Visi veiktie apr\u0113\u0137ini b\u016btu pie\u0146\u0113mumi, kas varot b\u016bt at\u0161\u0137ir\u012bgi no situ\u0101cijas 2027. gad\u0101.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Degvielas galacenu veido vair\u0101kas komponentes &#8211; naftas produktu cena, kas ir atkar\u012bga no katra konkr\u0113t\u0101 komersanta nosl\u0113gtajiem pieg\u0101des l\u012bgumiem, katras konkr\u0113t\u0101s valsts nodok\u013ciem un nodev\u0101m, kas tiek piem\u0113rotas degviel\u0101m, oblig\u0101t\u0101 piejaukuma (ja t\u0101ds tiek pievienots) un citiem degvielas cen\u0101 iek\u013cautiem maks\u0101jumiem, kl\u0101st\u012bja KEM p\u0101rst\u0101ve. CO2 kvotu ietekme uz kop\u0113jo degvielas gala cenu b\u016bs atkar\u012bga no kvotas cenas, par kuru t\u0101 tiks pirkta.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">K\u0101 ilustrat\u012bvu piem\u0113ru Leimane aprakst\u012bja \u0161\u012b br\u012b\u017ea situ\u0101ciju dabasg\u0101zes tirg\u016b un siltumener\u0123ijas tirg\u016b, kur tiek piem\u0113rotas CO2 kvotas. Viena megavatstunda (MWh) dabasg\u0101zes rada 0,202 tonnas CO2 emisiju, kas pie emisijas kvotas cenas 50 eiro par tonnu CO2 (pie\u0146\u0113mums) ir 10,1 eiro par MWh. Teor\u0113tiski dabasg\u0101zes cena var palielin\u0101ties par 10 eiro par MWh, ja emisijas kvotas cena dabasg\u0101zei b\u016bs 50 eiro par MWh.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Vid\u0113ji siltuma ra\u017eot\u0101jam, kas ra\u017eo siltumener\u0123iju no dabasg\u0101zes, pieaugot dabasg\u0101zes cenai par 10 eiro par MWh, tarifs palielin\u0101tos par vid\u0113ji 11-12 eiro par MWh. Izv\u0113rt\u0113jot SPRK publiski pieejamo inform\u0101ciju par siltumener\u0123ijas tarifu projektiem, redzams, ka \u0161obr\u012bd emisijas kvotu pirk\u0161anas izmaksas (ETS operatoriem) ir nor\u0101d\u012bju\u0161i tikai divi komersanti &#8211; AS &#8220;R\u0113zeknes siltumt\u012bkli&#8221; (eso\u0161ajam tarifam) un SIA &#8220;Gren Jelgava&#8221; (pl\u0101notajam tarifam), kur SIA &#8220;Gren Jelgava&#8221; emisijas kvotas pirk\u0161anas izmaksas veidos 0,7% no kop\u0113j\u0101m izmaks\u0101m. L\u012bdz ar to \u0161obr\u012bd emisijas kvotas cenas ietekme ir neb\u016btiska, uzst\u0101j KEM.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Savuk\u0101rt par atjaunojamo energoresursu (AER) \u012bpatsvaru transport\u0101 &#8211; saska\u0146\u0101 ar aktualiz\u0113to Nacion\u0101lo ener\u0123\u0113tikas un klimata pl\u0101nu 2021. &#8211; 2030. gadam AER \u012bpatsvars transporta sektor\u0101 2030. gad\u0101 m\u0113r\u0137is ir 29%. KEM ir izstr\u0101d\u0101jis un Saeimas Tautsaimniec\u012bbas komiteja \u0161ogad 14. oktobr\u012b skat\u012bs likumprojektu &#8220;Transporta ener\u0123ijas likums&#8221;, kur\u0101 noteikti pien\u0101kumi tirgus dal\u012bbniekiem AER \u012bpatsvara pak\u0101peniskai palielin\u0101\u0161anai transporta sektor\u0101.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Jau zi\u0146ots, ka Saeima ceturtdien, lemjot tre\u0161o reizi, otraj\u0101 jeb gal\u012bgaj\u0101 las\u012bjum\u0101 pie\u0146\u0113ma groz\u012bjumus likum\u0101 &#8220;Par pies\u0101r\u0146ojumu&#8221;, kas paredz p\u0101r\u0146emt ES ETS un ETS2 darb\u012bbu regul\u0113jo\u0161\u0101s ES direkt\u012bvas.