(Photo by Jakub Porzycki\/NurPhoto via Getty Images)<\/p>\n<p>NurPhoto via Getty Images<\/p>\n<p>Last month, dozens of heads of state, defense ministers, policymakers, and defense experts <a href=\"https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/07\/09\/what-happened-at-the-2026-nato-summit\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/07\/09\/what-happened-at-the-2026-nato-summit\/\" target=\"_self\" aria-label=\"traveled\" rel=\"nofollow noopener\">traveled<\/a> to Ankara for the 2026 NATO Summit. During the two-day event, representatives from NATO\u2019s 32 member states discussed defense spending. They also focused heavily on NATO\u2019s work to strengthen the defense industrial base and improve defense manufacturing. Finally, the Alliance continued to pledge its support for Ukraine, with several NATO members announcing new defense aid packages.<\/p>\n<p>Noticeably absent from the summit, however, was Georgia. Since the 2008 NATO Summit, the Alliance has <a href=\"https:\/\/www.nato.int\/en\/what-we-do\/partnerships-and-cooperation\/relations-with-georgia\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nato.int\/en\/what-we-do\/partnerships-and-cooperation\/relations-with-georgia\" aria-label=\"regularly engaged\">regularly engaged<\/a> with Georgia as a country aspiring to join the organization. NATO <a href=\"https:\/\/www.nato.int\/en\/about-us\/organization\/nato-structure\/nato-georgia-commission\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nato.int\/en\/about-us\/organization\/nato-structure\/nato-georgia-commission\" aria-label=\"established\">established<\/a> the NATO-Georgia Commission in 2008 to strengthen relations with Georgia as the Alliance looks to guide Georgia\u2019s reform efforts and Euro-Atlantic aspirations. Then, in 2010, NATO <a href=\"https:\/\/www.nato.int\/en\/what-we-do\/partnerships-and-cooperation\/relations-with-georgia\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nato.int\/en\/what-we-do\/partnerships-and-cooperation\/relations-with-georgia\" aria-label=\"created\">created<\/a> a liaison office in Georgia to further support reform efforts. As a NATO partner, Georgia has also regularly participated in NATO military training and exercises.<\/p>\n<p>But this year, Georgian media <a href=\"https:\/\/civil.ge\/archives\/743630\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/civil.ge\/archives\/743630\" aria-label=\"reported\">reported<\/a> that representatives from the Georgian government were not present at the 2026 NATO Summit. The Ankara Summit Declaration, <a href=\"https:\/\/www.nato.int\/en\/about-us\/official-texts-and-resources\/official-texts\/2026\/07\/08\/the-ankara-summit-declaration\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nato.int\/en\/about-us\/official-texts-and-resources\/official-texts\/2026\/07\/08\/the-ankara-summit-declaration\" aria-label=\"issued\">issued<\/a> at the conclusion of the summit in Turkey this July, also made no mention of Georgia or NATO\u2019s engagement and support for this country. In fact, the last time Georgia was <a href=\"https:\/\/www.nato.int\/en\/about-us\/official-texts-and-resources\/official-texts\/2024\/07\/10\/washington-summit-declaration\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nato.int\/en\/about-us\/official-texts-and-resources\/official-texts\/2024\/07\/10\/washington-summit-declaration\" aria-label=\"mentioned\">mentioned<\/a> in a NATO declaration was after the 2024 Washington Summit, where NATO called on Russia to withdraw its forces from Georgia. Since then, Georgia has not been mentioned in declarations following the 2025 and 2026 NATO Summits.