Tom\u0113r \u0161is solis ir saist\u012bts ar\u012b ar pieaugo\u0161\u0101m izmaks\u0101m valsts par\u0101da apkalpo\u0161an\u0101, kas n\u0101kamgad vien var\u0113tu sasniegt iespaid\u012bgu summu \u2013 713 miljonus eiro.<\/p>\n<p>Lai gan vald\u012bba ir n\u0101kusi klaj\u0101 ar 2026. gada bud\u017eeta projektu, tas izsauc diskusijas un ba\u017eas soci\u0101lajos partneros, jo \u012bpa\u0161i Latvijas Darba dev\u0113ju konfeder\u0101cij\u0101 (LDDK). K\u0101 piektdien, 10. oktobr\u012b, Nacion\u0101l\u0101s tr\u012bspus\u0113j\u0101s sadarb\u012bbas padomes (NTSP) s\u0113d\u0113 nor\u0101d\u012bja LDDK \u0123ener\u0101ldirektors Kaspars Gork\u0161s, organiz\u0101cija atbalsta finans\u0113juma palielin\u0101\u0161anu aizsardz\u012bbai, ta\u010du nav mier\u0101 ar pa\u0161u bud\u017eeta projektu un t\u0101 virz\u012b\u0161anu uz Saeimu. Galvenais iemesls ir nepietiekami samazin\u0101ti publiskie izdevumi un neskaidr\u012bba par to, k\u0101 tiks segtas visas valsts vajadz\u012bbas.<\/p>\n<p>Vald\u012bbas priorit\u0101tes un soci\u0101lo partneru kritika<\/p>\n<p>Ministru prezidente Evika Sili\u0146a uzsv\u0113rusi, ka 2026. gada bud\u017eets ir apliecin\u0101jums sabiedr\u012bbai par valsts augst\u0101kaj\u0101m priorit\u0101t\u0113m: dro\u0161\u012bbu, r\u016bp\u0113m par \u0123imen\u0113m un ekonomisko att\u012bst\u012bbu. Bud\u017eeta projekt\u0101 paredz\u0113ts, ka valsts konsolid\u0113t\u0101 bud\u017eeta ie\u0146\u0113mumi pieaugs par 944,6 miljoniem eiro, sasniedzot 16,1 miljardu eiro, bet izdevumi \u2013 17,9 miljardu eiro apm\u0113r\u0101. Iek\u0161zemes kopprodukts (IKP) n\u0101kamgad prognoz\u0113ts 43,9 miljardu eiro, bet vid\u0113j\u0101 infl\u0101cija \u2013 2,3%. Fisk\u0101l\u0101s discipl\u012bnas likum\u0101 noteiktais par\u0101da nosac\u012bjums (60% no IKP) tiks iev\u0113rots, jo valsts par\u0101ds prognoz\u0113ts ap 48,2% no IKP 2026. gad\u0101, kas ir sal\u012bdzin\u0101ms ar cit\u0101m Eiropas valst\u012bm. Tom\u0113r \u0161is r\u0101d\u012bt\u0101js ir tuv\u0101k robe\u017eai, nek\u0101 v\u0113l\u0113tos daudzi.<\/p>\n<p>LDDK jau iepriek\u0161, gan 2025. gada janv\u0101r\u012b, gan ar\u012b cit\u0101s NTSP s\u0113d\u0113s, ir nor\u0101d\u012bjusi, ka nepiecie\u0161ams samazin\u0101t izdevumus vismaz 850 miljonu eiro apm\u0113r\u0101. Tom\u0113r ministrijas l\u012bdz \u0161im ir sp\u0113ju\u0161as rast tikai nelielus ietaup\u012bjumus, nesasniedzot pat noteikto 150 miljonu m\u0113r\u0137i. LDDK prezidents Andris Bite ir kritiski izteicies, ka vald\u012bbas pied\u0101v\u0101tie izdevumu samazin\u0101jumi ir nepietiekami un sabiedr\u012bba tiek maldin\u0101ta par pas\u0101kumu patieso apjomu un ietekmi. Vi\u0146\u0161 nor\u0101d\u012bjis, ka ministrijas nav izpild\u012bju\u0161as pat Ministru kabineta doto uzdevumu samazin\u0101t bud\u017eetu 150 miljonu apm\u0113r\u0101 un efektiviz\u0113t valsts p\u0101rvaldi, uzsverot, ka valsts dz\u012bvojusi uz par\u0101da un pied\u0101v\u0101 b\u016btiski k\u0101pin\u0101t aiz\u0146em\u0161an\u0101s apm\u0113rus. &#8220;Par\u0101da uztur\u0113\u0161ana ap\u0113d valsts att\u012bst\u012bbu (nav naudas priorit\u0101t\u0113m),&#8221; br\u012bdin\u0101jis Bite.