Savuk\u0101rt 6. pants paredz, ka tirgus uzraudz\u012bbas funkcijas veic Valsts vides dienests.<\/p>\n<p>Paredz\u0113ts, ka Ministru kabinets (MK) l\u012bdz 2026. gada 31. decembrim izdos noteikumus, kas paredz\u0113s transporta ener\u0123ijas kvalit\u0101tes r\u0101d\u012bt\u0101jus un t\u0101s ra\u017eo\u0161anas, p\u0101rstr\u0101des, p\u0101rvieto\u0161anas, realiz\u0113\u0161anas un atbilst\u012bbas nodro\u0161in\u0101\u0161anas pras\u012bbas, k\u0101 ar\u012b tirgus uzraudz\u012bbas nosac\u012bjumus.<\/p>\n<p>Alternat\u012bv\u0101s degvielas infrastruk\u016bra<\/p>\n<p>Likuma 8. pants paredz alternat\u012bv\u0101s degvielas infrastrukt\u016bras izveidi.<\/p>\n<p>L\u012bdz 2030. gada 31. decembrim uz Eiropas transporta t\u012bkla galvenajiem autoce\u013ciem un to tuvum\u0101 j\u0101izb\u016bv\u0113 jauni lieljaudas elektroener\u0123ijas uzl\u0101des punkti, k\u0101 ar\u012b uzpildes vietas atjaun\u012bgaj\u0101m un nebiolo\u0123iskas izcelsmes degviel\u0101m, \u012bpa\u0161i kravas transportl\u012bdzek\u013cu vajadz\u012bb\u0101m.<\/p>\n<p>Turkl\u0101t, b\u016bv\u0113jot jaunu vai p\u0101rb\u016bv\u0113jot degvielas uzpildes staciju, komersantiem b\u016bs pien\u0101kums nodro\u0161in\u0101t vismaz vienu elektrouzl\u0101des vai alternat\u012bv\u0101s degvielas uzpildes punktu.<\/p>\n<p>Ministru kabinets l\u012bdz 2026. gada 31. decembrim izdos noteikumus ar pras\u012bb\u0101m attiec\u012bb\u0101 uz publiski pieejamajiem uzl\u0101des punktiem.<\/p>\n<p>Latvijas Degvielas tirgot\u0101ju asoci\u0101cijas izpilddirektore Ieva Ligere nor\u0101da, ka viena uzl\u0101des punkta vid\u0113j\u0101s izmaksas ir ap 100 000 eiro. \u201cLai komersanti sp\u0113tu \u0161\u012bs pras\u012bbas \u012bstenot, ir b\u016btiski nodro\u0161in\u0101t valsts atbalsta meh\u0101nismus. Pret\u0113j\u0101 gad\u012bjum\u0101 izmaksas neizb\u0113gami non\u0101ks degvielas cen\u0101,\u201d saka I. Ligere.<\/p>\n<p>Valstspils\u0113t\u0101m j\u0101za\u013cina sabiedriskais transports<\/p>\n<p>Transporta ener\u0123ijas likuma 9. pants ievie\u0161 nosac\u012bjumus valstspils\u0113tu (Daugavpils, Jelgavas, J\u0113kabpils, J\u016brmalas, Liep\u0101jas, Ogres, R\u0113zeknes, R\u012bgas, Valmieras un Ventspils) pa\u0161vald\u012bbu teritorij\u0101s izmantotajiem transportl\u012bdzek\u013ciem.<\/p>\n<p>Atbilsto\u0161i p\u0101rejas noteikumiem l\u012bdz 2030. gada 1. janv\u0101rim valstspils\u0113tu pa\u0161vald\u012bbu teritorij\u0101s j\u0101nodro\u0161ina, ka vismaz 30% no sabiedrisk\u0101 transporta tiek izmantota atjaun\u012bg\u0101 ener\u0123ija. L\u012bdz\u0161in\u0113jos transportl\u012bdzek\u013cus var\u0113s turpin\u0101t lietot, piel\u0101gojot tos t\u012br\u0101kas ener\u0123ijas izmanto\u0161anai, piem\u0113ram, p\u0101rejot uz biodegvielu, biomet\u0101nu vai elektroener\u0123iju, nor\u0101da KEM.