Its authors, however, link such a scenario to the emergence of political conditions that Moscow would consider favorable.<\/p>\n<p>The report also focuses on\u00a0shifts in\u00a0relations between Europe and the United States. It\u00a0describes Washington\u2019s\u00a0security policy as\u00a0unpredictable, pointing to\u00a0a\u00a0tendency toward harsh rhetoric and unilateral use of\u00a0military force.<\/p>\n<p>Against this backdrop, European officials and military leaders have increasingly argued that the continent must prepare faster for a\u00a0possible conflict with Russia. Christian Freuding, commander of\u00a0the German Army, told Politico earlier that the Bundeswehr needed to\u00a0accelerate its preparations for such a\u00a0scenario. He\u00a0said Germany\u2019s\u00a0armed forces should build up\u00a0their capabilities every day with the possibility of\u00a0combat \u00abtonight\u00bb in\u00a0mind.<\/p>\n<p>Military infrastructure is\u00a0also being strengthened near Russia\u2019s\u00a0borders. In\u00a0southeastern Estonia, Postimees reported that a\u00a0ten-kilometer line of\u00a0ditches was built over two months in\u00a0Setomaa Parish, close to\u00a0the Pskov Region. According to\u00a0the publication, embankments roughly the height of\u00a0a\u00a0person were created along the excavated sections. Anti-tank barriers known as\u00a0\u00abdragon\u2019s\u00a0teeth\u00bb have also been installed in\u00a0some areas.<\/p>\n<p>Moscow has repeatedly said in\u00a0recent years that NATO activity near Russia\u2019s western borders has reached an unprecedented level. The alliance describes its actions as deterrence against Russian aggression, while the Kremlin has voiced concern over the bloc\u2019s military buildup in Europe.
