Gads iez\u012bm\u0113jies ar b\u016btiskiem l\u0113mumiem dro\u0161\u012bbas finans\u0113\u0161an\u0101, invest\u012bciju vides uzlabo\u0161an\u0101, administrat\u012bv\u0101 sloga mazin\u0101\u0161an\u0101 un valsts p\u0101rvaldes efektivit\u0101tes paaugstin\u0101\u0161an\u0101, vienlaikus saglab\u0101jot atbild\u012bgu pieeju bud\u017eeta pl\u0101no\u0161anai un fisk\u0101l\u0101s discipl\u012bnas iev\u0113ro\u0161anai.<\/p>\n<p>        Dro\u0161a fisk\u0101l\u0101 politika un atbild\u012bgs valsts bud\u017eets<\/p>\n<p>Atbilsto\u0161i Eiropas Savien\u012bbas (ES) un nacion\u0101lajiem fisk\u0101lajiem noteikumiem, k\u0101 ar\u012b vald\u012bbas izvirz\u012btaj\u0101m priorit\u0101t\u0113m 2025. gad\u0101 izstr\u0101d\u0101ts likumprojekts \u201cPar valsts bud\u017eetu 2026. gadam un bud\u017eeta ietvaru 2026., 2027. un 2028. gadam\u201d. Bud\u017eet\u0101 paredz\u0113ti papildu ieguld\u012bjumi valsts dro\u0161\u012bbai, demogr\u0101fijai un izgl\u012bt\u012bbai, vienlaikus rodot l\u012bdzsvaru starp aizsardz\u012bbas vajadz\u012bb\u0101m, soci\u0101lo atbild\u012bbu un valsts fisk\u0101laj\u0101m iesp\u0113j\u0101m. Bud\u017eeta pakete sagatavota cie\u0161\u0101 dialog\u0101 ar soci\u0101lajiem un sadarb\u012bbas partneriem, tai pievienots Ministru kabineta (MK) un Latvijas Pa\u0161vald\u012bbu savien\u012bbas vieno\u0161an\u0101s un domstarp\u012bbu protokols, pan\u0101kot vair\u0101kas b\u016btiskas vieno\u0161an\u0101s ar pa\u0161vald\u012bb\u0101m. T\u0101pat sa\u0146emts pozit\u012bvs Eiropas Komisijas (EK) nov\u0113rt\u0113jums par bud\u017eeta atbilst\u012bbu vis\u0101m pras\u012bb\u0101m.<\/p>\n<p>Lai nodro\u0161in\u0101tu vald\u012bbas priorit\u0101\u0161u finans\u0113\u0161anu un vienlaikus stiprin\u0101tu publisko finan\u0161u ilgtsp\u0113ju, 2025. gad\u0101 \u012bstenoti pla\u0161i izdevumu p\u0101rskat\u012b\u0161anas un optimiz\u0101cijas pas\u0101kumi. To rezult\u0101t\u0101 valsts pamatbud\u017eeta izdevumi 2026. gad\u0101 samazin\u0101ti par 243,4 miljoniem eiro, savuk\u0101rt vid\u0113j\u0101 termi\u0146\u0101 no 2026. l\u012bdz 2028. gadam \u2013 par 844,1 miljoniem eiro. Bud\u017eeta sagatavo\u0161anas proces\u0101 aktualiz\u0113ti visp\u0101r\u0113j\u0101s vald\u012bbas bud\u017eeta bilances nov\u0113rt\u0113jumi un fisk\u0101lo risku prognozes 2025. \u2013 2029. gadam, kas kalpoja par pamatu pie\u013caujam\u0101 papildu finans\u0113juma apm\u0113ram.<\/p>\n<p>Aktiviz\u0113jot valsts iz\u0146\u0113muma klauzulu aizsardz\u012bbas izdevumiem, rasta iesp\u0113ja pie\u0161\u0137irt iev\u0113rojamu papildu finans\u0113jumu dro\u0161\u012bbai, vienlaikus nep\u0101rk\u0101pjot nacion\u0101los un ES fisk\u0101los noteikumus. Bud\u017eeta ietvar\u0101 paredz\u0113ta fisk\u0101l\u0101 nodro\u0161in\u0101juma rezerve 0,1% no iek\u0161zemes kopprodukta (IKP) katru gadu, veidojot dro\u0161\u012bbas spilvenu makroekonomisko risku gad\u012bjumiem. Saska\u0146\u0101 ar NATO defin\u012bciju Latvijas aizsardz\u012bbas finans\u0113jums jau 2026. gad\u0101 sasniegs 4,9% no IKP, savuk\u0101rt 2027. gad\u0101 \u2013 5% no IKP.