<\/p>\n<p>\u0160ie krit\u0113riji netiek piem\u0113roti attiec\u012bb\u0101 uz transporta ener\u0123iju transportl\u012bdzek\u013cos, kurus izmanto operat\u012bvo darb\u012bbu veik\u0161anai un mekl\u0113\u0161anas, gl\u0101b\u0161anas un neatliekam\u0101s medic\u012bnisk\u0101s pal\u012bdz\u012bbas snieg\u0161anas proces\u0101.<\/p>\n<p>&#13;<br \/>\n&#13;<\/p>\n<tr>&#13;<\/p>\n<td width=\"719\" class=\"grayCell\">&#13;<br \/>\nR\u012bg\u0101 atjaunojamie resursi veido 29,9%<br \/>&#13;<\/p>\n<p>R\u012bgas pa\u0161vald\u012bbas \u0100r\u0113j\u0101s komunik\u0101cijas noda\u013cas projektu koordinators M\u0101rti\u0146\u0161 Vilemsons nor\u0101da, ka jau patlaban \u201cR\u012bgas satiksmes\u201d sabiedriskaj\u0101 transport\u0101 izmantoto atjaunojamo energoresursu (elektr\u012bbas, \u016bde\u0146ra\u017ea) \u012bpatsvars ir 29,9%. \u201cTas apliecina, ka l\u012bdz 2030. gadam tiks sasniegts noteiktais 30% m\u0113r\u0137is. Protams, jo vair\u0101k tiek izmantoti dabai draudz\u012bgi energoresursi, jo maz\u0101ki ir izme\u0161i un t\u012br\u0101ks gaiss pils\u0113tvid\u0113,\u201d uzsver M. Vilemsons.<\/p>\n<p>&#13;<\/p>\n<p>Jaun\u0101k\u0101 inform\u0101cija 2025. gada decembr\u012b liecina, ka sabiedrisk\u0101 transporta pakalpojumus R\u012bg\u0101 nodro\u0161ina 725 transportl\u012bdzek\u013ci (tramvaji, trolejbusi, autobusi), no kuriem 371 transportl\u012bdzeklis ir bezizme\u0161u, veidojot 51,17% \u012bpatsvaru.<\/p>\n<p>&#13;<\/p>\n<p>Savuk\u0101rt saimniecisk\u0101 transporta jom\u0101 kop\u0101 tiek izmantots 271 transportl\u012bdzeklis, no kuriem 23 ir ar operat\u012bv\u0101 transport\u012bdzek\u013ca statusu (uz tiem likuma ierobe\u017eojumi netiek attiecin\u0101ti) un 44 ir bezizme\u0161u transportl\u012bdzek\u013ci. T\u0101d\u0113j\u0101di no attiecin\u0101tajiem transportl\u012bdzek\u013ciem bezizme\u0161u transportl\u012bdzek\u013cu \u012bpatsvars veido 17,74%.<\/p>\n<p>&#13;<\/p>\n<p>Savuk\u0101rt, izv\u0113rt\u0113jot ener\u0123ijas pat\u0113ri\u0146a datus 2025. gada 3. ceturk\u0161\u0146a griezum\u0101, secin\u0101ms, ka sabiedriskaj\u0101 transport\u0101 ener\u0123ijas pat\u0113ri\u0146u veido:<\/p>\n<p>&#13;<\/p>\n<ul>&#13;<\/p>\n<li>fosilie resursi (d\u012bze\u013cdegviela un benz\u012bns) \u2013 70,1%;<\/li>\n<p>&#13;<\/p>\n<li>atjaunojamie resursi (elektr\u012bba, \u016bde\u0146radis) \u2013 29,9%.<\/li>\n<p>&#13;\n<\/ul>\n<p>&#13;<\/p>\n<p>Saimniecisk\u0101 transporta ener\u0123ijas pat\u0113ri\u0146u veido:<\/p>\n<p>&#13;<\/p>\n<ul>&#13;<\/p>\n<li>fosilie resursi (d\u012bze\u013cdegviela un benz\u012bns) \u2013 84,5%;<\/li>\n<p>&#13;<\/p>\n<li>atjaunojamie resursi (elektr\u012bba) \u2013 15,5%.<\/li>\n<p>&#13;\n<\/ul>\n<p>&#13;<\/p>\n<p>Saimniecisk\u0101 transporta ener\u0123ijas pat\u0113ri\u0146a apr\u0113\u0137in\u0101 nav atsevi\u0161\u0137i izdal\u012bts operat\u012bv\u0101 transporta pat\u0113ri\u0146\u0161, l\u012bdz ar to \u0161\u012b attiec\u012bba var minim\u0101li sv\u0101rst\u012bties.