North Korea is seething over Russia\u2019s failure to complete its side of a landmark road bridge<\/a> across the Tumen River<\/a> in 2026, with officials<\/a> in Rason expressing open frustration as the long-awaited crossing sits idle and a new opening date remains uncertain.<\/p>\n

A source in North Hamgyong province told Daily NK on Tuesday that North Korea had been pushing aggressively to open the Tumen River automobile bridge \u2014 the first vehicle-dedicated crossing between the two countries \u2014 by June 19, the second anniversary of the Treaty on Comprehensive Strategic Partnership between North Korea and Russia<\/a>. The treaty, signed in June 2024 by Kim Jong Un<\/a> and Russian President Vladimir Putin, established a wide-ranging alliance covering security, economic, and political cooperation.<\/p>\n

Despite working under severe shortages<\/a> of funds and materials<\/a> over recent months, North Korea completed all preparations on its side of the bridge. Customs and quarantine facilities were finished, the bridge deck was laid, and asphalt was paved on the approach roads leading to the crossing.<\/p>\n

Russia, however, has failed to complete ancillary construction<\/a> or pave connecting roads on its side, more than two months after a bridge-linking ceremony was held on April 21. No confirmed opening date has been set.<\/p>\n

\u201cOur officials are beside themselves with frustration that the Tumen River bridge opening, which we pushed hard to achieve on the second anniversary of the Korea-Russia treaty, has been delayed due to Russia\u2019s pathetic construction problems,\u201d the source said.<\/p>\n

Pyongyang pivots as diplomatic pressures mount<\/p>\n

In response, the Central Committee of the Workers\u2019 Party<\/a> of Korea (WPK), the ruling party\u2019s highest decision-making body, issued an emergency directive on June 19 to the Rason city party committee and the Border<\/a> Security General Bureau, ordering them to revise the opening schedule and reorganize the border control<\/a> zone, according to the source. The Border Security General Bureau is the agency responsible for managing North Korea\u2019s land border crossings and frontier security.<\/p>\n

The directive came after assessments concluded that at least another year would be needed before the full set of planned facilities could be operational and regular traffic could begin, the source said.<\/p>\n

The delay has taken on a sharper edge because the bridge opening now intersects with a brewing diplomatic dispute. The source said that at a recent summit between North Korean and Chinese<\/a> leaders, China<\/a> raised the question of securing navigation rights through the mouth of the Tumen River to access the East Sea<\/a>. That demand, combined with the bridge\u2019s low clearance height \u2014 which could restrict the passage of larger vessels \u2014 has made trilateral diplomatic coordination between Pyongyang<\/a>, Moscow, and Beijing urgently necessary.<\/p>\n

The source said North Korea is now considering using Russia\u2019s construction delays as leverage to extract greater economic concessions from China \u2014 potentially pushing Beijing to finally open the New Yalu River Bridge, a crossing between Sinuiju<\/a> and Dandong<\/a> that has been completed but left unopened for years.<\/p>\n

\u201cThere is a strategy taking shape on our side to use Russia\u2019s delays as a pretext to buy time and squeeze a bigger economic price<\/a> out of China \u2014 something like getting the New Yalu River Bridge opened,\u201d the source said.<\/p>\n

As word spread that both the bridge\u2019s opening and the start of regular cross-border traffic had become uncertain, senior officials and trade<\/a> workers<\/a> in Rason grew increasingly unsettled. Some directed criticism<\/a> at authorities over what they described as a reckless, image-driven construction blitz.<\/p>\n

\u201cOne official said: \u2018We wrung money<\/a> out of the jangmadang [North Korea\u2019s informal market<\/a> network] and worked around the clock to build the customs house and pave the roads to meet the June 19 date \u2014 and now the bridge is just going to sit there,’\u201d the source recounted. \u201cBeyond that, there are deep sighs among officials who say that while the alliance is all well and good, we need to pace ourselves.\u201d<\/p>\n

The Tumen River automobile bridge, which connects Rason in North Korea with Khasan in Russia\u2019s Primorsky Krai region, is set to significantly expand cargo transport between the two countries once operational, reducing North Korea\u2019s near-total dependence on rail freight. It<\/a> is also expected to facilitate greater people-to-people exchanges<\/a>.<\/p>\n
