K\u0101 atzina Valsts kontroles padomes locekle <a rel=\"noopener nofollow\" target=\"_blank\" href=\"https:\/\/www.delfi.lv\/temas\/54855834\/maija-abolina\" tag-id=\"54855834\">Maija \u0100boli\u0146a<\/a>, rev\u012bzij\u0101 konstat\u0113ts, ka neviena iest\u0101de Latvij\u0101 neskat\u0101s uz cilv\u0113ka ar invalidit\u0101ti vesel\u012bbas, soci\u0101laj\u0101m, p\u0101rvieto\u0161an\u0101s un ikdienas funkcion\u0113\u0161anas vajadz\u012bb\u0101m kopum\u0101. <\/p>\n<p>&#8220;Tas, vai un k\u0101d\u0101 apjom\u0101 cilv\u0113ks ar invalidit\u0101ti sa\u0146em un izmanto pal\u012bdz\u012bbu, liel\u0101 m\u0113r\u0101 ir atkar\u012bgs no pa\u0161a cilv\u0113ka vai vi\u0146a tuvinieku zin\u0101\u0161an\u0101m, iniciat\u012bvas un sp\u0113jas orient\u0113ties sadrumstalotaj\u0101 sist\u0113m\u0101, nevis no valsts m\u0113r\u0137tiec\u012bgas r\u012bc\u012bbas. Iest\u0101des neizv\u0113rt\u0113, k\u0101ds atbalsts konkr\u0113tajam cilv\u0113kam nepiecie\u0161ams,&#8221; nor\u0101da \u0100boli\u0146a.<\/p>\n<p>Valsts kontrol\u0113 inform\u0113ja, ka 2024. gad\u0101 Latvij\u0101 bija vair\u0101k nek\u0101 221 000 cilv\u0113ku ar invalidit\u0101ti, un kop\u0161 2018. gada to skaits pieaudzis par vair\u0101k nek\u0101 15%. Invalidit\u0101tes ekspert\u012bzei un atbalstam valsts 2024. gad\u0101 novirz\u012bja vismaz 1,039 miljardus eiro jeb 6,4% no valsts bud\u017eeta, bet pa\u0161vald\u012bbas \u2013 v\u0113l vismaz 20 miljonus eiro. Revidenti atz\u012bst, ka b\u016btiska da\u013ca l\u012bdzek\u013cu tiek izmantota ien\u0101kumu atbalstam (pensij\u0101m un pabalstiem), bet maz\u0101k\u0101 \u2013 pakalpojumiem, kas pal\u012bdz p\u0101rvar\u0113t ikdienas gr\u016bt\u012bbas (apr\u016bpei, transportam, rehabilit\u0101cijai).<\/p>\n<p>Invalidit\u0101ti nenosaka lab\u0101kaj\u0101 veid\u0101<\/p>\n<p>Valsts kontrol\u0113 inform\u0113ja, ka invalidit\u0101tes ekspert\u012bzi veic Vesel\u012bbas un darbsp\u0113ju ekspert\u012bzes \u0101rstu valsts komisija (VDE\u0100VK). Rev\u012bzij\u0101 secin\u0101ts, ka invalidit\u0101tes noteik\u0161ana kopum\u0101 norit atbilsto\u0161i normat\u012bvajiem aktiem, tom\u0113r process nav organiz\u0113ts optim\u0101li. <\/p>\n<p>Nos\u016bt\u012bjumu uz invalidit\u0101tes ekspert\u012bzi joproj\u0101m gatavo pap\u012bra form\u0101, bet to sagatavot E-vesel\u012bb\u0101 var\u0113\u0161ot tikai 2029. gad\u0101. T\u0101p\u0113c b\u016btiska inform\u0101cijas da\u013ca j\u0101apkopo \u0123imenes \u0101rstiem, un tas palielina administrat\u012bvo slogu. <\/p>\n<p>Revidenti secina, ka invalidit\u0101tes noteik\u0161an\u0101 