Its <a href=\"https:\/\/mfin.gouvernement.lu\/fr\/le-ministere\/fonds-souverain-intergenerationnel-luxembourg.html\" rel=\"nofollow noopener\" target=\"_blank\">mission<\/a> is to \u2018make savings whose income can be used, under certain conditions and within certain limits, to contribute to the wellbeing of future generations.\u2019<\/p>\n<p class=\"wp-block-paragraph\">FSIL had just under \u20ac745 million (about \u00a3648 million) in total assets on 30 June 2025, according to its <a href=\"https:\/\/mfin.gouvernement.lu\/dam-assets\/le-minist%C3%A8re\/fondssouveraininteregenerationnel\/comptes-et-rapports-d%E2%80%99activit%C3%A9s-semestriels\/comptes-semestriels-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">mid-year financial\u00a0report<\/a>.\u00a0The fund is expected to grow steadily through annual contributions (minimum \u20ac50 million\/year, indexed to inflation) and investment returns. One per cent of \u20ac745 \u2013 that is to say, the bitcoin allocation \u2013 is \u20ac7.45 million (about \u00a36.48 million).<\/p>\n<p class=\"wp-block-paragraph\">\u201cWith 15 per cent of allocated capital in alternative investments, including one per cent already allocated to bitcoin, the fund\u2019s total assets will amount to \u20ac850 million [about \u00a3740 million] by the end of 2026,\u201d Roth said (our translation into EN from French) as he presented the budget.<\/p>\n<p class=\"wp-block-paragraph\">Luxembourg\u2019s move is the first time a sovereign wealth fund within the 20-member eurozone has invested in bitcoin, according to <a href=\"https:\/\/www.luxembourgforfinance.com\/en\/news\/luxembourgs-sovereign-wealth-fund-invests-1-in-bitcoin\/\" rel=\"nofollow noopener\" target=\"_blank\">Luxembourg for Finance<\/a> (LFF \u2013 a public-private partnership, chaired by the finance minister, between the Luxembourg state and financial industry federation PROFIL).<\/p>\n<p class=\"wp-block-paragraph\">***<a href=\"https:\/\/www.globalgovernmentfinance.com\/sign-up-for-email-news-notifications\/\" rel=\"nofollow noopener\" target=\"_blank\"> RECEIVE GLOBAL GOVERNMENT FINTECH\u2019S FREE EDITORIAL NEWSLETTER<\/a>\u00a0***<\/p>\n<p>Investing via ETFs<\/p>\n<p class=\"wp-block-paragraph\">Luxembourg has a population of just 650,000 but is a prominent financial centre and home to numerous EU institutions and agencies, including the European Investment Bank (EIB). The country is bordered by France, Germany and Belgium.<\/p>\n<p class=\"wp-block-paragraph\">FSIL\u2019s current \u2018general policy\u2019 was approved by the government three months ago (July 2025) and \u2018marks a significant change compared to the one drawn up in 2015 when the fund was launched,\u2019 FSIL\u2019s webpage states.<\/p>\n<p class=\"wp-block-paragraph\">\u2018This new iteration takes into account the maturity reached by the fund and the need to better respond to the country\u2019s economic, societal and environmental priorities, while respecting the mission of building savings for the benefit of future generations,\u2019 it adds. \u00a0<\/p>\n<p class=\"wp-block-paragraph\">Changes have involved: a reduction of the weight of bonds (from 57 per cent to 32 per cent); increase in the weight of equities (from 40 per cent to 50 per cent); and the introduction of an allocation to \u2018alternative assets\u2019 (up to 15 per cent), including: private equity (10 per cent) \u2013 \u2018particularly in the technology and defence sectors\u2019; real estate (four per cent) \u2013 with the aim of supporting the Luxembourg housing market; and cryptoassets, \u2018especially\u2019 bitcoin (one per cent) \u2013 \u2018as an emerging asset class\u2019.<\/p>\n<p class=\"wp-block-paragraph\">LFF said that \u2018to avoid operational risk, the investment in bitcoin is made through a selection of exchange-traded funds (ETFs)\u2019 \u2013 investment funds that hold a basket of assets.<\/p>\n<p class=\"wp-block-paragraph\">*** JOIN GLOBAL GOVERNMENT FINTECH ON <a href=\"https:\/\/www.linkedin.com\/showcase\/global-government-fintech\/\" rel=\"nofollow noopener\" target=\"_blank\">LINKEDIN<\/a> ***<\/p>\n<p>Luxembourg\u2019s \u2018serious\u2019 crypto push<\/p>\n<p class=\"wp-block-paragraph\">\u2018By becoming the first eurozone government to invest part of its reserves in bitcoin, Luxembourg once again demonstrates its commitment to support emerging and future-oriented investment trends,\u2019 LFF stated in its online post.<\/p>\n<p class=\"wp-block-paragraph\">\u2018By far the largest centre in Europe for alternative investment funds, Luxembourg is also fast becoming the hub for serious crypto firms under the European Markets in Crypto-Assets regulation,\u2019 it continued.