<\/p>\n<p>Apjom\u012bgas invest\u012bcijas un valsts notur\u012bbas stiprin\u0101\u0161ana<\/p>\n<p>2025. gad\u0101 pan\u0101kts b\u016btisks izr\u0101viens ES fondu un Atvese\u013co\u0161anas fonda invest\u012bciju \u012bsteno\u0161an\u0101, no bud\u017eeta izmaks\u0101jot vair\u0101k nek\u0101 1,2 miljardus eiro \u2013 v\u0113sturiski liel\u0101ko apjomu un divk\u0101r\u0161u pieaugumu sal\u012bdzin\u0101jum\u0101 ar iepriek\u0161\u0113jo gadu. Sa\u0146emts EK pozit\u012bvs l\u0113mums par Koh\u0113zijas politikas programmas 2021. \u2013 2027. gadam groz\u012bjumiem, kas \u013c\u0101va p\u0101rstruktur\u0113t 470 miljonus eiro jeb 10% no programmas finans\u0113juma dro\u0161\u012bbas un aizsardz\u012bbas vajadz\u012bb\u0101m, vienlaikus pagarinot invest\u012bciju \u012bsteno\u0161anas termi\u0146u l\u012bdz 2030. gadam.<\/p>\n<p>\u0160\u012b gada oktobr\u012b parakst\u012bti sapra\u0161an\u0101s memorandi ar Islandi, Lihten\u0161teinu un Norv\u0113\u0123iju par EEZ un Norv\u0113\u0123ijas grantu jaun\u0101 perioda ievie\u0161anu l\u012bdz 2031. gadam, nodro\u0161inot Latvijai aptuveni 91,5 miljonu eiro finans\u0113jumu civil\u0101s aizsardz\u012bbas infrastrukt\u016bras stiprin\u0101\u0161anai, za\u013caj\u0101m inov\u0101cij\u0101m un korekcijas dienestu att\u012bst\u012bbai. \u0160ie ieguld\u012bjumi b\u016btiski stiprina valsts notur\u012bbu un sabiedr\u012bbas dro\u0161\u012bbu ilgtermi\u0146\u0101.<\/p>\n<p>Vienlaikus izstr\u0101d\u0101ts un MK apstiprin\u0101ts jauns regul\u0113jums pa\u0161vald\u012bbu finan\u0161u stabiliz\u0101cijas procesa uzs\u0101k\u0161anai, uzraudz\u012bbai un izbeig\u0161anai, k\u0101 ar\u012b noteikti jauni pa\u0161vald\u012bbu finan\u0161u kapacit\u0101tes un ilgtsp\u0113jas krit\u0113riji aiz\u0146\u0113mumu un galvojumu izv\u0113rt\u0113\u0161anai, veicinot atbild\u012bgu invest\u012bciju pl\u0101no\u0161anu un fisk\u0101l\u0101s discipl\u012bnas iev\u0113ro\u0161anu pa\u0161vald\u012bbu l\u012bmen\u012b.<\/p>\n<p>Atbalsts str\u0101d\u0101jo\u0161ajiem, uz\u0146\u0113m\u0113jiem un re\u0123ionu att\u012bst\u012bbai<\/p>\n<p>2025. gad\u0101 turpin\u0101ta stabila un prognoz\u0113jama nodok\u013cu politika, tostarp ieviesta darbasp\u0113ka nodok\u013cu reforma, p\u0101rejot uz fiks\u0113to ar iedz\u012bvot\u0101ju ien\u0101kuma nodokli neapliekamo minimumu 510 eiro apm\u0113r\u0101, savuk\u0101rt 2026. gad\u0101 tas tiks paaugstin\u0101ts l\u012bdz 550 eiro m\u0113nes\u012b, pozit\u012bvi ietekm\u0113jot aptuveni 95% str\u0101d\u0101jo\u0161o.
