Lai gan b\u016bvniec\u012bbas nozare tie\u0161i netika iesaist\u012bta likuma groz\u012bjumu izstr\u0101des proces\u0101, LBA atbalsta pied\u0101v\u0101to radik\u0101lo Publisko iepirkumu likuma (PIL) reformu, jo t\u0101 paredz ieviest sam\u0113r\u012bg\u0101kus un skaidr\u0101kus noteikumus, mazinot birokr\u0101tiju un liekas izmaksas.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Kup\u010ds uzsv\u0113ra, ka \u012bpa\u0161i b\u016btisks ir pied\u0101v\u0101tais solis b\u016btiski paaugstin\u0101t publisko iepirkumu sliek\u0161\u0146us l\u012bdz Eiropas Savien\u012bbas (ES) noteiktaj\u0101m robe\u017ev\u0113rt\u012bb\u0101m, mainot b\u016bvdarbu iepirkumu slieksni no pa\u0161reiz\u0113jiem 20 000 eiro uz 5,538 miljoniem eiro. Kup\u010ds skaidroja, ka tas radik\u0101li main\u012bs pas\u016bt\u012bjumu organiz\u0113\u0161anas praksi un dos iesp\u0113ju pas\u016bt\u012bt\u0101jiem \u0101tr\u0101k uzs\u0101kt projektus, ta\u010du vienlaikus tas iev\u0113rojami palielina riskus, ja netiks nodro\u0161in\u0101ta pas\u016bt\u012bt\u0101ju profesionalit\u0101te un caurskat\u0101m\u012bba.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">&#8220;Tie\u0161i \u0161eit sl\u0113pjas liel\u0101kais izaicin\u0101jums &#8211; nodro\u0161in\u0101t, ka ar\u012b augst\u0101ku sliek\u0161\u0146u apst\u0101k\u013cos iepirkumi ir atkl\u0101ti, dokument\u0113ti un redzami visiem tirgus dal\u012bbniekiem, mazinot risku, ka pas\u016bt\u012bt\u0101js izv\u0113las form\u0101las vai pat negod\u012bgas sh\u0113mas un piespie\u017e nozari iesaist\u012bties proces\u0101, kur konkurences iesp\u0113jas faktiski neeksist\u0113,&#8221; pauda Kup\u010ds.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Reformai, vi\u0146apr\u0101t, j\u0101nodro\u0161ina ne tikai \u0101tr\u0101ks un vienk\u0101r\u0161\u0101ks process, bet ar\u012b kvalitat\u012bva konkurence, kas rezult\u0113jas lab\u0101kos projektos sabiedr\u012bbas interes\u0113s.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Svar\u012bgs aspekts esot ar\u012b za\u013c\u0101 publisk\u0101 iepirkuma krit\u0113riji. Reforma tos paredz iz\u0146emt no PIL k\u0101 oblig\u0101tu pras\u012bbu un p\u0101rvietot uz sekund\u0101ro m\u0113r\u0137u kategoriju, ta\u010du tas nedr\u012bkstot v\u0101jin\u0101t virz\u012bbu uz ilgtsp\u0113j\u012bgu b\u016bvniec\u012bbu. Kup\u010ds uzsv\u0113ra, ka Eiropas regulas nosaka skaidrus m\u0113r\u0137us, un \u0161os principus ir j\u0101integr\u0113 Latvijas iepirkumu sist\u0113m\u0101 nevis p\u0113d\u0113j\u0101 br\u012bd\u012b, bet jau tagad &#8211; padarot ilgtsp\u0113j\u012bgu b\u016bvniec\u012bbu par normu, nevis iz\u0146\u0113mumu.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">&#8220;No b\u016bvniec\u012bbas procesa dal\u012bbniekiem ir dzird\u0113ts, ka kop\u0161 2024.gada sp\u0113k\u0101 eso\u0161ie za\u013c\u0101 publisk\u0101 iepirkuma krit\u0113riji ir sare\u017e\u0123\u012bti un rada \u012bsteno\u0161anas probl\u0113mas, t\u0101p\u0113c ir j\u0101str\u0101d\u0101, lai \u0161os noteikumus padar\u012btu praktiskus un piem\u0113rojamus, nevis smagn\u0113jus un neskaidrus,&#8221; uzsv\u0113ra Kup\u010d.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Ilgtsp\u0113j\u012bgam iepirkumam nevajadz\u0113tu b\u016bt b\u016btiski d\u0101rg\u0101kam &#8211; tas esot j\u0101veido k\u0101 vienk\u0101r\u0161i izmantojams un ekonomiski pamatots r\u012bks.