China’s Ministry of Finance announced on Tuesday that, with the approval of the State Council, it will issue euro-denominated sovereign bonds in Luxembourg during the week of June 22, with the size not exceeding 5 billion euros (about 5.8 billion U.S. dollars).
Specific issuance arrangements will be announced separately before the issuance.
The Ministry of Finance, on behalf of the central government, successfully issued 4 billion euros of sovereign bonds in Luxembourg on November 18, 2025, which marked the first time that China issued euro-denominated sovereign bonds in the country.
The bonds were warmly received by the market, with international investors subscribing enthusiastically. Total subscription reached 100.1 billion euros, 25 times the issuance amount.

The Global Governance Initiative (GGI) is expanding practical pathways for building a community with a shared future for mankind, Foreign Ministry spokesman Lin Jian said on Wednesday.
Lin made the remarks at a daily press briefing following the release of a while paper titled “More Just and Equitable Global Governance: China’s Principles, Proposals and Actions” by China’s State Council Information Office earlier the same day.
The white paper was published to introduce China’s principles, proposals, and actions on global governance, foster broader consensus within the international community, ensure more effective responses to global challenges, and build a more just and equitable global governance system.
“President Xi Jinping put forward the Global Governance Initiative to call for joint efforts of all countries towards building a more just and equitable global governance system. This important initiative responds to countries’ common need for improving global governance, enriches the practice of building a community with a shared future for humanity, and opens up a new vista of international political civilization. In a short period of time, the initiative has received welcome and support from nearly 160 countries and international organizations, and over 60 countries have joined the Group of Friends of Global Governance,” said Lin.