<\/p>\n<p>\u201cThe growing distance between Georgia and NATO should be seen through interconnected lenses: Georgia\u2019s democratic backsliding and a broader geopolitical reorientation that has increased Russia\u2019s influence over the country\u2019s strategic direction,\u201d Eto Buziashvili, a Research Fellow at the Atlantic Council\u2019s Digital Forensic Research Lab, told me in an interview. \u201cRuling Georgian Dream\u2019s authoritarian consolidation, retreat from the country\u2019s previously declared Euro-Atlantic trajectory, anti-Western rhetoric, and policies increasingly aligned with Russia\u2019s strategic interests have made meaningful political integration increasingly difficult.\u201d<\/p>\n<p>When asked about NATO\u2019s relationship with Georgia last year, NATO Secretary General Mark Rutte said that he was \u201c<a href=\"https:\/\/www.rferl.org\/a\/rutte-nato-interview-ukraine-war-peace-plan\/33605396.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.rferl.org\/a\/rutte-nato-interview-ukraine-war-peace-plan\/33605396.html\" aria-label=\"highly worried\">highly worried<\/a>\u201d about democratic backsliding in Georgia. Additionally, the 2025 NATO Secretary General\u2019s Annual Report, <a href=\"https:\/\/www.nato.int\/content\/dam\/nato\/webready\/documents\/publications-and-reports\/annual-reports\/sgar25-en.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nato.int\/content\/dam\/nato\/webready\/documents\/publications-and-reports\/annual-reports\/sgar25-en.pdf\" aria-label=\"published\">published<\/a> in March of this year, stated that, following the aftermath of the 2024 Georgian parliamentary elections, \u201celements of NATO-Georgia cooperation were reprioritised.\u201d Nonetheless, the Alliance reaffirmed that \u201cdefence cooperation with the Georgian Defence Forces progressed.\u201d<\/p>\n<p>Meanwhile, following the conclusion of the 2026 NATO Summit and the Georgian government\u2019s absence from the two-day event, former Georgian Ambassador to NATO Levan Dolidze <a href=\"https:\/\/www.interpressnews.ge\/ka\/article\/874855-levan-dolize-ankaris-samiti-ar-iqo-pirveli-samiti-sadac-sakartvelo-ar-monacileobda-amaze-garkveulcilad-gavlena-moaxdina-nato-s-dgis-cesrigma-gacilebit-damazianebelia-evrokavshiris-parglebshi-ganxilvebshi-armonacileoba\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.interpressnews.ge\/ka\/article\/874855-levan-dolize-ankaris-samiti-ar-iqo-pirveli-samiti-sadac-sakartvelo-ar-monacileobda-amaze-garkveulcilad-gavlena-moaxdina-nato-s-dgis-cesrigma-gacilebit-damazianebelia-evrokavshiris-parglebshi-ganxilvebshi-armonacileoba\" aria-label=\"said\">said<\/a> that, at one time, \u201cGeorgia was NATO\u2019s most valuable partner.\u201d Now, Georgia\u2019s status has been \u201ccalled into question.\u201d<\/p>\n<p>Similarly, former Georgian Minister of Defense Tinatin Khidasheli <a href=\"https:\/\/www.facebook.com\/khidasheli.tinatin\/posts\/pfbid02FUe2kzVoGMyBxoB9KGC36FSSxuqyerAehmRdtRPt6BJ5ZQvFatHp9y74mQCEK6dHl\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.facebook.com\/khidasheli.tinatin\/posts\/pfbid02FUe2kzVoGMyBxoB9KGC36FSSxuqyerAehmRdtRPt6BJ5ZQvFatHp9y74mQCEK6dHl\" aria-label=\"wrote\">wrote<\/a> on her Facebook page that Georgia was \u201cexcluded from partnership events [with NATO] due to democratic backsliding.\u201d She added that NATO-Georgia relations are now \u201ceffectively frozen.\u201d<\/p>\n<p>Georgia\u2019s distancing from NATO, as well as the European Union, has been apparent under Georgian Dream, the ruling political party in Georgia. Following the 2024 Georgian parliamentary elections, Georgian Dream <a href=\"https:\/\/apnews.com\/article\/georgia-cabinet-election-russia-european-union-kobakhidze-1291827f76eac552a2918b4b584fa5a0\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/apnews.com\/article\/georgia-cabinet-election-russia-european-union-kobakhidze-1291827f76eac552a2918b4b584fa5a0\" aria-label=\"suspended\">suspended<\/a> its accession talks with the EU. Additionally, Georgian Dream <a