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Likumprojekts ir izstr\u0101d\u0101ts, lai pilnveidotu un aktualiz\u0113tu klimata politikas regul\u0113jumu ETS darb\u012bbai Latvij\u0101, vienlaic\u012bgi aktualiz\u0113jot likuma saturu, ietverot izmai\u0146as atbilsto\u0161i instit\u016bciju reorganiz\u0101cij\u0101m. Turkl\u0101t kop\u0161 2001. gada likum\u0101 ir veikts 21 groz\u012bjums, l\u012bdz ar to taj\u0101 ietvert\u0101s ETS ties\u012bbu normas ir k\u013cuvu\u0161as nep\u0101rskat\u0101mas un nepiecie\u0161ams veikt to strukt\u016bras p\u0101rk\u0101rto\u0161anu.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Likumprojekt\u0101 iek\u013cauta jauna noda\u013ca attiec\u012bb\u0101 uz ES emisijas kvotu tirdzniec\u012bbas sist\u0113mu, kas ietver regul\u0113jumu par ETS un ETS2 darb\u012bbu, ieskaitot nosac\u012bjumus, pras\u012bbas, at\u013caujas un pien\u0101kumus. No cit\u0101m noda\u013c\u0101m nosac\u012bjumi attiec\u012bb\u0101 uz ETS ir iz\u0146emti.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Likuma groz\u012bjumos ar\u012b noteiktas pras\u012bbas, kuras attiecas uz operatoru, gaisa ku\u0123a operatoru un ku\u0123o\u0161anas sabiedr\u012bbu vai degvielas un kurin\u0101m\u0101 operatoru darb\u012bb\u0101m. Tiek noteikts, ka operatoriem ir j\u0101veic t\u0101di pas\u0101kumi, kuri veicin\u0101s siltumn\u012bcas efekta g\u0101zu (SEG) emisiju samazin\u0101jumu. Lai noteiktu emit\u0113to SEG emisiju daudzuma izmai\u0146as, operatoriem b\u016bs j\u0101veic rad\u012bto SEG emisiju monitorings.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Valsts vides dienestam (VVD) b\u016bs pien\u0101kums noteikt, kuras iek\u0101rtas atbilst darb\u012bb\u0101m, kur\u0101m ir nepiecie\u0161ama SEG at\u013cauja. Gad\u012bjum\u0101, ja operators darbosies bez der\u012bgas SEG at\u013caujas, VVD, savas kompetences robe\u017e\u0101s var\u0113s izdot administrat\u012bvo aktu par operatora iek\u0101rtas darb\u012bbas p\u0101rtrauk\u0161anu.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">T\u0101pat likum\u0101 iek\u013cauti groz\u012bjumi attiec\u012bb\u0101 uz ETS2 ievie\u0161anu Latvij\u0101. Tas aptvers degvielas un kurin\u0101m\u0101 pat\u0113ri\u0146u \u0113k\u0101s, transport\u0101 un papildu sektoros (r\u016bpniec\u012bbas nozar\u0113s, uz kur\u0101m neattiecas eso\u0161\u0101 ETS). ETS2 ir izveidota, papla\u0161inot ETS, un sist\u0113m\u0101m ir l\u012bdz\u012bgi p\u0101rvald\u012bbas principi, vienlaic\u012bgi abu sist\u0113mu emisijas kvotu attiecin\u0101\u0161anas princips ir at\u0161\u0137ir\u012bgs un tirdzniec\u012bba ar kvot\u0101m ir nodal\u012bta. S\u0101kot ar 2028. gadu, ETS2 emisijas kvotas degvielas un kurin\u0101m\u0101 operatoriem j\u0101nodod atbilsto\u0161i pat\u0113ri\u0146am nodot\u0101s degvielas un kurin\u0101m\u0101 daudzumam ETS2 tv\u0113ruma darb\u012bb\u0101m. Emisiju apjoms tiks noteikts netie\u0161i, balstoties uz izlietot\u0101s degvielas vai kurin\u0101m\u0101 daudzumu, kas nodots pat\u0113ri\u0146am tirg\u016b.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Par degvielas un kurin\u0101m\u0101 operatoriem k\u013c\u016bs degvielas un kurin\u0101m\u0101 p\u0101rdev\u0113ji, kuri Latvij\u0101 nodod pat\u0113ri\u0146am degvielu vai kurin\u0101mo un kuriem j\u0101sa\u0146em VVD izsniegt\u0101 SEG at\u013cauja.