joproj\u0101m domin\u0113 medic\u012bnisk\u0101 pieeja, lai gan jau 2015. gad\u0101 pieteikta p\u0101reja uz funkcion\u0113\u0161anas un aktivit\u0101\u0161u ierobe\u017eojumu izv\u0113rt\u0113\u0161anu atbilsto\u0161i Starptautiskajai funkcion\u0113\u0161anas, nesp\u0113jas un vesel\u012bbas klasifik\u0101cijai, ko izstr\u0101d\u0101jusi Pasaules Vesel\u012bbas organiz\u0101cija. <\/p>\n<p>&#8220;Reforma vair\u0101kk\u0101rt p\u0101rcelta, un pa\u0161laik jauno pieeju pl\u0101no ieviest tikai 2030. gad\u0101. Ar\u012b pati ekspert\u012bze ir p\u0101r\u0101k \u0161aura \u2013 taj\u0101 nosaka invalidit\u0101ti, bet neizv\u0113rt\u0113, k\u0101di atbalsta pas\u0101kumi personai nepiecie\u0161ami, lai mazin\u0101tu invalidit\u0101tes sekas ikdienas dz\u012bv\u0113,&#8221; nor\u0101da Valsts kontrol\u0113.<\/p>\n<p>\u0100boli\u0146a piebilst, ka invalidit\u0101tes ekspert\u012bz\u0113 b\u016btu j\u0101v\u0113rt\u0113 ar\u012b personai vajadz\u012bgais atbalsts, un \u0161ai inform\u0101cijai j\u0101b\u016bt izmantojamai soci\u0101lajos dienestos un pie pakalpojumu sniedz\u0113jiem. <\/p>\n<p>&#8220;Tas \u013cautu invalidit\u0101tes statusu izmantot ne tikai k\u0101 form\u0101lu krit\u0113riju, bet k\u0101 pamatu m\u0113r\u0137\u0113tai pal\u012bdz\u012bbai \u2013 k\u0101 ce\u013ca karti nepiecie\u0161amajam atbalstam. Tas ar\u012b atbilst pa\u0161am Invalidit\u0101tes likuma s\u0101kotn\u0113jam m\u0113r\u0137im: nosakot invalidit\u0101ti, v\u0113rt\u0113t ar\u012b cilv\u0113kam nepiecie\u0161amo atbalsta pas\u0101kumu kopumu un, ja vajag, sniegt soci\u0101lajam dienestam ieteikumus individu\u0101lam rehabilit\u0101cijas pl\u0101nam,&#8221; uzsver \u0100boli\u0146a.<\/p>\n<p>Rev\u012bzij\u0101 ar\u012b konstat\u0113ts, ka komisijas cilv\u0113kresursi invalidit\u0101tes noteik\u0161anai nav pietiekami. Joproj\u0101m aptuveni 60% ekspertu str\u0101d\u0101 virs optim\u0101l\u0101s noslodzes, t\u0101p\u0113c l\u0113mumi ne vienm\u0113r tiek pie\u0146emti noteiktajos termi\u0146os. <\/p>\n<p>Situ\u0101ciju pasliktina ar\u012b VDE\u0100VK uztic\u0113tais uzdevums pagarin\u0101t darbnesp\u0113jas lapas p\u0113c 26 ned\u0113\u013c\u0101m, kas p\u0113c b\u016bt\u012bbas ir vesel\u012bbas nozares pien\u0101kums. \u0160ai funkcijai ik gadu vajag ap \u010detr\u0101m \u0101rstu ekspertu slodz\u0113m, un t\u0101s p\u0101rcel\u0161ana uz vesel\u012bbas resoru, p\u0113c revidentu apl\u0113s\u0113m, var\u0113tu samazin\u0101t l\u0113mumu kav\u0113jumus l\u012bdz pat 46%. <\/p>\n<p>Valsts kontrole nor\u0101da uz nepiecie\u0161am\u012bbu p\u0101rskat\u012bt gan amata vietu skaitu, gan VDE\u0100VK noteiktos uzdevumus, lai invalidit\u0101tes noteik\u0161ana b\u016btu ilgtsp\u0113j\u012bga un savlaic\u012bga.