The goal of U.S. Central Intelligence Agency Director John Ratcliffe’s surprise visit to Moscow this week was to warn Russia against attacking NATO countries, The Wall Street Journal reported on August 26, citing people familiar with the visit.
The trip marks Ratcliffe’s first known visit to the Russian capital. It follows U.S. intelligence reports that Moscow may try to test NATO’s resolve by launching a limited attack on a member state.
American officials worry that Russian dictator Vladimir Putin, facing setbacks in Ukraine and domestic pressure, could launch an attack likely targeting the Baltic states, according to the WSJ. Another contributing factor is a critical Western ammunition shortage caused by arms deliveries to Ukraine and the conflict in the Middle East.
The Kremlin stated that Ratcliffe met with Russian intelligence officials but did not hold talks with Putin. The White House declined to clarify the purpose of the trip.
Ratcliffe, one of Trump’s closest aides, is the latest American official to travel to Moscow, following several visits by U.S. peace envoy Steve Witkoff. The trip marks the first time a CIA director has visited Russia since November 2021, when William Burns traveled to the capital to warn Putin against invading Ukraine.

Reports emerged on August 25 that CIA Director John Ratcliffe made an unannounced trip to Moscow. That same day, media outlets reported that the United States asked Ukraine to refrain from attacking Moscow, St. Petersburg, and northern Russia during the delegation’s visit.
The Wall Street Journal suggested that Ratcliffe’s trip served as a warning to Putin, following intelligence reports that Russia is preparing for mobilization and a potential test of NATO’s resolve.
U.S. President Donald Trump addressed CIA Director John Ratcliffe’s unannounced trip to Moscow on August 26, characterizing the visit as “semi-routine.” Speaking to political commentator Glenn Beck, Trump dismissed swirling rumors about the trip – including theories regarding potential Russian attacks against the United Kingdom – stating the mission dealt with “none of the above.”
After returning to Washington, Ratcliffe visited the White House alongside U.S. Defense Secretary Pete Hegseth and Chairman of the Joint Chiefs of Staff General Dan Kane.