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">T\u0101pat LBA ieskat\u0101 pozit\u012bvi v\u0113rt\u0113jams, ka reformas process tiks turpin\u0101ts un ka tiks izveidotas darba grupas, kur\u0101s \u0161ie jaut\u0101jumi tiks kvalitat\u012bvi apspriesti kop\u0101 ar nozari. Kup\u010ds uzsv\u0113ra, ka tikai iesaistot tirgus dal\u012bbniekus, iesp\u0113jams pan\u0101kt risin\u0101jumus, kas vienlaikus padara publisko iepirkumu sist\u0113mu \u0101tr\u0101ku, efekt\u012bv\u0101ku un caurskat\u0101m\u0101ku, bet ar\u012b nodro\u0161ina prognoz\u0113jamu vidi uz\u0146\u0113mumiem un \u013cauj veidot ilgtsp\u0113j\u012bgus, kvalitat\u012bvus objektus.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Jau zi\u0146ots, ka vald\u012bba 26.august\u0101 atbalst\u012bja publisko iepirkumu sist\u0113mas struktur\u0101lo reformu.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Uzklausot Finan\u0161u ministrijas (FM) sagatavoto informat\u012bvo zi\u0146ojumu, vald\u012bba atbalst\u012bja pied\u0101v\u0101tos groz\u012bjumus PIL, ar kuriem paredz\u0113ta atteik\u0161an\u0101s no nacion\u0101l\u0101 l\u012bme\u0146a mazajiem iepirkumiem, saglab\u0101jot tikai ES l\u012bmen\u012b noteiktos publisko iepirkumu sliek\u0161\u0146us &#8211; 143 000 eiro prec\u0113m un pakalpojumiem un 5,538 miljoni eiro b\u016bvdarbiem.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">T\u0101pat pl\u0101notie groz\u012bjumi likum\u0101 paredz p\u0101rskat\u012bt iepirkumu pretendentu izsl\u0113g\u0161anas noteikumus, no 12 oblig\u0101tajiem krit\u0113rijiem saglab\u0101jot tikai divus. Tostarp pl\u0101nots saglab\u0101t pras\u012bbu izsl\u0113gt pretendentu par korupciju un noziedz\u012bgiem nodar\u012bjumiem, k\u0101 ar\u012b izsl\u0113g\u0161anu par nodok\u013cu par\u0101diem. Vienlaikus reforma paredz iesp\u0113ju \u013caut pretendentam nok\u0101rtot nodok\u013cu saist\u012bbas, nevis autom\u0101tiski to izsl\u0113gt no iepirkuma k\u0101 l\u012bdz \u0161im.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">T\u0101pat groz\u012bjumi PIL paredz ilgtsp\u0113j\u012bgu iepirkumu noteikt k\u0101 vienu no likuma pamatprincipiem.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Pl\u0101nots, ka Iepirkumu uzraudz\u012bbas birojs (IUB) 2026.gada 1.janv\u0101r\u012b p\u0101r\u0146ems Elektronisko iepirkumu sist\u0113mu ar vis\u0101m t\u0101s apak\u0161sist\u0113m\u0101m &#8211; e-konkursi, e-izsoles, e-izzi\u0146as, e-pas\u016bt\u012bjumi.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">T\u0101pat vald\u012bba uzdeva pa\u0161vald\u012bb\u0101m no 2026.gada 1.janv\u0101ra s\u0101kt centraliz\u0113ti vad\u012bt publisko iepirkumu procesu pa\u0161vald\u012bb\u0101s.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">Iepriek\u0161 finan\u0161u ministrs Arvils A\u0161eradens (JV) pazi\u0146oja, ka ar pl\u0101noto publisko iepirkumu sist\u0113mas reformu potenci\u0101li var\u0113tu ietaup\u012bt 2-4% no publisko iepirkumu izdevumiem.<\/p>\n<p class=\"text-font font-size--text-xlarge margin-3--bottom\">A\u0161eradens apgalvoja, ka ar \u0161o reformu b\u016btu iesp\u0113jams par 25% sa\u012bsin\u0101t publisko iepirkumu proced\u016bras ilgumu, k\u0101 ar\u012b par 2-4% samazin\u0101t publisk\u0101 sektora izdevumus.
