Leaders will face tough choices in Brussels.

As part of shifting US resource contributions toward Europe’s defense, the European part of NATO must take on greater responsibility for collective security.

This was stated at a press conference on the eve of the NATO Defence Ministers’ meeting in Brussels by the alliance’s Secretary General Mark Rutte.

Europe at the Center of Funding and Future Contributions

Rutte noted that Europe has long been “too dependent on the United States.”

“The United States has now changed its contributions to NATO’s force model, while other allies have increased theirs”

– Mark Rutte

The main points of his remarks were that resources the United States no longer plans to provide to Europe in the event of a conflict may either be held in the stockpiles of the European partners themselves, or appear in the near future. Therefore, governments of European countries will have to decide how to integrate these capabilities into NATO’s strategic defense plans.

When asked about the nature of changes in the defense sphere under Article 5, Rutte said this is currently a potential situation that is difficult to characterize technically.

“The United States remains traditionally engaged in events in Europe, and also under the nuclear umbrella,” the Secretary General emphasised, adding that over time Europeans will increase their contributions to defense.

The Deputy Secretary General also noted that they are working toward “a stronger Europe in a stronger NATO” and urged moving in step with a developing defense environment and focusing on innovation.

According to official U.S. materials, the process of optimizing contributions to the NATO Force Model has begun in line with the National Defense Strategy 2026 and the U.S. Department of Defense’s “NATO 3.0” concept.

Such steps, according to Rutte, are meant to strengthen Europe’s autonomy within NATO.

“Changes to the United States’ contributions to the NATO Force Model mean increased contributions from other allies and require greater European autonomy”

– Mark Rutte

Thus, in line with Rutte’s stated position, this course should create a stronger and more autonomous European core of NATO, ready to respond to new challenges by relying on its own resources.

A shift in US force contributions is pushing European NATO members to rethink defence budgets and capabilities.
