Luxembourg offers a regulatory testbed for an alliance that could define how ride-hailing scales autonomous driving in Europe
Bolt, Pony.ai and Stellantis are launching an autonomous mobility pilot testing programme in Luxembourg to validate autonomous driving technology in real-world conditions, marking Bolt’s first such venture as a ride-hailing operator. The programme will use a Stellantis midsize van based on the L4-Ready Platform, with all three partners targeting driverless readiness by programme end.
Assessment covers safety, performance and regulatory readiness using Pony.ai’s seventh-generation vehicles on Luxembourgish roads. The Living Lab approach tests the full operational stack: vehicle deployment, ride-hailing integration, fleet operations and regulatory coordination, ahead of broader European rollout.

The three-way partnership combines Bolt’s ride-hailing marketplace, Pony.ai’s autonomous driving technology and Stellantis’ vehicle engineering capability. Luxembourg’s regulatory environment has been cited by the partners as a key enabler, as Europe’s autonomous mobility sector works to translate technology advances into commercial operations.