href=\"https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/03\/13\/georgian-dream-drifts-from-nato-and-eu-as-opposition-seeks-integration\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/03\/13\/georgian-dream-drifts-from-nato-and-eu-as-opposition-seeks-integration\/\" target=\"_self\" aria-label=\"closed\" rel=\"nofollow noopener\">closed<\/a> its information center on NATO and the EU. Georgian Dream founder Bidzina Ivanishvili also <a href=\"https:\/\/www.reuters.com\/world\/georgia-shutter-eu-nato-information-centre-ties-with-west-fray-2025-06-04\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/world\/georgia-shutter-eu-nato-information-centre-ties-with-west-fray-2025-06-04\/\" aria-label=\"argued\">argued<\/a> that integration with NATO and the EU could force Georgia into a war with Russia (although the Russian Federation has occupied roughly 20% of Georgian territory since the Russia-Georgia War in August 2008).<\/p>\n<p>\u201cI think the recent distance in relations follows the pattern of Georgian Dream\u2019s foreign policy, especially since 2022, so this is not an isolated NATO-related story,\u201d Giorgi Beroshvili, an editor at New Eastern Europe magazine, told me in an interview. \u201cFrozen EU talks, rhetoric about \u2018global war party\u2019, being left off the recent summit\u2019s agenda for the first time in over a decade. It adds up.\u201d<\/p>\n<p>In response to Georgian Dream\u2019s actions, members of the Georgian opposition and Georgian citizens have <a href=\"https:\/\/eurasianet.org\/tbilisi-protests-pass-500-days-with-no-end-in-sight-what-choice-do-we-have\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/eurasianet.org\/tbilisi-protests-pass-500-days-with-no-end-in-sight-what-choice-do-we-have\" aria-label=\"gathered\">gathered<\/a> across the country to protest Georgian Dream. Unlike the ruling party in Georgia\u2019s government, the opposition and Georgian citizens support integration efforts with NATO and the EU. According to a poll <a href=\"https:\/\/www.issa-georgia.com\/ge\/non-entrepreneurial-non-commercial-legal-entity\/fondi-ghia-sazogadoeba-saqartvelo\/saqartvelos-mosakhleobis-gantskobebis-kvleva-saqartveloshi-mimdinare-protsesebtan-dakavshirebit\/183?fbclid=IwY2xjawIWmfpleHRuA2FlbQIxMQABHaPZmNxfTqE11h8PqcvXb05T-Zko47rEyxKLni689N_C9lZO4QRkZXBQvA_aem_9U3NaDpM9JX5WuFLhlFjuA\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.issa-georgia.com\/ge\/non-entrepreneurial-non-commercial-legal-entity\/fondi-ghia-sazogadoeba-saqartvelo\/saqartvelos-mosakhleobis-gantskobebis-kvleva-saqartveloshi-mimdinare-protsesebtan-dakavshirebit\/183?fbclid=IwY2xjawIWmfpleHRuA2FlbQIxMQABHaPZmNxfTqE11h8PqcvXb05T-Zko47rEyxKLni689N_C9lZO4QRkZXBQvA_aem_9U3NaDpM9JX5WuFLhlFjuA\" aria-label=\"conducted\">conducted<\/a> by the Institute of Social Studies and Analysis last year, 74% of Georgians surveyed support NATO membership, and 86% support Georgia\u2019s accession efforts to the EU.<\/p>\n<p>Georgian citizens have also called for democratic reforms in the country. Since the parliamentary elections in October 2024, Georgians have <a href=\"https:\/\/eurasianet.org\/tbilisi-protests-pass-500-days-with-no-end-in-sight-what-choice-do-we-have\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/eurasianet.org\/tbilisi-protests-pass-500-days-with-no-end-in-sight-what-choice-do-we-have\" aria-label=\"organized daily protests\">organized daily protests<\/a>, which <a href=\"https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/03\/13\/georgian-dream-drifts-from-nato-and-eu-as-opposition-seeks-integration\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/03\/13\/georgian-dream-drifts-from-nato-and-eu-as-opposition-seeks-integration\/\" target=\"_self\" aria-label=\"continue\" rel=\"nofollow noopener\">continue<\/a> to this day. The protestors have <a href=\"https:\/\/www.amnesty.org\/en\/documents\/eur56\/1115\/2026\/en\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.amnesty.org\/en\/documents\/eur56\/1115\/2026\/en\/\" aria-label=\"accused\">accused<\/a> Georgian Dream of \u201cdrawing on methods long associated with authoritarian practices in Russia.