Seoul Mayor Oh Se-hoon issued an emergency directive in response to a heat advisory covering all of Seoul, calling for officials to “immediately activate heat-reduction facilities and devote full efforts to protecting lives.”<\/p>\n
According to the Seoul Metropolitan Government on Wednesday, a heat advisory took effect across the entire city at 11 a.m. the previous day. A heat advisory is issued when the daily maximum perceived temperature is expected to remain at or above 33 degrees Celsius for two or more consecutive days. It marks the second heat advisory issued in Seoul this summer, following one on June 18, and the first to cover the entire city.<\/p>\n
As of 4 p.m. the previous day, the cumulative number of heat-related illness patients in Seoul stood at 68, with one death. No facility damage from the heat wave has been reported so far.<\/p>\n
“Strengthen guidance on preventing heat-related illness for groups vulnerable to heat, including elderly people living alone, residents of jjokbang (tiny single-room dwellings), and homeless people, as well as outdoor workers such as construction laborers and mobile workers,” Oh said. “Actively provide citizens with action guidelines for heat waves, such as drinking sufficient water.” He added, “Carry out on-site measures thoroughly, including operating cooling shelters and shade canopies and spraying water from sprinkler trucks.”<\/p>\n
The Seoul Metropolitan Government has activated a comprehensive heat wave support situation room and is strengthening citizen protection and safety management of vulnerable facilities together with the 25 autonomous districts and related agencies. The situation room, composed of a situation control team, a living support team, an energy recovery team, and a medical and quarantine team, constantly monitors weather conditions, damage status, and the protection of vulnerable groups while overseeing the response.<\/p>\n
Heat-reduction facilities to ease the urban heat island effect are also in full operation. Cooling fog systems, which spray water mist, are being operated in areas with heavy foot traffic such as plazas, parks, and walkways, while cooling roads, which are road water-spraying facilities, are being expanded. In addition, 199 water-cleaning trucks will be deployed on major arterial and general roads to clean the streets up to five to eight times a day between 10 a.m. and 4 p.m.<\/p>\n
Operating hours for cooling shelters will also be extended, and shade canopies will be installed at crosswalks and traffic islands to help citizens escape the heat close to their daily living areas.<\/p>\n
Activities to protect groups vulnerable to heat will also be strengthened. Elderly people in need of care will have their well-being checked every other day, and if they cannot be reached, officials will visit them in person to check on their health. More management personnel will be deployed to areas with high concentrations of jjokbang residents and street homeless people, with strengthened patrols and counseling to prepare for emergencies.<\/p>\n
Measures to protect construction laborers and mobile workers will also be pursued. The city plans to recommend that public and private construction sites guarantee sufficient rest time, provide rest spaces, and refrain from working during the hottest hours when a heat wave warning is in effect, and to check whether these measures are being implemented.<\/p>\n
