What Would That Do?"},"content":{"rendered":"<p class=\"css-ac37hb evys1bk0\">Romania\u2019s foreign minister on Friday called Article 4 of <a class=\"css-yywogo\" href=\"https:\/\/www.nato.int\/cps\/en\/natolive\/official_texts_17120.htm\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">NATO\u2019s founding treaty<\/a> \u201can instrument that Romania can use\u201d after a drone, which officials said was Russian, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/29\/world\/europe\/romania-drone-russia-ukraine.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">crashed into an apartment building<\/a> in the country.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Article 4, which allows a NATO member to open formal discussions about threats to its security, has come under renewed focus since Russia invaded Ukraine in 2022, especially in the wake of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/29\/world\/europe\/romania-drone-strike-what-to-know.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">multiple<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/09\/20\/world\/europe\/poland-drones-russia-nato.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">incursions<\/a> by Russian drones and jets into NATO countries\u2019 airspace.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Oana Toiu, Romania\u2019s foreign minister, said in a television interview that the Friday drone crash \u201cfalls into the category of incidents that justify the use of instruments\u201d like Article 4.<\/p>\n<p class=\"css-ac37hb evys1bk0\">NATO on Friday blamed \u201cRussia\u2019s recklessness\u201d for the drone crash, which comes amid heightened fears that Russia might seek to expand the war beyond Ukraine to target a NATO country \u2014 and that NATO might be forced to respond. Ukraine is not a member of the alliance, but Romania is.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Here\u2019s what to know about NATO and Article 4.<\/p>\n<p>What is NATO?<\/p>\n<p class=\"css-ac37hb evys1bk0\">NATO, the North Atlantic Treaty Organization, is a mutual-defense alliance created after World War II by the United States, Canada and 10 European countries. Its core provision, <a class=\"css-yywogo\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_110496.htm\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Article 5<\/a>, requires members to treat an attack on one of them as an attack on all. When NATO was created, Article 5 put Western Europe under U.S. protection as the Soviet Union was cementing its dominance over Central and Eastern Europe.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Since NATO was founded, 20 more European states have joined: Albania, Bulgaria, Croatia, the Czech Republic, Estonia, Finland, Germany, Greece, Hungary, Latvia, Lithuania, Montenegro, North Macedonia, Poland, Turkey, Romania, Slovakia, Slovenia, Spain and Sweden. There are a total of <a class=\"css-yywogo\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_52044.htm\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">32 members<\/a>.<\/p>\n<p class=\"css-ac37hb evys1bk0\">NATO has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2001\/10\/03\/international\/europe\/nato-says-us-has-proof-against-bin-laden-group.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">invoked Article 5 only once in its history<\/a>, the day after the Sept. 11 attacks on the United States in 2001. That led to NATO\u2019s participation in the U.S.-led war in Afghanistan, where the alliance maintained a presence from 2003 to 2021.<\/p>\n<p>What is Article 4?<\/p>\n<p class=\"css-ac37hb evys1bk0\">Article 4 allows a member state to start a formal discussion among the allies about threats to its security. Invoking Article 4 does not commit NATO to military action.<\/p>\n<p class=\"css-ac37hb evys1bk0\">An invocation of Article 5 is often assumed to have military implications, but the NATO treaty says only that its members will \u201cassist\u201d the party that has been attacked. That can also mean economic or political help.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Article 4 states that the alliance\u2019s members \u201cwill consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the parties is threatened.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Matthew Whitaker, the U.S. ambassador to NATO, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/USAmbNATO\/status\/2060268480130117733\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">said<\/a> on social media after the Friday drone crash that \u201cwe stand with\u201d Romania and \u201ccondemn this reckless incursion on its territory.\u201d<\/p>\n<p>Will Romania invoke it?<\/p>\n<p class=\"css-ac37hb evys1bk0\">The Romanian authorities said on Friday that Article 4 was in their toolbox as they weighed a response to the drone crash, on the roof of a residential compound in the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/25\/world\/europe\/ukraine-grain-deal-romania.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">city of Galati, a major river port<\/a>. But they stopped short of saying they would invoke it.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cObviously, invoking Article 4 is a joint decision,\u201d Ms. Toiu, the foreign minister, said. \u201cIt is part of the discussions regarding the possibilities we have at this moment.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Romania\u2019s president, Nicusor Dan, said he had convened the national defense council and would \u201corder proportionate measures in relation to the Russian Federation.\u201d But he did not elaborate.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cThe unprecedented nature of the event demands a firm, coordinated, and appropriate response,\u201d he wrote <a class=\"css-yywogo\" href=\"https:\/\/x.com\/NicusorDanRO\/status\/2060247286714606055?s=20\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">on social media<\/a>, adding, \u201cRomania is a NATO member state and will not accept, in any way, the war of aggression waged by Russia against Ukraine to be transferred onto its citizens.\u201d<\/p>\n<p>Has Article 4 been invoked before?<\/p>\n<p class=\"css-ac37hb evys1bk0\">Since NATO\u2019s founding in 1949, Article 4 has been invoked nine times, including on Feb. 24, 2022, the day Russia launched its full-scale invasion of Ukraine.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Poland <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/09\/10\/world\/europe\/what-is-nato-article-4.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">invoked<\/a> the article in September <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/09\/10\/world\/europe\/poland-russia-drones-ukraine-attack.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">after NATO fighter jets shot down Russian drones<\/a> that had entered its airspace.