\u201d The protestors are hopeful that their demonstrations will lead to new parliamentary elections and the restoration of Georgia\u2019s integration efforts with NATO and the EU.<\/p>\n<p>While political engagement between NATO and Georgia has strained over the past few years, military cooperation between the two remains. In May, Georgia <a href=\"https:\/\/shape.nato.int\/news-archive\/2026\/nato-special-operations-forces-strengthen-alliance-readiness-through-trojan-footprint-2026\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/shape.nato.int\/news-archive\/2026\/nato-special-operations-forces-strengthen-alliance-readiness-through-trojan-footprint-2026\" aria-label=\"took part\">took part<\/a> in Trojan Footprint, a U.S.-led military exercise that brings together \u201cAllies and partners to build interoperability, strengthen readiness, and reinforce NATO\u2019s collective defence posture.\u201d This cooperation suggests that while NATO-Georgia relations are fragile, defense-level engagement between the two groups has not been fully severed.<\/p>\n<p>\u201cGeorgia\u2019s modern military doctrine, training, institutional development and interoperability have been built through cooperation with NATO and individual Allied countries. NATO interoperability is embedded in Georgian doctrine, professional education, exercises and defense institutions,\u201d Buziashvili told me. \u201cPolitical integration has stalled, but elements of military interoperability with NATO continue to operate on inertia through long-standing frameworks and joint exercises.\u201d <\/p>\n<p>Despite this, Buziashvili added that Georgia\u2019s lack of participation at last month\u2019s 2026 NATO Summit in Turkey \u201cshould be interpreted as a serious warning about Georgia\u2019s growing isolation, but not yet as NATO formally closing the door to Georgia.\u201d She also noted that the \u201cdeterioration [between Georgia and NATO] was already visible at the 2024 and 2025 [NATO] Summits.\u201d<\/p>\n<p>Beroshvili agreed, pointing to a disconnect between what Georgian Dream has publicly stated and how Georgia\u2019s defense institutions actually operate. \u201cThere\u2019s a clear gap between the political rhetoric we see daily, and actual defence trajectory,\u201d he told me. \u201cGeorgia still hosts and participates in NATO joint exercises,\u201d Beroshvili said, noting the country took part in two exercises in 2026. He added that convergence toward NATO standards \u201chas been built into the defence forces over the years, even decades,\u201d making it unlikely to be reversed even as political ties between NATO and Georgia are fragile. \u201cNATO standards are still considered superior, despite the political talk,\u201d he said.<\/p>\n<p>Now, with the conclusion of the 2026 NATO Summit in Turkey last month, NATO leadership and Alliance members will <a href=\"https:\/\/www-eur.cvent.com\/c\/calendar\/8b04e847-c70e-4051-9367-ac0c991ebffe\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www-eur.cvent.com\/c\/calendar\/8b04e847-c70e-4051-9367-ac0c991ebffe\" aria-label=\"shift their focus\">shift their focus<\/a> to the next set of meetings scheduled for this autumn. As NATO members and partners prepare for these events, geopolitical observers, policymakers, and defense experts will be curious to see how the NATO-Georgia relationship evolves. Time will tell whether Georgian Dream will shift its approach to integration efforts and engagements with NATO, or if the ruling party in Georgia will opt to further distance itself from the Alliance.<\/p>\n","protected":false},"excerpt":{"rendered":"Georgian, European Union and NATO flags are seen in Tbilisi, Georgia on September 23, 2025.
