Yonhap News<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">The rate at which parties to Seoul apartment sales transactions reverse and cancel their contracts has fallen to its lowest level in six years. Analysts say transaction stability has improved as loan regulations have reshaped Seoul&#8217;s apartment market around genuine end-users.<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">According to the Ministry of Land, Infrastructure and Transport&#8217;s (MOLIT) real transaction price disclosure system on Monday, the cancellation rate for Seoul apartment sales contracts stood at 0.98% last month. That is the lowest monthly figure since 2020, when the ministry began disclosing actual transaction prices for Seoul apartment sales. Compared with 11.51% a year earlier in May last year, the rate has shrunk to less than one-tenth in just one year.<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">Last year saw a surge in cases of contracts being reversed after signing, as the lifting and subsequent expanded redesignation of land transaction permit zones in parts of Seoul was followed by the June 27 loan regulations and the October 15 regulations in succession. Buyers, suddenly blocked from loans or unable to meet transaction permit requirements, broke contracts despite incurring penalties. Sellers, expecting price increases, also canceled contracts and paid double compensation.<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">But as this regulatory framework has become entrenched, contract stability has, paradoxically, increased this year. This is because only buyers able to secure financing while accepting the loan regulation conditions now sit at the contract table. As buyers without financial capacity no longer enter into contracts at all, the likelihood of reversing completed contracts has naturally fallen.<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">The larger size of down payments is also a hidden cause of the falling cancellation rate. Under the customary practice of paying 10% of the sale price as a down payment, a 1.5 billion won apartment requires a down payment of 150 million won. If a buyer breaks the contract, they forfeit this down payment outright, while if a seller breaks it, they must return double the down payment, or 300 million won. The higher home prices rise, the harder it becomes for sellers to break contracts due to the burden of double compensation, while buyers, reluctant to give up down payments in the hundreds of millions of won, are increasingly choosing to maintain their contracts. The cost of breaking a contract has grown for both parties.<\/p>\n<p class=\"mb-4 text-[var(--color-text)] leading-relaxed\">The May cancellation rate may be revised upward slightly, as three weeks still remain in the reporting deadline, but it is expected to be similar to or below the previous month&#8217;s cancellation rate of 1.69%. Experts assess that the falling cancellation rate is not so much a signal of recovering market strength as a reflective effect of transaction structure realignment driven by high-intensity regulations. &#8220;As the total amount of mortgage loans has been limited, only those who can definitely make a purchase now participate in the market,&#8221; said Suh Jin-hyung, a professor in the Department of Real Estate Law at Kwangwoon University. &#8220;With loan regulations expected to continue, a low contract cancellation rate is likely to be maintained for the time being.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"A property listing posted in front of a real estate agency in Seoul.