<\/p>\n<p>Atbalsta sist\u0113ma sadrumstalota<\/p>\n<p>Valsts kontrol\u0113 nor\u0101da, ka cilv\u0113kiem ar invalidit\u0101ti Latvij\u0101 pieejami da\u017e\u0101di atbalsta veidi: ien\u0101kumu aizvietojums, apr\u016bpe, p\u0101rvieto\u0161an\u0101s un transporta atbalsts, soci\u0101l\u0101 rehabilit\u0101cija, m\u0101jok\u013ca piel\u0101go\u0161ana, tehniskie pal\u012bgl\u012bdzek\u013ci un nodok\u013cu atvieglojumi. Tom\u0113r revidenti secina, ka \u0161o atbalstu pieejam\u012bba un saturs b\u016btiski at\u0161\u0137iras atkar\u012bb\u0101 no dz\u012bvesvietas.<\/p>\n<p>Pa\u0161vald\u012bbas soci\u0101los pakalpojumus pied\u0101v\u0101 atbilsto\u0161i finan\u0161u iesp\u0113j\u0101m, nevis cilv\u0113ku vajadz\u012bb\u0101m, kaut ar\u012b daudzi soci\u0101lie pakalpojumi normat\u012bvajos aktos ir paredz\u0113ti jau apm\u0113ram 30 gadus. Lai nov\u0113rstu nevienl\u012bdz\u012bbu, 2024. gada decembr\u012b likum\u0101 noteikts minim\u0101lais soci\u0101lo pakalpojumu grozs, kas piln\u012bb\u0101 j\u0101ievie\u0161 l\u012bdz 2029. gadam. <\/p>\n<p>Tom\u0113r 2025. gad\u0101 vis\u0101s pa\u0161vald\u012bb\u0101s no septi\u0146iem cilv\u0113kiem ar funkcion\u0101liem trauc\u0113jumiem nodro\u0161in\u0101miem pakalpojumiem tiek sniegti tikai divi: ilgsto\u0161a soci\u0101l\u0101 apr\u016bpe un soci\u0101l\u0101 rehabilit\u0101cija instit\u016bcij\u0101, k\u0101 ar\u012b apr\u016bpe m\u0101j\u0101s cilv\u0113kiem ar smagiem funkcion\u0101liem trauc\u0113jumiem. Piem\u0113ram, grupu m\u0101jas (dz\u012bvok\u013ca) pakalpojums cilv\u0113kiem ar gar\u012bga rakstura trauc\u0113jumiem, kas oblig\u0101ti bija j\u0101sniedz jau no 2025. gada, pa\u0161laik ir pieejams tikai 38 pa\u0161vald\u012bb\u0101s.<\/p>\n<p>Turkl\u0101t at\u0161\u0137iras ne tikai pakalpojumu pieejam\u012bba, bet ar\u012b to saturs, proti, cilv\u0113ki ar l\u012bdz\u012bg\u0101m vajadz\u012bb\u0101m da\u017e\u0101d\u0101s pa\u0161vald\u012bb\u0101s var sa\u0146emt at\u0161\u0137ir\u012bgus pakalpojumus. Piem\u0113ram, apr\u016bpei m\u0101j\u0101s vienam un tam pa\u0161am apr\u016bpes l\u012bmenim da\u017e\u0101d\u0101s pa\u0161vald\u012bb\u0101s ir piln\u012bgi at\u0161\u0137ir\u012bgs stundu skaits: zem\u0101kaj\u0101 apr\u016bpes l\u012bmen\u012b tas sv\u0101rst\u0101s no div\u0101m l\u012bdz se\u0161\u0101m stund\u0101m ned\u0113\u013c\u0101, bet augst\u0101kaj\u0101 l\u012bmen\u012b \u2013 no 10 l\u012bdz 35 stund\u0101m ned\u0113\u013c\u0101. L\u012bdz ar to Valsts kontrole secina, ka cilv\u0113ka iesp\u0113jas sa\u0146emt vajadz\u012bgo atbalstu ir cie\u0161i saist\u012btas ar dz\u012bvesvietu, un tas neveicina vienl\u012bdz\u012bbu.