{"id":27337,"date":"2025-10-21T14:52:08","date_gmt":"2025-10-21T14:52:08","guid":{"rendered":"https:\/\/www.europesays.com\/lv\/27337\/"},"modified":"2025-10-21T14:52:08","modified_gmt":"2025-10-21T14:52:08","slug":"rail-baltica-projektam-pieskir-vel-25-miljonus-eiro-no-valsts-budzeta","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/lv\/27337\/","title":{"rendered":"&#8220;Rail Baltica&#8221; projektam pie\u0161\u0137ir v\u0113l 25 miljonus eiro no valsts bud\u017eeta"},"content":{"rendered":"<p>Vald\u012bba otrdien atbalst\u012bja 25,55 miljonu eiro valsts bud\u017eeta l\u012bdzfinans\u0113jumu Eiropas Komisijas (EK) atbalst\u012btaj\u0101m dzelzce\u013ca &#8220;Rail Baltica&#8221; projekta Latvijas aktivit\u0101t\u0113m, a\u0123ent\u016bru LETA inform\u0113ja ministrij\u0101.<\/p>\n<p>Papildu valsts bud\u017eeta l\u012bdzfinans\u0113jums 1,69 miljonu eiro apm\u0113r\u0101 pie\u0161\u0137irts kopuz\u0146\u0113muma AS &#8220;RB Rail&#8221; Latvijas da\u013cai.<\/p>\n<p>Ministrij\u0101 skaidro, ka pie\u0161\u0137irtais l\u012bdzfinans\u0113jums ir b\u016btisks priek\u0161nosac\u012bjums EK pie\u0161\u0137irt\u0101 atbalsta sa\u0146em\u0161anai un finans\u0113\u0161anas l\u012bguma nosl\u0113g\u0161anai ar Eiropas klimata, inov\u0101ciju un t\u012bklu izpilda\u0123ent\u016bru (CINEA).<\/p>\n<p>Ministrij\u0101 nor\u0101da, ka 2024. gada Eiropas infrastrukt\u016bras savieno\u0161anas instrumenta (EISI) finans\u0113juma uzsaukum\u0101 &#8220;Rail Baltica&#8221; b\u016bvniec\u012bbai Latvij\u0101 un cit\u0101m saist\u012btaj\u0101m aktivit\u0101t\u0113m kopum\u0101 pie\u0161\u0137irts finans\u0113jums 170,35 miljonu eiro apm\u0113r\u0101, no kuriem pamattrases b\u016bvniec\u012bbai paredz\u0113ti 155,47 miljoni eiro.<\/p>\n<p>No kop\u0113j\u0101 pie\u0161\u0137irt\u0101 finans\u0113juma 144,79 miljonus eiro nodro\u0161ina EISI, savuk\u0101rt nepiecie\u0161amais Latvijas valsts bud\u017eeta l\u012bdzfinans\u0113jums 15% apm\u0113r\u0101 veido 25,55 miljonus eiro.<\/p>\n<p>Finans\u0113jums pie\u0161\u0137irts Latvijas aktivit\u0101t\u0113m no Koh\u0113zijas aploksnes, kam pieteikumus var\u0113ja iesniegt tikai Koh\u0113zijas fonda 15 dal\u012bbvalstis. P\u0113c ministrij\u0101 teikt\u0101, \u0161is projekta pieteikums ir sa\u0146\u0113mis v\u0113sturiski visaugst\u0101ko nov\u0113rt\u0113jumu, sal\u012bdzinot ar citiem iepriek\u0161\u0113jiem EISI projektu pieteikumiem, un \u013caus Latvijai turpin\u0101t s\u0101kto pamattrases b\u016bvniec\u012bbu posm\u0101 no Latvijas\/Lietuvas robe\u017eas l\u012bdz Salaspilij.<\/p>\n<p>Tostarp ar \u0161o finans\u0113jumu tiks nodro\u0161in\u0101ta dzelzce\u013ca uzb\u0113ruma izb\u016bve \u010detros pamattrases dienvidu posmos, kop\u0113j\u0101 garum\u0101 sasniedzot 13,3 kilometrus. Darbu laik\u0101 paredz\u0113ta piek\u013cuves un apkopes ce\u013cu izb\u016bve, \u016bdens novad\u012b\u0161anas sist\u0113mu ier\u012bko\u0161ana, in\u017eenierkomunik\u0101ciju izb\u016bve, k\u0101 ar\u012b citi uzb\u0113ruma b\u016bvniec\u012bbai nepiecie\u0161amie darbi. Papildus tiks nodro\u0161in\u0101ta b\u016bvdarbu uzraudz\u012bba un kontrole.