A fingerling is a juvenile fish raised for stocking rivers, lakes, or aquaculture facilities.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">\u201cThe state is promoting fish <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-targets-farm-corruption-legal-violations-surge\/\" rel=\"nofollow noopener\" target=\"_blank\">farm<\/a> expansion as a major initiative, but on the ground, the cost burden has grown to unmanageable levels and there are widespread complaints that operations are barely sustainable,\u201d a source in South Pyongan province told Daily NK on Thursday.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Fish farms in Kaechon and other areas of South Pyongan province are currently running two tracks simultaneously: repairing <a href=\"https:\/\/www.dailynk.com\/english\/n-koreans-struggle-to-obtain-wind-blockers-as-winter-approaches\/\" rel=\"nofollow noopener\" target=\"_blank\">winter<\/a> damage to facilities and inspecting equipment, while also preparing for the spring fingerling release. The costs for both are falling almost entirely on individual farm units, with little to no state support.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">\u201cIt costs more to maintain a fish farm than to build one,\u201d the source said. \u201cFeed isn\u2019t being properly supplied, equipment constantly needs repair, and rather than turning a <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-logistics-officers-profiteer-from-grain-collection-as-rice-prices-soar\/\" rel=\"nofollow noopener\" target=\"_blank\">profit<\/a>, just keeping the farm running is considered a success.\u201d<\/p>\n<p>Feed shortages and aging equipment compound losses<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The most acute problem is feed. With basic inputs such as <a href=\"https:\/\/www.dailynk.com\/english\/north-korean-rice-prices-hold-record-highs-food-shortages-worsen\/\" rel=\"nofollow noopener\" target=\"_blank\">corn<\/a> and soybeans in short supply, some facilities have turned to substitute feed made from grass, <a href=\"https:\/\/www.dailynk.com\/english\/north-koreans-grow-tired-potato-heavy-diet\/\" rel=\"nofollow noopener\" target=\"_blank\">grain<\/a> husks, and animal waste. Rather than solving the problem, this workaround is generating new ones: poor <a href=\"https:\/\/www.dailynk.com\/english\/nk-army-orders-water-tests-following-health-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">water quality<\/a>, sanitation issues, and higher fish mortality rates.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Inadequate <a href=\"https:\/\/www.dailynk.com\/english\/north-korea-reviews-electricity-saving-efforts-amid-crackdowns-on-illegal-use\/\" rel=\"nofollow noopener\" target=\"_blank\">electricity<\/a> supply is compounding the difficulties. Pumps, water quality management systems, and other equipment require continuous maintenance and regular parts replacement, but sourcing the necessary materials is difficult. The result is a cycle of makeshift, patch-by-patch <a href=\"https:\/\/www.dailynk.com\/english\/n-korea-orders-flood-prevention-work-but-leaves-locals-to-pay-for-materials\/\" rel=\"nofollow noopener\" target=\"_blank\">repairs<\/a> that address symptoms without fixing underlying problems.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Despite these conditions, authorities continue pressing fish farms to meet production targets.