<\/p>\n<p>Nepietiekams atbalsts apr\u016bpei<\/p>\n<p>Revidentu ieskat\u0101, b\u016btisk\u0101k\u0101s nepiln\u012bbas ir tie\u0161i apr\u016bpes atbalst\u0101. Tas ir sadrumstalots, nepietiekams un gr\u016bti administr\u0113jams \u2013 viena vajadz\u012bba tiek segta ar vair\u0101kiem atbalsta veidiem, proti,  gan ar valsts pabalstu kop\u0161anai, gan apr\u016bpes pakalpojumiem pa\u0161vald\u012bb\u0101s, no kuriem neviens nav pietiekams. <\/p>\n<p>Rev\u012bzij\u0101 konstat\u0113ts, ka 63,6% b\u0113rnu un 83,2% pilngad\u012bgo ar \u013coti smagiem funkcion\u0101liem trauc\u0113jumiem, kuri sa\u0146em valsts pabalstu kop\u0161anai, pa\u0161vald\u012bbu apr\u016bpes pakalpojumus neizmanto. Tas revidentiem liek secin\u0101t, ka apr\u016bpi \u0161ie cilv\u0113ki bie\u017ei vien organiz\u0113 pa\u0161i vai to dara vi\u0146u tuvinieki. Vienlaikus valsts pabalsts kop\u0161anai nesedz pat vid\u0113j\u0101s pakalpojuma izmaksas, kas ir vismaz par 220 eiro liel\u0101kas nek\u0101 pabalsta apm\u0113rs. <\/p>\n<p>K\u0101 risin\u0101jumu situ\u0101cijas uzlabo\u0161anai <a rel=\"noopener nofollow\" target=\"_blank\" href=\"https:\/\/www.delfi.lv\/temas\/41648497\/labklajibas-ministrija\" tag-id=\"41648497\">Labkl\u0101j\u012bbas ministrija<\/a> (LM) paredz tikai valsts pabalsta kop\u0161anai palielin\u0101\u0161anu, kas pl\u0101nota no 2030. gada. Revidentu v\u0113rt\u0113jum\u0101, tas b\u016btiski situ\u0101ciju neuzlabos, jo da\u013cai cilv\u0113ku apr\u016bpes pakalpojumi t\u0101pat neb\u016bs pieejami vajadz\u012bgaj\u0101 apjom\u0101. Valsts kontrole uzsver, ka finans\u0113jumu, ko pl\u0101no novirz\u012bt pabalsta palielin\u0101\u0161anai, prim\u0101ri b\u016btu j\u0101iegulda pa\u0161\u0101 apr\u016bpes pakalpojum\u0101.<\/p>\n<p>Ar\u012b atbalsts transportam ir sadrumstalots: to nodro\u0161ina gan k\u0101 pabalstu, gan k\u0101 pakalpojumu un atvieglojumu sabiedriskajam transportam un maks\u0101jumiem, kas saist\u012bti ar person\u012bg\u0101 auto ekspluat\u0101ciju. <\/p>\n<p>Lai \u0161os atbalsta veidus padar\u012btu m\u0113r\u0137\u0113t\u0101kus, revidentu v\u0113rt\u0113jum\u0101, ir j\u0101p\u0101rskata VDE\u0100VK atzinums par medic\u012bniskaj\u0101m indik\u0101cij\u0101m viegl\u0101 automobi\u013ca speci\u0101lai piel\u0101go\u0161anai un pabalsta sa\u0146em\u0161anai transporta izdevumu kompens\u0113\u0161anai. \u0160is