The assessment came just weeks after Washington told its allies it <a href=\"https:\/\/www.politico.eu\/article\/us-to-pull-jets-destroyers-and-submarines-from-nato-in-a-broader-european-fallback\/\" rel=\"nofollow noopener\" target=\"_blank\">would immediately be allocating less battlefield kit<\/a>, such as aircraft, submarines and drones, to the pool of capabilities NATO can draw on in times of war.<\/p>\n<p>In the draft statement, European allies pledge greater involvement in the continent\u2019s defenses, specifically citing investment in deep strike capabilities, air defense systems and drones, said the diplomats.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/nato\/wp-content\/uploads\/2026\/06\/GettyImages-2282299378-1024x683.jpg\" alt=\"\" class=\"wp-image-8666916\"  \/>U.S. defense chief Pete Hegseth speaks at the White House in Washington on June 22, 2026. | Andrew Harnik\/Getty Images<\/p>\n<p>Deep-strike capabilities \u2014\u00a0long-range missiles able to hit the enemy behind the front line \u2014 have become contentious between the U.S. and Europe. While the Europeans are keen to develop these capabilities in order to deter Russia, Washington is reluctant to let them operate such weapons. The Pentagon <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/04\/us-germany-tomahawks-missiles-cancel-00950284\" target=\"_blank\" rel=\"nofollow noopener\">recently refused<\/a> to send Tomahawk missiles to Germany, arguing Moscow could perceive the move as escalation.\u00a0<\/p>\n<p>NATO allies also seek to ease another key source of tension between Europe and Washington: the war in Iran. Although the U.S. has signed <a href=\"https:\/\/www.politico.eu\/article\/iran-us-sign-preliminary-peace-agreement\/\" rel=\"nofollow noopener\" target=\"_blank\">a preliminary agreement to end the conflict<\/a>, European officials fear lingering issues, like reopening the <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/20\/iran-strait-hormuz-ceasefire-00969177\" target=\"_blank\" rel=\"nofollow noopener\">Strait of Hormuz<\/a>, could become a focal point of Ankara gathering. \u00a0<\/p>\n<p>In a move that will likely be seen as an olive branch to Trump despite <a href=\"https:\/\/www.politico.eu\/article\/trump-vented-at-rutte-over-nato-inaction-on-iran-during-turbulent-meeting\/\" rel=\"nofollow noopener\" target=\"_blank\">a strong internal split<\/a> over the war, in the draft statement the allies call on Iran to uphold freedom of navigation in the critical trade artery, the NATO diplomats said.