<\/p>\n<p class=\"wp-block-paragraph\">The EU\u2019s\u00a0<a href=\"https:\/\/www.globalgovernmentfinance.com\/eu-crypto-regulation-mica-fully-into-force\/\" rel=\"nofollow noopener\" target=\"_blank\">Markets in Crypto-Assets\u00a0Regulation (MiCA\/MiCAR)<\/a>\u00a0is a comprehensive framework aimed at harmonising the regulation of crypto-assets and related services across the 27-member bloc.<\/p>\n<p class=\"wp-block-paragraph\">\u2018More broadly, Luxembourg\u2019s financial centre aims to position itself as a leading European hub for digital assets,\u2019 the LFF continued, going on to highlight private-sector investments by global banks including HSBC and Standard Chartered, as well as US-headquartered crypto exchange Coinbase.<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.coinbase.com\/en-gb\/blog\/coinbase-secures-mica-licence-a-milestone-in-europes-crypto-evolution\" rel=\"nofollow noopener\" target=\"_blank\">Coinbase announced in June that it had secured its MiCA licence from Luxembourg\u2019s Commission de Surveillance du Secteur Financier (CSSF)<\/a>, enabling the company to offer its \u2018full suite of crypto products\u2019 to all 27 EU member states. It praised Luxembourg as \u2018actively pursuing a whole-of-government approach to blockchain and distributed-ledger technology (DLT)\u2019, adding that the country \u2018has passed four blockchain-related policies through the national legislature\u2019. (Blockchain is the best-known example of DLT; blockchain is the underlying technology that powers most cryptocurrencies).<\/p>\n<p class=\"wp-block-paragraph\">*** JOIN GLOBAL GOVERNMENT FINTECH ON\u00a0<a href=\"https:\/\/twitter.com\/GlobeGovFintech\" rel=\"nofollow noopener\" target=\"_blank\">X (TWITTER)<\/a>\u00a0AND\u00a0<a href=\"https:\/\/www.instagram.com\/globegovfintech\/\" rel=\"nofollow noopener\" target=\"_blank\">INSTAGRAM<\/a> ***<\/p>\n<p>Crypto: opinion divided<\/p>\n<p class=\"wp-block-paragraph\">Public sector investment in cryptocurrency is a topic with an increasing profile \u2013 and a strategy whose merits divides opinion.<\/p>\n<p class=\"wp-block-paragraph\">In January this year European Central Bank president <a href=\"https:\/\/www.ecb.europa.eu\/press\/press_conference\/monetary-policy-statement\/2025\/html\/ecb.is250130~1f418aa0f4.en.html\" rel=\"nofollow noopener\" target=\"_blank\">Christine Lagarde said that \u201cbitcoin will not enter the reserves of any of the central banks of the [EU]\u201d<\/a>. She was speaking at a press conference when asked to respond to a media report that the governor of the Czech National Bank (CNB), Ale\u0161 Michl, was exploring the possibility of adding bitcoin to the CNB\u2019s reserves.<\/p>\n<p class=\"wp-block-paragraph\">Outside the EU arguably the highest profile state investor in bitcoin is the Central American nation of El Salvador. <a href=\"https:\/\/www.globalgovernmentfinance.com\/el-salvador-imf-bitcoin-buying-continues\/\" rel=\"nofollow noopener\" target=\"_blank\">El Salvador\u2019s National Bitcoin Office has continued to buy the cryptocurrency, despite moves by the International Monetary Fund (IMF) to curtail the government\u2019s extensive involvement with bitcoin across various initiatives<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">In the US, president <a href=\"https:\/\/www.globalgovernmentfinance.com\/trump-strategic-bitcoin-reserve\/\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump signed an executive order in March to create a \u2018Strategic Bitcoin Reserve\u2019 and \u2018Digital Asset Stockpile\u2019<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u2018Bitcoin is the original cryptocurrency,\u2019 a \u2018Background\u2019 section of the executive order stated. \u2018The Bitcoin protocol permanently caps the total supply of bitcoin (BTC) at 21 million coins and has never been hacked. As a result of its scarcity and security, Bitcoin is often referred to as \u201cdigital gold\u201d. Because there is a fixed supply of BTC, there is a strategic advantage to being among the first nations to create a strategic bitcoin reserve.\u2019<\/p>\n<p class=\"wp-block-paragraph\">The Strategic Bitcoin Reserve would be capitalised with Treasury Department-owned bitcoin that has been forfeited through criminal or civil asset forfeiture proceedings, the order explained.\u00a0Other government agencies were required to evaluate their legal authority to transfer across any bitcoin they may have.
