{"id":20845,"date":"2025-10-14T08:20:07","date_gmt":"2025-10-14T08:20:07","guid":{"rendered":"https:\/\/www.europesays.com\/lv\/20845\/"},"modified":"2025-10-14T08:20:07","modified_gmt":"2025-10-14T08:20:07","slug":"fdp-finansejums-aizsardzibai-ir-atrasts-uz-valsts-parada-pieauguma-rekina-dienas-bizness","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/lv\/20845\/","title":{"rendered":"FDP: Finans\u0113jums aizsardz\u012bbai ir atrasts uz valsts par\u0101da pieauguma r\u0113\u0137ina :: Dienas Bizness"},"content":{"rendered":"<p class=\"text-font font-size--text-xlarge margin-3--bottom font-weight--bold padding-1--top\">Latvij\u0101 papildu finans\u0113jums aizsardz\u012bbai n\u0101kam\u0101 gada bud\u017eet\u0101 ir atrasts galvenok\u0101rt uz valsts par\u0101da pieauguma r\u0113\u0137ina, nevis samazinot bud\u017eeta izdevumus, nor\u0101da Fisk\u0101l\u0101s discipl\u012bnas padome (FDP), izv\u0113rt\u0113jot Finan\u0161u ministrijas sagatavoto 2026. gada valsts bud\u017eeta un 2026. &#8211; 2028. gada vid\u0113ja termi\u0146a bud\u017eeta ietvara projektu.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">FDP atz\u012bst, ka bud\u017eeta projekt\u0101 gan Eiropas Savien\u012bbas (ES), gan nacion\u0101lie fisk\u0101lie nosac\u012bjumi tiek iev\u0113roti, tom\u0113r ir izv\u0113l\u0113ts vienk\u0101r\u0161\u0101kais ce\u013c\u0161 &#8211; finans\u0113jums aizsardz\u012bbai palielin\u0101ts, audz\u0113jot par\u0101du.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">FDP sav\u0101 uzraudz\u012bbas zi\u0146ojum\u0101 aicina vald\u012bbu izvirz\u012bt ambicioz\u0101kus m\u0113r\u0137us izdevumu samazin\u0101\u0161an\u0101 un savlaic\u012bgi rast struktur\u0101lu, ilgtsp\u0113j\u012bgu risin\u0101jumu aizsardz\u012bbas izdevumu finans\u0113\u0161anai, lai tie neb\u016btu atkar\u012bgi no par\u0101da palielin\u0101\u0161anas.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Padom\u0113 nor\u0101da, ka bud\u017eeta projekts tiek sagatavots laik\u0101, kad \u0123eopolitisk\u0101 spriedze re\u0123ion\u0101 turpina pieaugt un izdevumi valsts dro\u0161\u012bbai un aizsardz\u012bbai ir k\u013cuvu\u0161i par absol\u016btu priorit\u0101ti. 2025. gada j\u016blij\u0101 ES Padome iedarbin\u0101ja Stabilit\u0101tes un izaugsmes pakta valsts iz\u0146\u0113muma klauzulu, kas \u013cauj dal\u012bbvalst\u012bm, tostarp ar\u012b Latvijai, \u012bslaic\u012bgi atk\u0101pties no fisk\u0101l\u0101s discipl\u012bnas noteikumiem, palielinot izdevumus aizsardz\u012bbai.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Tom\u0113r FDP v\u0113r\u0161 uzman\u012bbu uz pieaugo\u0161o valsts par\u0101du un procentu maks\u0101jumu slogu, kas var ierobe\u017eot bud\u017eeta elast\u012bbu un apdraud\u0113t fisk\u0101lo stabilit\u0101ti n\u0101kotn\u0113 p\u0113c 2029. gada, \u012bpa\u0161i, ja ekonomikas izaugsme b\u016bs l\u0113n\u0101ka, nek\u0101 prognoz\u0113ts.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">\u0160\u012b iemesla d\u0113\u013c FDP ieskat\u0101 jau savlaic\u012bgi j\u0101rod struktur\u0101ls un ilgtsp\u0113j\u012bgs risin\u0101jums aizsardz\u012bbas izdevumu finans\u0113\u0161anai, jo pret\u0113j\u0101 gad\u012bjum\u0101 neb\u016bs iesp\u0113jams vienlaikus nodro\u0161in\u0101t valsts par\u0101da samazin\u0101\u0161anos vai notur\u0113\u0161anu ilgtsp\u0113j\u012bg\u0101 l\u012bmen\u012b, saglab\u0101t ap\u0146em\u0161anos par aizsardz\u012bbas izdevumu apjomu un turpin\u0101t uztur\u0113t no bud\u017eeta finans\u0113tas nozares, tostarp vesel\u012bbas apr\u016bpi un izgl\u012bt\u012bbu.