<\/p>\n<p>&#13;\n<\/td>\n<p>&#13;<br \/>\n<\/tr>\n<p>&#13;<br \/>\n&#13;<\/p>\n<p>J\u0101mazina SEG emisijas<\/p>\n<p>Transporta sektors Latvij\u0101 veido 37% no kop\u0113j\u0101m emisij\u0101m tautsaimniec\u012bb\u0101, kas ir b\u016btiski vair\u0101k nek\u0101 Eiropas Savien\u012bb\u0101 vid\u0113ji \u2013 apm\u0113ram 14%.<\/p>\n<blockquote><p>&#13;<\/p>\n<p>Latvij\u0101 ap 98% transportl\u012bdzek\u013cu darbojas ar fosilo degvielu, un to vecums ir apm\u0113ram 15 gadi.<\/p>\n<p>&#13;\n<\/p><\/blockquote>\n<p>Transporta ener\u0123ijas likuma 11. pants nosaka pien\u0101kumu samazin\u0101t SEG emisiju intensit\u0101ti. S\u0101kot no 2030. gada, transporta sektora emisijas b\u016bs j\u0101samazina vismaz par 16%.<\/p>\n<p>\u201c\u0160\u012b pras\u012bba rad\u012bs papildu ilgtermi\u0146a ietekmi uz cen\u0101m,\u201d uzskata I. Ligere. \u201c2030. gad\u0101, sal\u012bdzinot ar 2025. gada cenu l\u012bmeni, degvielas cena var\u0113tu sad\u0101rdzin\u0101ties l\u012bdz nepilniem 19 eiro centiem par litru.\u201d<\/p>\n<p>Likuma 22. pants paredz: ja degvielas pieg\u0101d\u0101t\u0101js nav izpild\u012bjis SEG emisiju intensit\u0101tes samazin\u0101\u0161anas pien\u0101kumu, tad tam j\u0101veic iemaksa 90 eiro apm\u0113r\u0101 par katru nesamazin\u0101to SEG emisiju tonnu.<\/p>\n<p>Moderniz\u0113s transporta ener\u0123iju<\/p>\n<p>Savuk\u0101rt likuma 13. pants paredz pien\u0101kumu moderniz\u0113t transporta ener\u0123iju \u2013 degvielas pieg\u0101d\u0101t\u0101jiem b\u016bs j\u0101palielina atjaun\u012bg\u0101s ener\u0123ijas \u012bpatsvars sav\u0101 ener\u0123ijas portfel\u012b.<\/p>\n<p>Degvielas pieg\u0101d\u0101t\u0101jam vajadz\u0113s nodro\u0161in\u0101t, ka t\u0101 pat\u0113ri\u0146am transporta sektor\u0101 realiz\u0113tais moderno biodegvielu, modern\u0101s biomasas degvielas un nebiolo\u0123iskas izcelsmes atjaun\u012bgo degvielu \u012bpatsvars kop\u0113j\u0101 realiz\u0113t\u0101 transporta ener\u0123ijas apjom\u0101 l\u012bdz 2029. gada 31. decembrim ik gadu nav maz\u0101ks par vienu ener\u0123ijas procentu un turpm\u0101k katru gadu ir vismaz 5,5 ener\u0123ijas procenti, no kuriem vismaz vienu procentpunktu veido nebiolo\u0123iskas izcelsmes atjaun\u012bgo degvielu apjoms.<\/p>\n<blockquote><p>&#13;<\/p>\n<p>Katrs komersants var\u0113s pats izv\u0113l\u0113ties, k\u0101 efekt\u012bv\u0101k sasniegt noteikto m\u0113r\u0137i.<\/p>\n<p>&#13;\n<\/p><\/blockquote>\n<p>Piem\u0113ram, degvielas uzpildes stacij\u0101s var\u0113s ier\u012bkot biomet\u0101na vai elektroener\u0123ijas uzl\u0101des punktus, k\u0101 ar\u012b pied\u0101v\u0101t degvielu ar liel\u0101ku biodegvielas piejaukumu vai piln\u012bb\u0101 atjaun\u012bgu biodegvielu.\u00a0<\/p>\n<p>\u201cTransporta ener\u0123ijas moderniz\u0113\u0161anas pien\u0101kums l\u012bdz 2030. gadam 1% apm\u0113r\u0101 pats par sevi degvielas cenu b\u016btiski neietekm\u0113s.