<\/p>\n<p>Finans\u0113jums tiks novirz\u012bts ar\u012b &#8220;Rail Baltica&#8221; elektrifik\u0101cijas tehnisk\u0101 projekta izstr\u0101dei posm\u0101 Upeslejas-Latvijas\/Lietuvas robe\u017ea (pirm\u0101 k\u0101rta) un projekta ievie\u0161anas atbalsta pas\u0101kumiem. Finans\u0113jums segs FIDIC in\u017eeniera pakalpojumus, lai nodro\u0161in\u0101tu elektrifik\u0101cijas tehnisko projektu izstr\u0101des uzraudz\u012bbu un atbilst\u012bbu glob\u0101l\u0101 projekta pras\u012bb\u0101m, k\u0101 ar\u012b b\u016bvprojekta ekspert\u012bzes izmaksas.<\/p>\n<p>T\u0101pat finans\u0113jums segs kopuz\u0146\u0113muma &#8220;RB Rail&#8221; Latvijas aktivit\u0101tes, k\u0101 ar\u012b Latvijas da\u013cu no glob\u0101l\u0101 projekta horizont\u0101l\u0101m aktivit\u0101t\u0113m, kur\u0101m nepiecie\u0161amo l\u012bdzfinans\u0113jumu vien\u0101d\u0101s da\u013c\u0101s nodro\u0161ina tr\u012bs Baltijas valstis.<\/p>\n<p>Finans\u0113\u0161anas l\u012bguma parakst\u012b\u0161ana ar CINEA ir pl\u0101nota l\u012bdz ceturtdienai, 23. oktobrim, savuk\u0101rt pie\u0161\u0137irtais finans\u0113jums j\u0101izmanto l\u012bdz 2029. gada beig\u0101m.<\/p>\n<p>Papildus pie\u0161\u0137irtajam valsts bud\u017eeta l\u012bdzfinans\u0113jumam vald\u012bba pie\u0161\u0137\u012bra l\u012bdzek\u013cus pievienot\u0101s v\u0113rt\u012bbas nodok\u013ca (PVN) kompens\u0113\u0161anai 34,78 miljonu eiro apm\u0113r\u0101 Latvijas aktivit\u0101t\u0113m, 1,87 miljonu eiro apm\u0113r\u0101 kopuz\u0146\u0113muma &#8220;RB Rail&#8221; aktivit\u0101t\u0113m.<\/p>\n<p>Ministrij\u0101 uzsver, ka l\u012bdz \u0161im &#8220;Rail Baltica&#8221; projekts ir sa\u0146\u0113mis l\u012bdz 85% EISI l\u012bdzfinans\u0113jumu, kam\u0113r vid\u0113ji citiem projektiem Eirop\u0101 pie\u0161\u0137irtais EK finans\u0113jums ir 30-50% apm\u0113r\u0101.<\/p>\n<p>Jau v\u0113st\u012bts, ka atbilsto\u0161i &#8220;RB Rail&#8221; inform\u0101cijai &#8220;Rail Baltica&#8221; pirm\u0101s k\u0101rtas izmaksas Baltij\u0101 var\u0113tu sasniegt 14,3 miljardus eiro, no tiem Latvij\u0101 &#8211; 5,5 miljardus eiro, tom\u0113r ir iesp\u0113jams potenci\u0101ls ietaup\u012bjums l\u012bdz 500 miljoniem eiro no tehnisko risin\u0101jumu optimiz\u0101cijas, k\u0101 ar\u012b ir iesp\u0113jami citi ietaup\u012bjumi.<\/p>\n<p>Kop\u0113j\u0101s projekta izmaksas atbilsto\u0161i izmaksu un ieguvumu anal\u012bzei Baltij\u0101 var sasniegt 23,8 miljardus eiro. Iepriek\u0161\u0113j\u0101 izmaksu un ieguvumu anal\u012bz\u0113 2017. gad\u0101 tika l\u0113sts, ka projekts kopum\u0101 izmaks\u0101s 5,8 miljardus eiro.<\/p>\n<p>&#8220;Rail Baltica&#8221; projekts paredz izveidot Eiropas standarta slie\u017eu platuma dzelzce\u013ca l\u012bniju no Tallinas l\u012bdz Lietuvas un Polijas robe\u017eai, lai t\u0101l\u0101k ar dzelzce\u013cu Baltijas valstis b\u016btu iesp\u0113jams savienot ar cit\u0101m Eiropas valst\u012bm.
