{"id":87552,"date":"2026-07-15T20:30:35","date_gmt":"2026-07-15T20:30:35","guid":{"rendered":"https:\/\/www.europesays.com\/korea\/87552\/"},"modified":"2026-07-15T20:30:35","modified_gmt":"2026-07-15T20:30:35","slug":"gyeonggi-governor-orders-floor-area-ratio-hike-to-490-for-samsungs-pyeongtaek-p5-fab-biggo-finance","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/korea\/87552\/","title":{"rendered":"Gyeonggi Governor Orders Floor Area Ratio Hike to 490% for Samsung&#8217;s Pyeongtaek P5 Fab \u2014 BigGo Finance"},"content":{"rendered":"<p>Gyeonggi Province Governor Choo Mi-ae has ordered a significant easing of floor area ratio restrictions for Samsung Electronics&#8217; Pyeongtaek Campus to facilitate the expansion of semiconductor production lines, launching an administrative support blitz to maintain South Korea&#8217;s semiconductor supremacy.<\/p>\n<p>Presiding over the second Semiconductor Supremacy Strategy Meeting on July 15, Governor Choo directed swift special-case consultations to relax the floor area ratio for Samsung Electronics&#8217; Pyeongtaek Campus P5 Plants 1 and 2 (Fab 5 and Fab 6) from the existing 350% to 490%. The measure will allow Samsung to construct the fabs with a triple-layer structure. &#8220;I have directed an upward adjustment of the floor area ratio so that Samsung Electronics&#8217; Fab 5 and Fab 6 can be built with a triple-layer design,&#8221; Choo wrote on her Facebook page. &#8220;This is a preemptive measure to maintain semiconductor supremacy, and Gyeonggi Province will stand at the forefront of the semiconductor speed race.&#8221;<\/p>\n<p>Samsung Electronics plans to submit an industrial complex plan amendment reflecting these changes to Gyeonggi Province as early as next month. The amendment must undergo deliberation by the Gyeonggi Province Local Industrial Complex Plan Review Committee, and the province has indicated it will actively cooperate with related procedures should Samsung request special-case consultations. Samsung Electronics&#8217; Pyeongtaek Campus P5 Plants 1 and 2 are scheduled to begin sequential operations between 2027 and 2030.<\/p>\n<p>Beyond Pyeongtaek, Gyeonggi Province also decided to form a consultative body with the relevant local government, Yongin City, to provide immediate administrative support for the expansion of research lines within the Hwaseong General Industrial Complex. &#8220;The province must take the initiative to help companies apply for permits quickly and shorten processing times by even a single day,&#8221; Governor Choo emphasized.<\/p>\n<p>With the first fab at the Yongin Semiconductor National Industrial Complex now slated to begin operations in the second half of 2029 \u2014 roughly two years ahead of the original 2031 target \u2014 infrastructure expansion plans are being comprehensively readjusted. The province intends to collaborate with relevant agencies to ensure seamless support for land development construction and the permitting procedures for farmland and forest land conversion needed to build the water supply network.<\/p>\n<p>Measures for power supply have also been concretized. To address cumulative power demand of 10GW by 2040, Gyeonggi Province will form a super-large planned site task force and aims to establish a 10GW renewable energy supply system by 2030. The province also agreed to review the creation of a 6GW long-duration energy storage system (ESS) hub to stabilize power supply and demand.<\/p>\n<p>&#8220;Semiconductors are Gyeonggi Province&#8217;s top priority, holding the fate of the South Korean economy,&#8221; Governor Choo said, urging &#8220;unprecedented work innovation that breaks down walls between offices and bureaus to complete Gyeonggi Province&#8217;s status as the nation&#8217;s premier economic region.&#8221;<\/p>\n<p>Meanwhile, the Semiconductor Supremacy Strategy Committee \u2014 the first item Governor Choo approved upon taking office \u2014 will officially launch in late September. The committee will be co-chaired by Governor Choo and a private-sector semiconductor expert, comprising around 30 specialists from industry, academia, research, and government. Through three subcommittees covering planning and coordination, infrastructure, and ecosystem, it will serve as the control tower for semiconductor policy, handling everything from policy proposals and inter-departmental dispute mediation to resolving pending issues. Until the committee launches, a Semiconductor Supremacy Strategy Task Force (TF) will be activated first to immediately address urgent matters.<\/p>\n<p>Gyeonggi Province is also focusing on fostering a materials, components, and equipment ecosystem that integrates global equipment companies with domestic anchor firms. All four of the world&#8217;s top semiconductor equipment companies \u2014 ASML, Applied Materials, Tokyo Electron, and KLA \u2014 currently have a presence in the province. The 1.2 million square meter Anseong Dongsin materials, components, and equipment specialized complex is slated to house leading domestic companies including KCTech, Komico, MiCo, and MiCo Ceramics.