atzinums ir priek\u0161noteikums tr\u012bs valsts nodro\u0161in\u0101tu atbalsta veidu sa\u0146em\u0161anai: transportl\u012bdzek\u013ca piel\u0101go\u0161anas pakalpojumam, valsts pabalstam transporta izdevumu kompens\u0113\u0161anai un inval\u012bdu st\u0101vvietu izmanto\u0161anas kartei. Ta\u010du ar\u012b \u0161o atbalstu piem\u0113ro\u0161an\u0101 konstat\u0113tas b\u016btiskas nepiln\u012bbas.<\/p>\n<p>Revidenti nor\u0101da, ka transportl\u012bdzek\u013ca piel\u0101go\u0161anas pakalpojums ir p\u0101r\u0101k \u0161aurs, jo paredz\u0113ts tikai gad\u012bjumiem, kad persona pati vada transportl\u012bdzekli, bet neietver piel\u0101gojumus pasa\u017eieru p\u0101rvad\u0101\u0161anai, piem\u0113ram, pandusa izb\u016bvi vai rite\u0146kr\u0113sla nostiprin\u0101\u0161anu.  <\/p>\n<p>Savuk\u0101rt valsts pabalsts transporta izdevumu kompens\u0113\u0161anai 105 eiro apm\u0113r\u0101 pusgad\u0101 lab\u0101kaj\u0101 gad\u012bjum\u0101 sedz tikai nelielu da\u013cu no degvielas izmaks\u0101m, bet nesedz faktisk\u0101s izmaksas, kas nepiecie\u0161amas, lai cilv\u0113ks ar smagiem funkcion\u0113\u0161anas ierobe\u017eojumiem var\u0113tu p\u0101rvietoties, piem\u0113ram, piel\u0101got \u0123imenes transportl\u012bdzekli vai izmantot specializ\u0113tu transportu.<\/p>\n<p>Ar\u012b inval\u012bdu st\u0101vvietu izmanto\u0161anas kartes sa\u0146em\u0161anas k\u0101rt\u012bba nav cilv\u0113kam draudz\u012bga. Lai gan kartes pie\u0161\u0137ir\u0161anai ir nepiecie\u0161ama tikai VDE\u0100VK r\u012bc\u012bb\u0101 eso\u0161\u0101 inform\u0101cija, karti izsniedz cita instit\u016bcija \u2013 <a rel=\"noopener nofollow\" target=\"_blank\" href=\"https:\/\/www.delfi.lv\/temas\/40628029\/csdd\" tag-id=\"40628029\">CSDD<\/a> \u2013, t\u0101d\u0113j\u0101di radot administrat\u012bvo slogu. Revidenti uzskata, ka kartes izsnieg\u0161anas k\u0101rt\u012bba ir j\u0101vienk\u0101r\u0161o.<\/p>\n<p>Revidentu ieteikumi<\/p>\n<p>Valsts kontrole LM k\u0101 vado\u0161ajai valsts p\u0101rvaldes iest\u0101dei cilv\u0113ku ar invalidit\u0101ti vienl\u012bdz\u012bgu iesp\u0113ju jom\u0101 sniedz devi\u0146us ieteikumus, lai invalidit\u0101tes statusu turpm\u0101k var\u0113tu izmantot k\u0101 pamatu m\u0113r\u0137\u0113tam atbalstam, nevis tikai form\u0101lu statusu. <\/p>\n<p>Ievie\u0161ot ieteikumus, uzlabosies invalidit\u0101tes noteik\u0161anai vajadz\u012bg\u0101s inform\u0101cijas aprite un kvalit\u0101te, samazinot administrat\u012bvo slogu. T\u0101pat invalidit\u0101tes noteik\u0161ana b\u0113rniem un pilngad\u012bg\u0101m person\u0101m k\u013c\u016bs objekt\u012bv\u0101ka.