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">FDP atz\u012bm\u0113, ka Latvij\u0101 visp\u0101r\u0113j\u0101s vald\u012bbas par\u0101ds 2025. gad\u0101 prognoz\u0113ts 49% apm\u0113r\u0101 no iek\u0161zemes kopprodukta (IKP), savuk\u0101rt vid\u0113j\u0101 termi\u0146\u0101, nemainoties ekonomikas izaugsmes tempam un bez papildu politiskas r\u012bc\u012bbas tas pieaugs &#8211; 2026. gad\u0101 tas prognoz\u0113ts 51% no IKP, 2027. un 2028. gad\u0101 &#8211; 55% no IKP.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Procentu maks\u0101jumu prognozes liecina, ka par\u0101da apkalpo\u0161anas izdevumi b\u016btiski pieaugs, ierobe\u017eojot fisk\u0101lo telpu citu valstiski noz\u012bm\u012bgu iniciat\u012bvu finans\u0113\u0161anai, uzsver FDP. Lai gan Latvija attiec\u012bb\u0101 uz par\u0101du pa\u0161laik iev\u0113ro 60% no IKP robe\u017ev\u0113rt\u012bbu, fisk\u0101l\u0101 slodze pieaugs un pras\u012bs arvien stingr\u0101ku pieeju t\u0113ri\u0146u samazin\u0101\u0161anai un ie\u0146\u0113mumu palielin\u0101\u0161anai, uzlabojot nodok\u013cu iekas\u0113\u0161anu, akcent\u0113 FDP.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Padomes priek\u0161s\u0113d\u0113t\u0101ja Inna \u0160teinbuka uzsver, ka n\u0101kotn\u0113, izaugsmes gados, nepiecie\u0161ama pak\u0101peniska par\u0101da samazin\u0101\u0161ana un bud\u017eeta orient\u0113\u0161ana uz ekonomikas konkur\u0113tsp\u0113ju, palielinot invest\u012bcijas, k\u0101 ar\u012b p\u0113tniec\u012bbas un att\u012bst\u012bbas izdevumus.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">P\u0113c FDP paust\u0101, bud\u017eeta izstr\u0101de balst\u012bta uz apstiprin\u0101taj\u0101m makroekonomikas prognoz\u0113m, 2025. gad\u0101 paredzot IKP pieaugumu 1,1% apm\u0113r\u0101 un 2026. gad\u0101 2,1% apm\u0113r\u0101.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Konsolid\u0113t\u0101 kopbud\u017eeta nodok\u013cu ie\u0146\u0113mumi 2026. gad\u0101 tiek pl\u0101noti 15,2 miljardu eiro apm\u0113r\u0101, kas ir par 5,4% vair\u0101k, nek\u0101 tiek prognoz\u0113ts 2025. gadam. Ar\u012b FDP nodok\u013cu prognozes ir \u013coti l\u012bdz\u012bgas. 2026. gad\u0101 nodok\u013cu ie\u0146\u0113mumu pieaugums tiek prognoz\u0113ts 5,4%, tas ir strauj\u0101ks, nek\u0101 prognoz\u0113tais nomin\u0101l\u0101 IKP pieaugums 4,7%.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">FDP nor\u0101da, ka ar\u012b \u0161ogad nodok\u013cu ie\u0146\u0113mumu pieaugums ir strauj\u0101ks nek\u0101 nomin\u0101l\u0101 IKP pieaugums &#8211; pirmaj\u0101 pusgad\u0101 iekas\u0113ts par 5,8% vair\u0101k nek\u0101 pirms gada, bet nomin\u0101lais IKP audzis par 4,4%, tas var\u0113tu liecin\u0101t par Valsts ie\u0146\u0113mumu dienesta efekt\u012bv\u0101ku nodok\u013cu iekas\u0113\u0161anu.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Publisk\u0101 sektora efektiviz\u0101cijas un visp\u0101r\u0113j\u0101s vald\u012bbas izdevumu samazin\u0101\u0161anas ietvar\u0101 izdevumi 2026. gadam samazin\u0101ti par 171,1 miljonu eiro. B\u016btisku da\u013cu samazin\u0101juma jeb 58,7 miljonus eiro veido preciz\u0113t\u0101 nodok\u013cu reformas ietekmes kompens\u0101cija pa\u0161vald\u012bb\u0101m.