky over Kyiv hung heavy and gray during the days I spent in Ukraine\u2019s <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-app-database-shows-stark-medical-divide-between-capital-and-provinces\/\" rel=\"nofollow noopener\" target=\"_blank\">capital<\/a>. Standing before the outer wall of a prisoner of <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-police-ordered-to-write-essays-on-kim-jong-un-honoring-fallen-soldiers\/\" rel=\"nofollow noopener\" target=\"_blank\">war<\/a> facility, our delegation pressed our hands against the cold concrete and wept. On the other side of that wall, two <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-orders-youth-to-lead-final-push-on-five-year-plan-ahead-of-party-congress\/\" rel=\"nofollow noopener\" target=\"_blank\">young<\/a> North Korean <a href=\"https:\/\/www.dailynk.com\/english\/nk-army-orders-water-tests-following-health-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">soldiers<\/a> \u2014 held under the pseudonyms Paekgang and Ri Kang-un \u2014 sat alone, far from home, uncertain why they had been sent to fight in a war they never chose.<\/p>\n<p>Across Kyiv, I saw the wreckage of North Korean-made ballistic missiles and captured weapons. The evidence was undeniable: the tragedy of the <a href=\"https:\/\/www.dailynk.com\/english\/call-duty-goes-korean-maybe\/\" rel=\"nofollow noopener\" target=\"_blank\">Korean Peninsula<\/a> is not a distant abstraction. These young men had been sent here as cannon fodder by a regime that showed no hesitation in spending their lives. And now, reports that <a href=\"https:\/\/www.dailynk.com\/english\/russia-turns-to-north-korean-workers-amid-western-sanctions\/\" rel=\"nofollow noopener\" target=\"_blank\">Russia<\/a> is pressing for the repatriation of North Korean prisoners of war are making the situation more urgent by the day. We know all too well what awaits them if they are sent back. Facing <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-orders-probe-into-its-own-harsh-punishments\/\" rel=\"nofollow noopener\" target=\"_blank\">punishment<\/a> that can extend to three generations of <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-couple-divorces-over-disagreement-on-having-children-amid-economic-hardship\/\" rel=\"nofollow noopener\" target=\"_blank\">family<\/a>, the two prisoners have already attempted to injure themselves out of terror at the prospect of forced return.<\/p>\n<p><a href=\"https:\/\/www.dailynk.com\/english\/kim-jong-uns-china-visit-yields-new-front-in-north-koreas-sanctions-evasion-campaign\/\" rel=\"nofollow noopener\" target=\"_blank\">It<\/a> was against this backdrop of despair that a <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-youth-risk-arrest-for-speaking-like-south-koreans\/\" rel=\"nofollow noopener\" target=\"_blank\">South Korean<\/a> civilian delegation visited Ukraine\u2019s Coordination Headquarters for the Treatment of Prisoners of War \u2014 the <a href=\"https:\/\/www.dailynk.com\/english\/cabinet-price-controls-backfire-as-north-korean-market-costs-surge\/\" rel=\"nofollow noopener\" target=\"_blank\">government<\/a> body overseeing POW affairs. Our delegation was composed largely of North Korean <a href=\"https:\/\/www.dailynk.com\/english\/china-intensifies-surveillance-of-n-korean-defectors-in-urban-areas\/\" rel=\"nofollow noopener\" target=\"_blank\">defectors<\/a> who had risked their lives to reach freedom. Among them was a mother who has never stopped grieving for a son she could not save during her own escape from the North. Standing before the prison wall, she called out the names of the two young men inside, her voice breaking: \u201cKang-un, Paekgang \u2014 please stay alive. We will meet again soon.\u201d Everyone present was moved to silence.<\/p>\n<p>We placed our hands on that cold wall and prayed. We also delivered more than 150 handwritten <a href=\"https:\/\/www.dailynk.com\/english\/why-north-korean-soldiers-still-find-love-letters-hidden-among-their-military-belongings\/\" rel=\"nofollow noopener\" target=\"_blank\">letters<\/a> from defectors, humanitarian <a href=\"https:\/\/www.dailynk.com\/english\/china-plans-major-aid-initiative-north-korea-relations-warm\/\" rel=\"nofollow noopener\" target=\"_blank\">aid<\/a> supplies, and personal funds secured by the Esther Prayer Movement (led by Lee Yong-hee) \u2014 a South Korean Christian advocacy organization focused on North Korean <a href=\"https:\/\/www.dailynk.com\/english\/pyongyang-new-strategy-exploiting-south-korea-political-divisions-weakened-ngos\/\" rel=\"nofollow noopener\" target=\"_blank\">human rights<\/a> \u2014 for the prisoners\u2019 use.<\/p>\n<p>Ukraine pledges no forced repatriation, proposes joint outreach program<\/p>\n<p>The most significant outcome of our visit was a meeting with the Coordination Headquarters for the Treatment of Prisoners of War, from which we received a firm verbal commitment: North Korean prisoners of war will not be forcibly repatriated. Ukrainian <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-trade-officials-face-political-pressure-to-boost-performance\/\" rel=\"nofollow noopener\" target=\"_blank\">officials<\/a> also expressed their deep respect for the defectors in our delegation, saying they \u201csincerely applaud the courage it took to cross the line and reach freedom.\u201d The headquarters further proposed that its existing surrender-encouragement initiative \u2014 the \u201cI Want to Live\u201d project \u2014 be developed jointly with North Korean <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-families-lose-life-savings-after-remittance-broker-arrest\/\" rel=\"nofollow noopener\" target=\"_blank\">defector<\/a> organizations going forward.<\/p>\n<p>Our delegation did not stop there. We met with Ukrainian lawmakers, participated in civil society seminars, and visited the International Committee of the Red Cross, pressing every available channel to secure a path for the two young men to reach safety in a free, democratic country as soon as possible.<\/p>\n<p>At Maidan Square \u2014 Independence Square \u2014 in the heart of Kyiv, thousands of small flags and faded photographs mark the <a href=\"https:\/\/www.dailynk.com\/english\/pyongyang-orders-hillside-tomb-removal-along-chinese-border-imposing-fines-up-to-280\/\" rel=\"nofollow noopener\" target=\"_blank\">graves<\/a> of Ukrainians who died defending their country. <a href=\"https:\/\/www.dailynk.com\/english\/n-korean-wedding-halls-book-solid-on-auspicious-days-as-package-ceremonies-gain-popularity\/\" rel=\"nofollow noopener\" target=\"_blank\">Families<\/a> stood there in silence, carrying out what I can only describe as the solemn duty of remembrance. Watching them, I felt in my bones that this war is not merely a contest over territory. It is a fight for human dignity \u2014 for freedom and human rights.<\/p>\n<p>Saving the lives of North Korean young men who have drifted to this place across the line of fire is both a universal human rights obligation and a duty we who share the same blood cannot turn away from. The prayer I offered outside that prison wall \u2014 that the truth these young men have encountered here might one day become the seed of freedom and <a href=\"https:\/\/www.dailynk.com\/english\/elimination-of-reunification-bureau-preceded-kim-jong-uns-two-hostile-states-doctrine\/\" rel=\"nofollow noopener\" target=\"_blank\">reunification<\/a> on the Korean Peninsula \u2014 is a burden our entire society must carry together.<\/p>\n<p>Bringing the young men on the other side of that wall back to safety may be the first and most important step toward delivering the spring of freedom to the 26 million people still living under the North Korean regime.
