Seoul Mayor Oh Se-hoon has argued that the Korea Real Estate Board’s weekly apartment price statistics fuel market confusion and speculative sentiment and should be abolished, according to reports. With Oh joining the calls to scrap the weekly data that had been raised within the ruling bloc, attention is turning to whether the debate over reforming the statistics will resurface.<\/p>\n
According to the real estate industry and the Seoul Metropolitan Government on the 22nd, Oh strongly criticized the Korea Real Estate Board’s weekly apartment price trends during a closed-door luncheon with real estate experts on the 16th. Oh said the weekly apartment price statistics “encourage speculative sentiment and fuel market confusion” and should be abolished. His point was that because the data reflects asking prices rather than only actual transaction prices, and because the price change rates are released on short cycles, they draw excessive attention beyond actual market trends and can stimulate buying sentiment and asking prices for listings.<\/p>\n
The Korea Real Estate Board’s weekly apartment price trends, released every Thursday at 2 p.m., are the weekly data from the nationwide housing price trend survey, a state-approved statistic. The survey examines actual transaction prices of sample apartments, listing prices, and opinions from local brokerages to calculate regional sales price and jeonse (a Korean lease system requiring a large lump-sum deposit instead of monthly rent) change rates.<\/p>\n
Centered on the ruling bloc, civic groups and some real estate experts have argued for abolition, saying the weekly statistics “reflect asking prices more than market reality and instead heighten instability in home prices.” Lee Heon-wook, head of the Korea Real Estate Board, which compiles the statistics, also said on the 18th of last month, “As far as I know, there are almost no cases worldwide of releasing weekly trends as official national statistics,” adding, “It is also true that there is talk that it should be changed to something like a biweekly or monthly basis.” Ministry of Land, Infrastructure and Transport Minister Kim Yoon-duk also said during a National Assembly Land, Infrastructure and Transport Committee state audit on October 13 last year, regarding calls to abolish the weekly statistics, that “in terms of the overall direction, I fully agree.”<\/p>\n
There is also considerable pushback, arguing that abolition would shrink market participants’ “right to know” and deepen market distortion. Some predict that even if the Korea Real Estate Board’s statistics are eliminated, private companies or startups will create similar indicators.