<\/p>\n<p>Par sp\u012bti kritikai, vald\u012bba ir ap\u0146\u0113m\u012bbas pilna stiprin\u0101t valsts dro\u0161\u012bbu. Lai gan bud\u017eeta izdevumi kopum\u0101 samazin\u0101sies l\u012bdz 47% no IKP (sal\u012bdzinot ar 47,5% \u0161ogad), ir paredz\u0113ts iev\u0113rojams izdevumu pieaugums aizsardz\u012bbai. Tiek prognoz\u0113ts, ka aizsardz\u012bbas un iek\u0161\u0113j\u0101s dro\u0161\u012bbas pas\u0101kumu \u012bsteno\u0161anai paredz\u0113tais finans\u0113jums \u013caus aizsardz\u012bbas izdevumiem n\u0101kamgad sasniegt 4,9% no IKP. 2027. gad\u0101 \u0161im nol\u016bkam pl\u0101nots novirz\u012bt 507,7 miljonus eiro, bet 2028. gad\u0101 \u2013 720,5 miljonus eiro. Tas ir b\u016btisks solis ce\u013c\u0101 uz NATO noteikto m\u0113r\u0137u sasnieg\u0161anu un valsts dro\u0161\u012bbas garant\u0113\u0161anu.<\/p>\n<p>Par\u0101da apkalpo\u0161anas izmaksas \u2013 spiediens uz bud\u017eetu<\/p>\n<p>Viena no b\u016btisk\u0101kaj\u0101m ba\u017e\u0101m, ko rada pieaugo\u0161ie aizsardz\u012bbas izdevumi un kop\u0113jais bud\u017eeta defic\u012bts, ir valsts par\u0101da apkalpo\u0161anas izmaksu pieaugums. K\u0101 liecina Valsts kases prognozes, 2026. gad\u0101 valsts bud\u017eetam par par\u0101da dz\u0113\u0161anu un procentu maks\u0101jumiem b\u016bs j\u0101atv\u0113l\u0113 aptuveni 2,2 miljardi eiro. Savuk\u0101rt procentu izdevumi vien 2026. gad\u0101 prognoz\u0113ti ap 600 miljoniem eiro, bet n\u0101kamajos gados tie turpin\u0101s pieaugt, sasniedzot pat 713 miljonus eiro vien par\u0101du apkalpo\u0161anai. <\/p>\n<p>Lai gan Latvijas valsts par\u0101ds joproj\u0101m ir zem\u0101ks nek\u0101 vid\u0113ji Eiropas Savien\u012bbas valst\u012bs, t\u0101 pieauguma tempi un nepiecie\u0161am\u012bba stingri kontrol\u0113t fisk\u0101lo politiku ir aktu\u0101la diskusiju t\u0113ma. Valsts kases apl\u0113ses liecina, ka 2025. gada beig\u0101s Latvijas valsts par\u0101ds var\u0113tu sasniegt 20,5 miljardus eiro jeb 49% no IKP, savuk\u0101rt 2026. gad\u0101 tas prognoz\u0113ts 22,2 miljardu eiro jeb 51% no IKP. V\u0113l piesardz\u012bg\u0101kas prognozes, piem\u0113ram, no Finan\u0161u ministrijas, paredz, ka valsts par\u0101ds var\u0113tu pieaugt l\u012bdz 56,4% no IKP 2029. gada beig\u0101s.<\/p>\n<p>\u0160\u012b situ\u0101cija prasa r\u016bp\u012bgu pl\u0101no\u0161anu un atbild\u012bgu r\u012bc\u012bbu, lai nodro\u0161in\u0101tu valsts finansi\u0101lo stabilit\u0101ti ilgtermi\u0146\u0101. Lai gan vald\u012bba ir ap\u0146\u0113musies samazin\u0101t izdevumus un efekt\u012bv\u0113t valsts p\u0101rvaldi, soci\u0101lie partneri uzskata, ka \u0161ie pas\u0101kumi nav pietiekami ambiciozi.