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">FDP neuzskata preciz\u0113to nodok\u013cu reformas ietekmes kompens\u0101ciju par izdevumu samazin\u0101jumu, jo tas nav struktur\u0101ls izdevumu samazin\u0101jums. T\u0101p\u0113c faktiskais izdevumu samazin\u0101jums 2026. gadam ir 112,4 miljoni eiro, uzsver FDP. \u0145emot v\u0113r\u0101 ierobe\u017eoto fisk\u0101lo telpu tuv\u0101kajos gadus, FDP aicina vald\u012bbu izvirz\u012bt ambicioz\u0101kus m\u0113r\u0137us bud\u017eeta izdevumu samazin\u0101\u0161an\u0101, lai ierobe\u017eotu valsts par\u0101da pieaugumu un t\u0101 apkalpo\u0161anas izmaksas.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Padom\u0113 ar\u012b akcent\u0113, ka aizsardz\u012bbas izdevumu finans\u0113\u0161ana tiek nodro\u0161in\u0101ta valsts iz\u0146\u0113muma klauzulas ietvaros, izmantojot SAFE instrumenta 971,5 miljonus eiro 2026. &#8211; 2028. gad\u0101, tom\u0113r kop\u0113jais finans\u0113jums var tikt palielin\u0101ts bud\u017eeta apropri\u0101ciju p\u0101rdales d\u0113\u013c.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Priorit\u0101rais finans\u0113jums paredz\u0113ts 693,5 miljoni eiro 2026. gad\u0101, no t\u0101 65% novirz\u012bti aizsardz\u012bbai un iek\u0161\u0113jai dro\u0161\u012bbai, 2027. gad\u0101 &#8211; 724,8 miljoni eiro ar 70% aizsardz\u012bbai, bet 2028. gad\u0101 &#8211; 935,9 miljoni eiro ar 77% aizsardz\u012bbai. FDP nor\u0101da, ka \u0161\u012b elast\u012bba uz laiku mazin\u0101s fisk\u0101los ierobe\u017eojumus, tom\u0113r ilgtermi\u0146\u0101 ietekm\u0113s gan visp\u0101r\u0113j\u0101s vald\u012bbas bud\u017eeta bilanci, gan valsts par\u0101du, un l\u012bdz ar to nepiecie\u0161ams mekl\u0113t struktur\u0101lus risin\u0101jumus fisk\u0101l\u0101s ilgtsp\u0113jas nodro\u0161in\u0101\u0161anai. FDP ar\u012b aicina vald\u012bbu pla\u0161\u0101k ieviest uz sniegumu balst\u012btu bud\u017eeta pl\u0101no\u0161anu, lai palielin\u0101tu fisk\u0101lo efektivit\u0101ti.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Vienlaikus FDP br\u012bdina par b\u016btiskiem vid\u0113ja termi\u0146a riskiem, kas var apdraud\u0113t ekonomikas izaugsmi un fisk\u0101lo stabilit\u0101ti. T\u0101 ir \u0123eopolitisk\u0101 spriedze un Krievijas agresijas sekas Ukrain\u0101, ASV tirdzniec\u012bbas politikas izmai\u0146as un jaunie muitas tarifi, valsts kapit\u0101lsabiedr\u012bbu potenci\u0101l\u0101s saist\u012bbas, &#8220;Rail Baltica&#8221; projekta izmaksas, k\u0101 ar\u012b valsts par\u0101da apkalpo\u0161anas izdevumu straujais pieaugums. FDP ieskat\u0101 \u0161ie faktori kopum\u0101 var ierobe\u017eot bud\u017eeta defic\u012bta p\u0101rvald\u012bbu un fisk\u0101lo telpu cit\u0101m valstiski noz\u012bm\u012bg\u0101m iniciat\u012bv\u0101m.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Jau v\u0113st\u012bts, ka Ministru kabinets otrdien pl\u0101no izskat\u012bt Finan\u0161u ministrijas sagatavoto visp\u0101r\u0113j\u0101s vald\u012bbas bud\u017eeta pl\u0101na projektu 2026. gadam, kas tiks iesniegts apstiprin\u0101\u0161anai Eiropas Komisij\u0101 (EK).<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Saeim\u0101 2026. gada bud\u017eeta likumprojektu paketi paredz\u0113ts iesniegt tre\u0161dien, 15. oktobr\u012b.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">FDP ir neatkar\u012bga kole\u0123i\u0101la instit\u016bcija, kas izveidota ar m\u0113r\u0137i nodro\u0161in\u0101t fisk\u0101l\u0101s discipl\u012bnas nosac\u012bjumu iev\u0113ro\u0161anas uzraudz\u012bbu.
